Cyborg Sinister
Deceased Victor Berman was a Council Soldier who was injured and left for dead by his platoon after Citadel sent a group of heroes to investigate their base. He was picked up by Crey Industries who used him for their human cybernetics program. His DNA was not as compatible as they had hoped, so he was scrapped and abandoned for the Cyberman project. When Cyberman fought against his Crey captors and destroyed their lab, Berman escaped and with his new abilities overthrew a small portion of the Council army, forming his own independent cell.The soldiers are under his command via mind control chips. His army continues to grow. In the villain underground he is known as "Cyborg Sinister". Over time he became one of the most prominent threats to the world. This guy's good, but I mean, he's no Phanto. He is plotting to overthrow the current Council and crush any resistance in a hostile takeover. This cannot be allowed to happen, with that much influence, Cyborg Sinister could become unstoppable. His control over technology is remarkable. In the Infiltrators first encounter with him, he was able to summon holographic minions to throw them off his trail, while also animating dormant machinery to act as temporary soldiers. And yet the Infiltrators caught him. Impressive. After he was shipped off to Strongwall he hacked his way into the system, taking control of several Longbow Mechs and threatening to blow up the facility, which lead the Infiltrators to extract him out to save countless lives. The Infiltrators cornered him at the Mass Eradicator, and after defeating him, Red-Havok took it upon himself to kill Cyborg Sinister.

Warcry
Eliminated The Warcry Artifical Intelligence was created to bridge the gap between man and machine. When the Council first started launching its mechanical soldier program, it needed an AI to give orders to all robotic troops simultaneously. They contracted Professor Redding, a well known Crey scientist, to develop the AI and housing unit after he finished his consulting work on the Terra Jones Project. The Council paid him handsomely for the AI and a Warcry android was developed shortly after to be the "general" of the robotic fleet of Zenith Mechs that the Council began pumping out. When Cyborg Sinister plotted his takeover of the Council, he manipulated all cybernetics to his advantage. Warcry was left susceptible to him due to the fact that he was a technological construct, so he began following Sinister. However, Sinister abandoned him during the Strongwall breakout, and it seemed that Warcry had developed emotions, because he swore revenge on him for doing so. Now the two both lead their own bitter factions, as even though the Infiltrators destroyed Warcry's body at Strongwall, the AI file still exists. Truly invincible...unless of course somebody runs a Spy Sweeper scan.

Deceased A pioneer in the field of metahumans, John Maxwell was completely unaware that he housed a dormant mutant gene. He lived a remarkably normal life, culminating in his menial job as a construction worker. The hours were long and the pay was lousy and all this fed into John's repressed anger and resentment for the world. After much abuse and torment at the hands of those above him, John had finally snapped. Both literally and metaphorically, it would seem. His dormant mutant gene was triggered and he unleashed his kinetic energy in a fit of rage unveiling his true destructive power. These newfound abilities made him feel strong and in control of his life for once. After this incident that wounded several of his fellow workers, he seemed to vanish off the face of the Earth. He was most likely on the run from authorities that were determined to find ways to control his horribly chaotic mutant powers. Now resurfacing as a supercriminal, he seems to have learned basic ways to control his mutant capabilities. He has taken to calling himself "Kineticrash" and intends to spread destruction wherever he goes. His power is not to be underestimated, even if he is unsure of how to use it to its fullest potential at this point. He is a living weapon, point him at anything you want destroyed and then take cover. Sounds like loads of fun. Kineticrash was found dead at an Orthrus facility holding Armaments in stasis, cause of death was a shot to the head.

Low Tucker Clay was born with a rare genetic mutation that allowed him to emit excess energy. He was a commodity for corporate America, because this meant his natural body could power different armors, weapons, and devices that were previously too energy-inefficient to test. Tucker took this as a way to make money, and sold himself off to the highest bidder. Sadly for him, the highest bidder was the nefarious Crey Industries. KARMA. Crey used him to power a long forgotten weapon from World War II called the Uberlaser. The Uberlasers were grafted onto Tucker's arms and fused into him, turning him into a freak. He was angered by this, but his contract was legally binding. It allowed Crey to do whatever they wished. With Tucker's life ruined, he tried to enjoy life with money, even if he had horribly disfigured laser cannons mounted onto his arms. He bought his way onto the team "The Headliners" as an undercover assistant to Garret Snow, CEO of Snow Enterprises, who was interested in repurchasing the Headliners. However, Coldcrash would not allow this to happen, and Tucker lost all his money when the stock plummeted. He has recently become involved with the Family, and is believed to be making his money back through illegal means.

