Sean Sinnott, also known as the superhero Tesla Frost, is the son of Dragon Ranger, an unsung hero of the Rikti War.

History
Growing Up
Every story of a hero begins with a mild-mannered man...
Sean Sinnott's childhood was very...unassuming. Having grown up with a relative who always seemed to have spare cash (he was able to cycle between four different subscriptions of an MMO called Starforge Galaxies within a period of seven months at one point) and many material objects, he knew very little about the value of family and friend until he reached his pre-teens. As life began to ever so slowly accelerate, he soon began to focus his lifelong hobby of video gaming into a career and began aspiring to make videogames of his own. One of his amateur titles was available for download, but was recently taken off the internet after a cease and desist notice from Crey Industries.
When the Rikti War broke out, Sean's father - a hero known as Dragon Ranger - was quickly slain in the initial invasion. Soon after, the collateral damage of the war would take a toll on his mother's life, as she would be killed by a group of Rikti who were isolated in New Jersey, Sean's home state. Devastated by the supreme loss of life he had witnessed, Sean's mental state fell to that of a sense of permanent 'longing'. He would fulfill this psychosomatic need through a fandom of 'super-wannabes' - normal people who wanted to be superheroes, but couldn't become them.
Arc Flash Incident
...who ends up in a not-so-mild-mannered situation.
In the cold winter of 2006, Sean was walking down the road during a particularly heavy snow storm. As workers were attending to a malfunctioning telephone wire above him, Sean did not notice the sudden lightning bolt strike the wire. The workers were blown back, but the electrical fault jumped as an arc flash hazard towards Sean. His body was seared and burned by the intense heat of the short circuit, and he immediately fell unconscious.
Nigh instantaneously, however, Sean had actually been soaked in light radiation from the blast. The radiation was so strong that it pierced his genetic material and mutated his DNA. In addition, the incredible heat caused falling and fallen snow around Sean to be seared into his flesh, cauterizing the electrical burns upon impact. The icy slush now began to seep into his tissue, actually causing his genetic material to also absorb the raw H2O.
When Sean was finally brought to medical attention, he was declared clinically dead on arrival at JFK Hospital, but seconds after this declaration was made, he regained heartbeat and began breathing normally. However, he was now in a coma.
Hospital Stay
As the months passed, Sean's body underwent drastic physical changes. His body - that of a fat, sedentary adolescent - began to actually develop into a physically fit subject in his sleep. Something that Sean had only previously achieved in his dreams was now a reality. Additionally, every time it seemed that Sean was on the brink of death once again, some supernatural occurance - whether it was a sudden power outage at the hospital, only to renew power with Sean in good condition, or an emergency call for the nurse as she was about to pull the plug - would keep him alive. Whether it was fate or some sort of unconscious protective measure by Sean himself will forever remain unknown.
Awakening
Late in the month of June, Sean finally awoke to find himself a strong, lean, and agile human being - no longer the overweight slob confined to a computer chair he had once been. Basking in his new physical fitness, Sean would quickly discover his new supernatural powers - the manifestation of ice and electricity at will. With whispers of a second Rikti invasion imminent, Sean took up the mantle of 'superhero' and became Tesla Frost, then moved to Paragon City to become an officially licensed vigilante.
Powers
After the events of the Arc Flash Incident, Sean has gained the ability to project shards of ice and forces of electrical power at will. Using his electrical powers, he can also produce magnetic fields below his body to levitate and fly in the air.
Abilities
Tesla Frost, while not apparent in social situations, is a natural leader and can coordinate his allies in a tactical situation without breaking a sweat. His gaming skills are also quite adept, and his technical knowledge make him suited for a future career as an inventor, especially with the burgeoning superheoric market ever expanding.
Weaknesses/Limitations
Being a teenager, Tesla Frost is prone to fits of angst, rage, and depression - this emotional baggage could possibly be exploited by his enemies. Also, his elemental attunement to ice and electricity make him weak against foes using fire or earth powers. Tesla Frost is also not much of a risk-taker, and may sometimes avoid certain situations out of protection for himself - possibly forsaking his duty.
