Player's Message: DJ Neon is... well.... Oh, I'll just say it, nearly everything about her is the result of my mind taking content from Janet Jackson's "Doesn't Really Matter" video and injecting it full of backstory and substance. O.O That being the case, any similarity between her and Janet, I am aware of... (I'll make a list of the refrences to Janet and various other aspects of pop culture at the bottom of the page in case you're curious...:P) The aforementioned backstory, though, is pretty good, so trust me... I know what I'm doing ;)
By the way, DJ Neon is not affiliated with The Cape, or any internet radio channels. As much as I would love for her to be, I am a dude, and can't make my voice sound female. In Neon's backstory, the DJs of Rhythm City are more than just "DJs", but still have that title, similar to how Judge Dredd was more than "just a judge".

Introduction to Rhythm City
Rhythm City has been described as a "city with no geographic boundaries"[2], in the sense that it is actually a floating metropolis held aloft by powerful anti-gravity modules, drifting through the sky all across the world. This high-tech, fantastic city is known for the fact that it's society revolves around music, forming a rather unusual technocracy composed of musicians. One of the most prominent people of that city is DJ Vibe, the grandson of Nicholas Stone, who founded the city after realizing how people seem to admire popular musicians to the point where they would follow them willingly, and wondered if public fandom was the key to a successful government. DJ Vibe is actually the official highest authority of Rhythm City, followed by the Rhythm City Media. The reasons why, though, are very unusual...
-The Rhythm City DJs-
Though "DJ" merely stands for "Disc Jockey", in Rhythm City, the title has evolved into something much more than its usual connotation.[3] The DJs are considered the higer-ups of Rhythm City because in order to be cleared for the title, one must be skilled in both the art of music, as well as "Wave Combat", a martial art that incorporates sonic waves into techniques.
Since being a musician in Rhythm City carries political significance, the life of a DJ isn't "rock and roll all night and party every day". The DJs, being the higher-ups in society are also tasked with fending off forces that threaten the peace and unity of the city. They use "Vibe Energy", a type of force created from sound waves, usually with small generators found in gloves, watches, or bracelets, and enhanced by rhythmic movements while building up. It can then be launched as a projectile, or kept in various shapes as a melee weapon. This energy can make a wide range of sounds when produced or when it comes into collision with something, giving wave combat battles an extra dynamic of creating music in the fight.
-The Rogue DJs-
The most common threat to Rhythm City are the "Rogue DJs" that vow revenge against the city because they were either rejected by The Media when they tried to become DJs, or were rejected by society for various reasons. Led by DJ Sync,[4] they are bent on ruining the peaceful unity and quality of life of the citizens of Rhythm City.
-The Rhythm City Media-
The Media is the entity that handles all the serious business related to entertainment, as well as primary administrative group of the city. It's head is the benevolent DJ Vibe, but his right-hand girl, DJ Becky is often left to deal with many of the affairs of the city due to the fact that Vibe is often very busy.
The Media is the factor that clears all DJs for the title. Some complain that the Judges, DJ Stern, DJ Bass, and Neon's mentor, DJ Abbey[5] are too strict when it comes to choosing DJs. This leads many Rogue DJs to say that the media are the true force of evil that affects the city.
Affiliations
-Organizations-
DJ Neon is a significantly popular Rhythm City DJ, hailed by the locals as the so-called "Princess of Dance-Pop".
-Individuals-
Her brother, Jack [6] is one of the City's legendary DJ's and currently holds the title of "Prince of Dance-Pop". He is known to be a bit strange, but his talent and skill is unmatched. DJ Abbey, before she went on to be one of the Rhythm City DJ Judges, was the one who tought DJ Neon everything she knows about being a DJ.[7] Neon considers Abbey her Role Model and Mentor. Abbey is often considered to be a little insane, but mostly because she is prone to a doing a lot of out of the ordinary things, and overreacts to almost everything.
DJ Becky(AKA, DJ Euro),[8] is likely the most "normal" person in DJ Neon's life is her closest girlfriend.
Personality
DJ Neon is known to keep her cool in even the most stressful situations, a direct contrast from her mentor, DJ Abbey, who is known to be very emotive.
Powers
-Primary Set - Vibe Blast-
Vibe energy launched as a projectile. The effect feels similar to being hit by an explosion. Because the color of Vibe Energy differs depending on the user's choice, Neon prefers her projectiles to be blue.
Vibe Bolt
Vibe Bolt consists of a barrage of Vibe Energy blasting forth from Neon's fists.
Vibe Blast
Sends a straight beam of vibe energy forward that can send enemies flying.
Vibe Blast - Neon Remix
This is a more powerful version of the Vibe blast. It takes longer to recharge than it's original form.
-Secondary Set - Vibe Melee-
Vibe energy increases with kenetic velocity, so when hit by a fast-moving ball of it, people can be sent flying far. Because Vibe energy colors vary depending on the user's style, Neon prefers her melee attacks to be yellow.
Vibe Thrust
With the help of Vibe energy, DJ Neon can launch opponents great distances with a thrust of her hand.
Vibe Charge (Build up)
Neon does one of her signature dance moves while building up Vibe energy, adding kenetic force and strengthening her attacks.
-Additional Powers-
DJ Neon has anti-gravity modules similar to those at the base of Rhythm City installed in her shoes. They are experimental, so she does not use them as a mode of transportation yet.

Abilities
DJ Neon has the ability to instantly improvise seemingly well-choreographed, elaborate and energetic dance moves, a technique she learned under the tutelage of DJ Abbey.
Weaknesses and Limitations
Despite her energy generators, DJ Neon is still a normal human being, and is has the weaknesses of a normal person. In addition to that, she could be considered weak to electro-magnetic pulses. This is because EMPs have a bad effect on the vibe energy generators she carries with her inside her gloves, and cause them to short out and shock her with the energy.

Character History
DJ Neon was performing at a rave in Rhythm City one day, when the sky suddenly turned green. It was the second Rikti Invasion, and Rhythm City was hovering right above Paragon City! Knowing that the heroes of Paragon would need all the help they could get, DJ Neon came down to Paragon to assist the heroes in their struggle...

References
- ↑ Yeah... We all know what Janet Jackson sounds like when she speaks. Neon isn't as annoying, though.
- ↑ In the opening lines of the song "Rhythm Nation", the titular "nation" is described as one with "no geographic boundaries". Although Janet's meaning was a nation of people worldwide bound together as a nation by their beliefs, Rhythm City is literally a moving city that hovers in the sky, never staying in the same one place.
- ↑ I got this idea from Judge Dredd, as the title of Judge meant much more in that series than it does normally.
- ↑ Heheh... This might be kinda mean, but Neon's enemy, DJ Sync was somewhat derived from a combination of Nick Carter of the Backstreet Boys and... Justin Timberlake of N*Sync, which is where the "Sync" comes from. I chose him as the basis for her arch-nemesis for obvious reasons... :P
- ↑ The DJ Judges are, upon viewing instantly recognizable as references to the judges of American Idol, with DJ Stern referring to Simon Cowell's attitude, DJ Bass referring to Randy Jackson and his career as a bassist, and DJ Abbey referring to Paula Abdul's name.
- ↑ Jack is obviously a reference to Michael Jackson, being Neon's brother and all.
- ↑ Paula Abdul choreographed many of Janet's dances earlier in her career.
- ↑ DJ Becky is a refference to DJ Becca... In my opinion, this girl isn't HALF as popular as she should be... That song pwns! ^^