Moderate Charles Wells is a technological savant. His technopathy is rivaled only by that of Cyborg Sinister. Wells can bypass firewalls, security systems, and hack into any secure database in a matter of seconds. May I suggest the supervillain name "Meganerd". Wells' technological prowess is manifested in his armor, where he gains his power. He developed a backpack that he can communicate with using his technopathy. Out of the backpack branch four large arms, all equipped with electrical discharge cannons, machine guns, and grenade launchers. Wells can skewer anyone who stands in his way on his humongous claws, or if he feels like being lazy, launch a barrage of bullets and grenades at them from afar. Wells uses his technological prowess to become the supercriminal "Adaptor". Did you not hear me suggest Meganerd? Adaptor has most recently been recorded hiring Snowbomber for protection as he attempted to find a way to control the Shivians of Bloody Bay. He was foiled by the Masked Renegade, and swore his revenge on him. He is also believed to be the culprit behind the recent firewall breach in Orthrus security. We managed to lock him out of the system before any vital files were obtained, although part of the Blacklist may have been retrieved.

Deceased Kellon Faris won a Nobel Peace Prize for his invention of the Transmatter Gateway, a series of connected teleportation tunnels which aided in bringing supplies and food to many third world nations. The expanding universe theory states that the faster expansion rate of the universe is due to a mysterious, dark force that is pulling galaxies apart, this is known as Dark Matter. Color me interested. Faris theorized that if the Dark Matter could be controlled, the effect could be reversed, thus resulting in time travel. During his testing the machine became unstable. Portals began to open revealing black space. Something within called to him. He had discovered what he named "The Dark Matter Zone". An area located at the edge of the universe, and full of raw, untapped energy. Energy that if used correctly could power cities, even countries and of course, his time machine. He continued to work however due to overexposure to the dark matter, Kellon started growing somewhat insane. He began to rave psychotically at times and threw violent fits without being provoked. Due to this Kellon's funding was pulled and he was fired from Crey Labs. With the lack of financing, Kellon turned to crime in order to pay for his research. Due to the fact that his armor is directly linked to The Dark Matter Zone and absorbs it's energies constantly, Kellon is in a complete state of insanity of which is irreversible.

High Claud Jackson came into the possession of the Ripjaw bone while working aboard 'The Bloody Mary' pirate vessel. The Mary intercepted a Cage Consortium ship, which was transporting valuable Coralax treasure; the ripjaw bone. If I were less refined, I'd make a joke about the word "bone". When the Consortium were killed and robbed of the relic, the crew of The Mary fought over their prize. Claud emerged the victor by wearing the bone upon his chin, mutating him into the leviathan that is Ripjaw. With his crew dead, Claud went on the become a professional supervillain. He uses the monster, Ripjaw to take what he wants, but sometimes Ripjaw has his own agenda. The ripjaw bone is in fact sentient; using its wearer as merely an outlet for the monsters rage. Is there any ancient artifact that ISN'T sentient nowadays? Claud Jackson revealed this to Orthrus on our recent bout in Bloody Bay. Good idea, reveal your secrets to your arch-enemies. No seriously, that's definitely going to pay off in the long run. Ripjaw is quite dumb and brutish when acting on his own, so without the direction of Claud, he is easily outsmarted. Ripjaw's fighting prowess is phenomenal, and he should never be engaged within the water, doing so means almost certain death.

Moderate You know what's funny? If he had won America's Next Top Superhero, I bet he would've gotten a higher threat level rating. Just goes to show you, if you're not number one, you may as well be moderate. Preston T. Rockefeller is an unusual case. He first rose to prominence on a reality television show titled America's Next Top Superhero. That's the type of dribble they show nowadays?! He was a contestant and made it all the way into the final round, where he won second place. From there, his career went down hill. He couldn't maintain his popularity without being the winner, and he put on weight and became a total has-been. Angry and desperate for the spotlight, Preston opted to get back into the limelight the only other way he knew how. He became a supervillain, using his technologically advanced gauntlets to control the earth and summon magma-men. He became a famous bank robber, and his abilities make him a challenge for even the most seasoned heroes to fight. Eventually he was arrested, but he found a way to escape Strongwall during Cyborg Sinister's breakout. Armaments recently busted him and Instaport robbing a casino, but they got away. Rockefella was believed to be involved in the small strike team that attacked an Orthrus facility in the Rogue Isles. He gets credit...AND I DON'T?! Rockefella is extremely arrogant and often makes loud, undistinguishable noises while fighting. It is unknown if he is just grunting or if these are meant to psyche out opponents.

Living Reactor
Low The Living Reactor is exactly that. I never would've guessed. A walking nuclear reactor that could explode at any moment. Phineas Dorp was the unfortunate byproduct of a stray power blast in Paragon. The blast came from a Nuclear Powered hero who has since been under special watch by Longbow. The blast left Phineas in critical condition but unknowingly, it also activated a dormant mutant gene. Instead of getting worse, Dorp started getting better, but those around him became ill. He was unable to control his new radioactive emissions and was taken to Terra Volta for safe keeping. For some reason when I hear "Terra Volta", I do not think "safe". HeroCorps devised a containment suit that would trap Dorp's energy within while they could develop a cure. Weeks, months and soon years passed. Dorp was still in the containment suit, and still at Terra Volta. Angry, he tried to escape back to the real world. The guards attempted to stop him, but were killed. Phineas ran as far from Paragon as he could. He eventually made his way to The Rogue Isles where he became well-known as The Living Reactor. The Reactor hates all costumed heroes and wants nothing more than to ruin the lives of the very people who ruined his. If that is the case, why isn't he going after his parents? They're the people that named him 'Phineas Dorp' after all.

Moderate My power is blowing up, but don't mind me, I'm hardly a threat. Harry Krane was always a loose cannon. He couldn't hold a job or keep a steady girlfriend due to his hot temper. His recent job as a janitor at the University ended with him nearly beating his boss to death. Harry then responded to ad for "emotion testing" at Aeon Labs which said would pay well. Aeon Labs was studying the emotional chemical changes in the brain in hopes of replicating superpowers by combining artificial chemicals. Harry was given a dose of a chemical replicating fire manipulation. A scientist began to repeatedly poke Harry until he grew angry. When this happened, a chemical imbalance not only caused Harry to combust, but engulf the entire Aeon facility in flame. A miscalculation of Harry's brain serotonin levels caused his overreaction to virtually explode. Leaving the destruction behind him, Harry pursued a career as a supercriminal, calling himself Explode. He now specializes in demolition; using his short temper as a weapon. Explode is a living bomb for the criminal underworld, making him a very valuable asset to organized terrorism. I guess Osama being dead puts him out of work for a while.

Low It is a sad day when a pathetic henchman scores a higher threat level than his genius, diabolical, sinister, and dastardly mentor that looks incredibly dashing in a purple cloak. A Praetorian Villain who traveled to Primal earth looking to pave the way for Emperor Cole got a large dose of reality when he was defeated by Phanto, Deadwringer and Rhinode. It seems that The Cannon was an unbeatable and famous member of the Powers Division, unbeatable that is, until his arrival on Earth Prime. Now instead of preparing the earth for Tyrant, he has pledged himself to Phanto and his cause to bring "the end". What a smart cookie. Cole promised Crimson nothing in return for his loyalty, but Phanto promised him whatever he wanted. A city, a country, money... Crimson-Cannon is motivated solely by greed. His powers come from an ion reactor which takes the place of his heart. Crimson is made up of 85% ionic energy, and through careful manipulation and machinery, uses that energy as a deadly offensive weapon. Sounds a lot like "Powerlaser". Oh wait, I get it.

Eliminated The man called Deadwringer is a force to be reckoned with. A true master of disguise, he can bend light around himself to give himself the visage of anything or anyone. That means when going after Deadwringer, everyone is a suspect. His claws are deadly and he has no remorse. He is believed to be tied somewhat to the Masked Renegade, but this lead needs further investigation. He has proven to be ruthless and efficient time after time. He is believed to be a prime assistant to Phanto, as he was present during Phanto's attempt to create a mass weather anomaly. Two masters of trickery and deception working together? That sounds absolutely ridiculous. Deadwringer fears nothing, as it seems, because he even went as far as to approach Johnny Turbo at his penthouse. If not for the intervention of Armaments, Deadwringer could have captured Turbo or possibly even killed him. He did what? I wonder who possibly could've asked him to do that...probably someone with a "minimal" threat level. (Deadwringer is presumed dead.)

Low I actually find myself a fan of Holiday-themed villains. I hope I find a guy that dresses up like a rabbit and throws exploding eggs at kids on Easter. Or, if you want to remain true to the Christian view of the holiday, a guy who keeps resurrecting every time you kill him. Kurt Walker was a special demolitions expert for a freelance mercenary group on the Eastern Coast. After his team was hired by Arachnos to steal back important information from Longbow, Kurt found himself and his squad captured because of the intervention of a superhero. After serving a short prison sentence, Kurt was released and his mercenary group's name had been smeared from the job so badly that he had to find work as a mall Santa. Walker always had a liking for Christmas. Kurt was angry at the world for the way his life turned out, until he decided to take action. The only way to get back into the mercenary circuit would be to eliminate the hero that had captured him years ago. Eventually he found away to develop dual gauntlets that would shoot ice. Declaring himself the "Snowbomber", he froze the hero that arrested him solid on Christmas morning. Kurt has become a well known mercenary and villain-for-hire now.

Minimal-High (fluctuates depending on Radiation level) So if she were to make her way to Japan she'd be the greatest threat the world has ever known? Mariah Clistine is the former hero Energa. She was a prominent figure in the hero community prior to the Rikti invasion of 2002. Excellent, I love a story of a good hero gone bad. During the invasion Energa and a team of her close allies rallied in defense of the Terra Volta reactor so that Paragon could keep its much needed power in its time of crisis. It would've been a disaster if the city was deprived of its enormous energy bill even for a moment. Little Timmy would have to read a book instead of playing Wii for eleven hours straight. Prolonged exposure to the radioactive waves caused a severe mutation in Energa's powers. After the invasion she began to emit radiation, and her power blasts were now also radioactive. Remember, always wear a hazmat suit. The criminals she battled died slow deaths and so did several of her close friends. The events made her crazy, and she began to slowly go insane. Come on? Don't you think "insane" is a little harsh? She found companionship in a small plush skunk toy that she is never without. Sure that's weird, but lots of people have stuffed animals, like Mel Gibson in The Beaver? She is like a child and talks to it as if it were a live creature capable of conversation. Nevermind, this chick's insane. She calls herself Skunkette now as a favor to her "friend".

Moderate Alice Liddle was a sweet young girl, smart and pretty. Her life changed forever in her early twenties when she caught her fiancee cheating on her. He told her he had found his true love, and broke up with her. She and went through a severe depression. When she recovered she returned to work in Aeon Labs, but quickly seduced a fellow researcher and stole his project - an experimental density alteration device. She had the device implanted into her chest, and promptly set out to murder her ex-fiancee and his new bride. Hell hath no fury like a woman scorned. Sun Tzu said that. Or somebody. Since then, she has targeted celebrity couples or anyone else who she believes is "in love" for assassination. She is capable of manipulating her density such that she can punch through steel, while having bullets zip harmlessly through her, or bounce off. The device exerts enormous strain on her body however, leaving her vulnerable in any prolonged battle. Due to her monomaniac desire to kill those in love, she has attacked Manticore and Sister Psyche on several occasions. If she targets Brad and Angelina, all hope is lost. Closer to home she has been seen stalking Red-Havok and Foxy Ferret. However, her obsession also makes it easier to predict her targets.

High I guess this "Brutal Badger" lives up to the adjective in her name. I'm interested in learning more about her. Is there any information on her I can find without visiting the Paragon Zoo? Sonya Ruiz is a mutant with the ability to manipulate electric currents directing them through out herself, usually being her fists. It has been said she was ripped from her home as a child by an Arbiter who has now made her his personal weapon in his trained squad named The Redback Unit. What a brilliantly evil plan. I should make my own army of orphans as well. She is an unstoppable force of brutality giving no mercy to anyone be it innocent by standers, heroes or villains alike. Someone with this much power being controlled by Arachnos must be taken down if not just for the good of the innocent lives she may take in time. Do not let the fact that she has a shield lead you astray, she not only uses the shield defensively but offensively murdering others with it. She is considered a highly dangerous individual more so when she is said to give in to her emotional driven rages. Remind me to avoid her when she is PMSing.

Minimal Wow!?! The greatest mastermind the world has ever known has a MINIMAL threat level?! Ugh! These idiots wouldn't know a threat if it jumped out and threatened them right to their face! Phanto is obsessed with theatrics and his own self-image. He has mastered using special effects and trickery to his advantage. While not a major heavy hitter, he has proven to be able to outsmart even the most elite of Orthrus. At first, he was a minor annoyance. Annoyance?! I'm offended! After time, his heists have gotten more elaborate, and it seems he is working towards an end goal. After a battle between him and the Infiltrators at a weather control tower, he spoke of his plan for a "Grand Finale" or "The End". He intends on systematically wiping out heroism from the face of the Earth, Saying it like that makes it sound stupid... thereby cementing himself as the greatest villain ever. I already am. Mr. Shade has dismissed most of this as bluffing as there is no way he can accomplish this on his own. He is hardly a threat solo, and so his allies should be dealt with first.

Moderate I know I'm not a threat-rating expert or anything. Clearly, because if I were, I would be rated an "Infinity" and everyone else would be rated "Not as Evil as Phanto". However, I notice that while a suspected cosmic-powered supervillain scores "moderate", a computer virus in a bald android body scores "high". One great man's opinion. Nictus, evil symbiotic Kheldians that feed off the life energy of Peacebringers and Warshades. They are dangerous threats in and of themselves, but attached to a host who is also dangerous leads to a new set of problems. Most "Warshades" are reformed Nictus who now fight on the side of good, however some still keep their sinister intentions. If they were all good, they wouldn't call the good ones "reformed". Henry Jackson was one such man, privileged to be chosen as a host by a Kheldian but unaware that this being was pure darkness. Being a low level street thug to begin with, the powers given to him by the Nictus greatly enhanced his darkest traits. Together they are the "being" known as Star Scythe. Jackson and the Kheldion's first action as a villain was the killing of the hero known as Piscis. I'm not familiar with him, must be a real D-lister. This cemented Star Scythe as a significant threat. We have entire weapons divisions researching ways to find weakness in Nictus to be able to deal with the threat, as they can pose significant destruction in general.

Low I'm embarrassed this ingrate is higher than me. Marcus Goldwater grew up in Cap Au Diable a poor boy. With an alcoholic mother and an absent father, he fell into the wrong crowd, Gold Brickers. A single Gold Bricker is hardly a threat, but during a heist with his fellow thieves, Marcus found himself in a Crey facility designed to study cell fusion. King Midas desired a way to fuse his soldiers' cells with stone, to make them unstoppable. The heist went horribly wrong, and Goldwater's entire team was killed. He locked himself in the cellular fusion lab and fused himself with the gold that his jetpack was made of. He became a behemoth, made of gold. Your typical dumb brute, Goldwater now commands his own elite team of Gold Brickers. He intends to stretch their reach beyond Cap Au Diable and expand the criminal empire into Paragon City. King Midas has expressed jealousy in Goldwater's abilities, fearing that he may try to usurp him as leader of the Gold Brickers. Either way, this small time gang leader could be a serious problem in the future, especially since his recent escape from Strongwall.

High Adrian Hestor is the third in a generation of famous Hestor archeologists. His grandfather and father were world renown on Praetorian Earth for their findings. Because of this, Adrian was born with a silver spoon in his mouth. He has no concept of life without an infinite supply of money. Spoiled rich children and superhuman abilities are rarely a good combination, but man they make a hell of a show. Adrian is a refined gentleman, and enjoys the "finer" things in life. I have a spare ticket to The Phantom of the Opera at the Paragon Theatre I'd hate to see go to waste. While on a dig, Hestor discovered a grave site guarded by one hundred armored statues. It seemed as though they were protecting something, or so his notes say. In the center of the room was a chest, and inside the chest an ancient mask. This mask belonged to Nergal, The annoying grey cat from Garfield? the Babylonian god of War as told by myths. Oh, nevermind. I must brush up on my Babylonian mythos. The mask was sentient. It spoke to Adrian. He brought it to his camp to study and it convinced him to put it on. From there it took hold. Adrian Hestor became slave to the Mask. Magus-Mask is a brutal and devastating villain, who craves nothing but destruction. The Mask itself controls him, and lusts for blood and death. Adrian does not talk for himself, but for the Mask, and now lives only to do its bidding. Tough break.

High It is believed that the self-styled 'King' Brain used dangerous stolen technology to enhance his brain and intellect to gargantuan proportions. He looks like the bad guy from Crash Bandicoot. While his ultimate motives and the scale of his operations remain a mystery, it is clear that he is engaged in a number of simultaneous plots, including the construction of a genetically altered army, theft of medical data relating the Paragon's heroes, subversion of the Nemesis army, strikes against Praetoria, infiltration of DATA, SERAPH, and the Malta Group, along with a string of kidnappings and thefts. He has also notably been behind the break-up of the notorious Rogues Gallery and the ensuing chaos and fighting. Hm, the brilliance of Exadeus without the delusional psychosis. King Brain routinely misdirects his enemies and causes them to fight one another. Initial investigations led Orthrus personnel into conflict with Nemesis, and it was erroneously concluded that Brain was an alias of Nemesis. After digging further into the Nemesis cell in questions the Orthrus agents were kidnapped by King Brain and this information was extracted from them. Brain has also been known to work with other villains and to help dangerous individuals acquire superpowers in exchange for money. This network of contacts, coupled with the complicated multiplicity of plots make organised attacks against him very difficult. Longbow indicates that two separate units tasked with his capture have subsequently turned against Longbow, convinced that Longbow were themselves a front for Brain. What can I say? Bravo! Encore! Although Orthrus is not aware of an immediate threat from King Brain, he is simply too dangerous to be allowed to live.

Low Mad scientists are always underrated until they invent a gun that shoots out like Bubonic Plague or something. Angela Marks had a fairly benign existence before her unfortunate run in with a group of radical animal rights activists while working as a lab technician for a major chemical company. Unfortunately for the animal rights activists the "room" they placed the annoyed lab assistant into was permeated with chemical 2-4-5 Trioxin, a toxin originally developed for use against certain plants. Fortunately for Angela the chemical had an unexpected effect on human subjects, unlife. Brillant, if socially unadjusted she held large promise in the field of chemical research until her untimely demise. She's now applied herself in unlife to sustaining her own condition and with her revenge clearly behind her she's applied herself to various types of mad and demented forms of scientific research and mercenary actions to support her research. Her lack of empathy and intelligence combined with her ability to wield the 2-4-5 Trioxin gas make her a dangerous foe. Trioxin typically chooses to work solo, making her a low threat. It would be bad if she were convinced to team with others, she would become a far more dangerous foe if that were to happen. Teehee.

Roukon and Honshu - The Twin Wolves
Moderate There are no records on the lives of these two killers before their appearance in The Rogue Isles. They are obviously from Japan originally but other than that their origins are unknown. The Wolves have made a name for themselves not against the heroes of Paragon, but instead among the villains. They are prominent suppliers of illegal arms and drugs in the Isles, and their reach even extends to Paragon and throughout the Eastern United States. They are trained killers, and have no problem holding their own against unfavorable odds. Kyo, the male uses a dual sword technique while Yumi, the female, is a single blade user. They strike their foes head on, with Roukon heading the charge and Honshu finishing the kill silently from behind. Though they are nicknamed "The Twin Wolves", they are in fact not blood related. Good news for all of you praying for a Honshu/Roukon hook-up. They are seen at times in the slums of Mercy conducting deals, in Pocket D and more often in St. Martial. It is rumored that they own a stake in Babylon, though no official paperwork can be found.

Paul Ooshun
Unknown (Extreme if At Large) Is it really that difficult to keep tabs on a walking, talking ball of garbage? Seems like the type of thing that would stick out. Former Hero Corps employee Paul Ocean aka Spillkit suffered a horrible fate at the hands of the Devouring Earth. Almost a year later he resurfaced as a monster made of living pollution calling himself Paul Ooshun, and murdered his former team-mate Evac. He was caught, but subsequently broken out of the Zig by Arachnos agents. He ended up in Port Oakes, and engaged in a variety of bank robberies and environmental attacks. Since then Ooshun has grown in size and power. Ew. Longbow attempted to eliminate him, but the specially engineered Warden known as "Captain Crsis" only ended up making Ooshun stronger. Irony. He climbed Longbow's threat list as he took to casual murder and destruction. His touch is corrosive to any material on a molecular level. He is motivated by a desire to cause environmental damage, as well as a desire to show heroes are corruptible. More recently he attempted to use the Androgyne in a plot to kill or mutate everyone on earth. This act places him firmly on the Blacklist. After his defeat his whereabouts remain undetermined.

High Mylon Fizz was a former member of The Legacy Chain, a group of mystics who guard against magical abuse in The Rogue Isles. The Legacy Chain is full of wackjobs, nutjobs, and people without jobs. I remember fighting one of them who threw rocks at me and called it magic. He was part of the Kaolin of Earth, wielders of powerful earth magic. Read that as "guys who throw rocks and call it magic". Mylon was still human though, and abused his power to the point where he was banished and exiled from the sect. He managed to keep the amulet which gave him abilities, and used them for personal gain. He robbed banks, battled heroes and made a name for himself in the Isles as the super villain Rockmight. He eventually was tracked down by Abernathy, a Tellus of Earth who demanded Mylon return his amulet. Refusing, Rockmight and Abernathy fought. Only in a world of superheroes, supervillains, and grandiose schemes of the dastardly nature could a child be named Abernathy. Rockmight escaped the Tellus' clutches and fled to Paragon City, all the while avoiding pursuit by the Legacy Chain. His brute strength and manipulation of the earth make him a very serious threat. Moderate Elliot Zoo was a prominent zoologist and professor at Steel Canyon University. His experiments and ideas were limitless. He believed that humanity could learn from animals, that the greatest heroes and historical figures were only so remarkable because they followed their animal instincts. You say animal instincts, I say...EVIL instincts! Eventually, his philosophy grew more deranged, and he was fired after giving a lecture on "survival of the fittest" and how our species must kill off the weak members of it in order to thrive. Left to stew in his own developing insanity, Elliot Zoo began experimenting with different genetic serums of animals to try and replicate their DNA. Dr. Zoo's intelligence is remarkable, but he uses it to further his strange obsession with the animal kingdom. Dr. Zoo mainly stays in the shadows, but he has recently been tied to several kidnappings of civilians lately. He preforms horrific experiments on them transforming them into animal/human hybrids. How insidiously diabolical. Only a few people have ever escaped captivity, and claim that Dr. Zoo hides in a secret fortress called "The Human Zoo". Recently, he has been contacted by Athena and the Warriors for some unknown purpose.

Pluto's Kiss
Moderate Pluto's Kiss was driven to Earth after a comet smashed into the Isles. We can only assume she is from the planet Pluto. If you assume, you make an ASS out of YOU and ME. We cannot say at this time why she has come to Earth, if it was by her own doing or someone else's. We are curious to know if her species of alien are all this hostile. Her shield is used to defend herself but also gives off an energy we are not familiar with. It is known that she joined with Phanto. It is? Damn, I should really set my Facebook profile to "Friends Only". Perhaps he has promised her some conquest that we know she is driven upon our world. We cannot let her contact her own kind if that is what she is after. Why must you always get in the way of a person's goals? This is why we're enemies! I'd have no problem with any of you if you just let me do what I need to do...which is exterminate you... It would be a devastation if by chance the Rikti and her kin were to join forces to conquer our planet. She is able to emit an energy from her hands to knock her opponent with, we do not know if this is an innate ability or some part of her technology. After close examination of the comet we have concluded that it was either a means of travel or a prison. Ah yes, an interstellar inmate or your run of the mill cosmic commuter. Which one would you guys prefer crash landed? We are unsure what to make of this meaning.

High It was not cost effective to simply fund one man for the Rikti War, but Jin Park was the only one who could pilot the Space Age suit, and he had been transferred out of their division. Ah yes, the true Mr. Park's tenure with DOOM was of interest to me. However he and his commanding officer, Rodney Capp, proved to be a liability. Without his consent, they began to clone Jin so that they could create an army of Space Age soldiers, but the clones exhibited extremities of emotion and a majority died early due to their inability to capacitate the excess energy that they produced. One string of clones proved to survive; They were highly irritable, and had short tempers. As if there weren't enough asians already, now we're CLONING them. Project Space Age created suits to fit this strand of clones. Fearing that the clones would defect and lash out on their creators, the suits were primarily defensive, utilizing an electric shield, but they did also have significant strength. Because of the armor's high-defense, and the use of anodes for the electric shield, they dubbed the armors Rhinode. The Rhinode armor is more heavily fortified, armed, and powerful than the original Space Age suit. What they sacrifice in speed they make up for with raw, brute destructive force. Given a choice between maneuverability and space for an eleventh missile launcher, I think we all know what the United States government would choose.

Deceased Before he became master of undeath, Proctor was a school janitor. Ugh I could never do that peasant work, I would sooner kill myself. His life was meaningless and unfulfilled. He decided to end his life, and jumped from a cliff on Thorn Isle. Unsurprising. As he was falling, a strange portal opened up and Proctor was swallowed up. He awoke in total blackness, a pedestal with a single dusty book was the only other thing he could see. He walked to the book but was unable to read it's title. The text was not in any language he was familiar with. As he opened it the book gave up its secrets. The text became legible and Proctor started reading about the dark art of necromancy. Really? I pegged him as more of a Sylvia Plath fan, not so much Harry Potter. In order to gain full access to its powers, Proctor was to pierce his heard with a blade hidden in the books pages. He did so. James was reborn as an undead abomination. The book whispered once again that to master undeath, he must become undeath. Proctor uses his new found powers to raise corpses and steal life energy from helpless civilians. This keeps him looking human. He began a sadistic life of crime under the alias Dr. Fatal. His practice must not get much business with that name.

Extreme he Deceiter lives up to his name. He is a master of deceit and like Deadwringer, he can take on several different disguises. Deceiter's real identity is also unknown, and he uses all these talents to his advantage, by acting as an assassin. Virtually undetectable, he has proven to be extremely elusive and he almost always gets his job done. Good work ethic, admirable. The Deceiter's targets range from high profile to even higher profile. He is reserved for important tasks and can get into almost any organization. We must keep tabs on the Deceiter, as difficult as that sounds, because if he were to infiltrate Orthrus, it could be extremely problematic. Oh yeah...if he were to infiltrate Orthrus he might find out about that whole "Infiltrators" thing you guys have going on. I have selected a squad to personally try and track his activity.

High The Warriors are a fierce street gang of Paragon City that follow traditions and customs of Greek mythology. Their forces are commanded by the brutal Athena, often referred to as "Queen of the Warriors". "Xena: Warrior Princess" was a good show. Athena gained a reputation of being malicious and deadly. Some say that she once thrust her blade clean through three Hellions at once, skewering them all on it, because they were encroaching in Warrior territory. Athena bases her operations on an island off the coast of Talos. She has constructed a makeshift coliseum there and is believed to hold tournaments there for all villains to prove their worth. Her threat level has increased significantly as of late because she has somehow found a way to infuse her sword with dark matter energy. Her access to this energy alarms everyone, because if she can provide all of her Warriors with dark matter infused weaponry, she could take over the streets of Paragon City. Nobody can stop a legion of soldiers with powers like that...not even the "you-know-whos".

Bia and Kratos - Athena's Guard
Moderate Kratos and Bia are the powerful bodyguards to Athena. However, they were not always the hulking behemoths they are today. They originally tried to join the Warriors, a pair of skinny, pale brothers from Kings Row. Athena turned them away, saying they lacked the physical strength of a true warrior. In other words: "You're skinny". Desperate to grow stronger, the pair started abusing superadine. They grew more and more muscular, but were careful not to lose their sanity and become one of the many Trolls that inhabit Skyway City. But overtime, their addiction led them to switch to using uncut superadine. Still remaining human, but becoming so massive and enraged that they now live to fight, as well as serve Athena. Trying to take down Kratos or Bia alone would be a challenge. But to add insult to injury, they're almost always together. Brotherly love!

Low Lucas Rousseau grew up a famous French engineer who was blackballed for selling his prototype reactor plans to the highest bidder instead of the French government. He moved to the United States for a fresh start, but found his reputation had spread across the entire globe. However, his engineering talents did land him a job with Crey Industries, something he never would've accepted if he weren't so desperate. I hear from reliable sources that they don't even offer dental. Little did they know, Lucas took the job with his own secret agenda and ulterior motives. I like your style. Lucas used Crey's resources to build himself a power suit that runs on his original reactor technology, in order to prove how invaluable he was. When Crey found this out, they locked him in isolation and had him build his suit anyway, so that they could kill him after it was complete and sell it. Lucas planned his escape by finding a way to enable his suit's technology to teleport himself out of captivity. Escaped and now armed with teleportation technology, he turned to crime to finance his life. Often providing service as a getaway driver, he can teleport mass amounts of people out of harms way in seconds. Aside from teleportation, his power armor is rather lacking in firepower.

Low Bedford is the son of a Longbow Captain who led a secret life of crime. I sense daddy issues. His true identity is not known to his father or the organization. At first Jonathan masqueraded as a super hero, but got caught up in a situation he could not fully handle. Because of this he was made a wanted man by PPD who called him "Fox Bow". Now caught up in the lie, Fox Bow had to fully commit himself to his life of crime, so he began doing what he wanted most, which was stealing rare and special artifacts that wished were his own. He became a master thief, and was infamous among the PPD. Eventually Fox Bow was caught and captured by Longbow specialists. When he was unmasked as Jonathan Bedford, son of Captain Bedford, Jon was disowned by his father and family, and sent to the Zig. During the Arachnos led breakout Fox Bow was one of many escapees and has remained at large ever since. Isn't this the guy I heard about who shot Foxy Ferret with an arrow that had some kind of neurotoxin on it? And it made her fall in love with Nimbus? I just want to stress that one of "the most dangerous threats to peace and stability" did that.
