The man known as the 12th King is an enigma to many residents of both Paragon City and the Rogue Isles. Valuing civility and patience, his true goals are clear to very few. Primarily operating in tandem with Arachnos and other villainous groups in "business negotiations", the 12th King has also been known to assist the heroes of Paragon City on rare and unexplained occasions. Through his business front, Kingdom Enterprises Inc., the 12th King has gained a considerable (and seemingly endless) amount of resources for any endeavour he chooses to pursue.
In terms of the game engine, 12th King is a Robots/Forcefields mastermind created by @Vangelus upon CoV's launch in 2005.

The 12th King is outwardly a very polite man. He often speaks cordially, rarely disagreeing beyond the humble offering of his own opinion. Valuing civility over deference, and asking for respectful discourse over worship or cow-tow, the 12th King is one of the least risky allies to find within the Rogue Isles. He considers himself an example to all the other would-be world-dominators and destroyers of all reality that pepper the ranks of Arachnos and its associates, believing that one's chosen goals should not obligate one to act as a maniac or a buffoon in the face of others.
On the surface, he appears to be nothing more than a high-profile businessman. Often will he mention and offer the services of his company, inquiring to those interacting with him if they are interested in cybernetic augmentation. The 12th King has also gone out of his way to maintain positive ties with various powers on the Isles, including Arachnos and The Freakshow.
However, his main goal is known to very few, mostly because it rarely comes up in conversation. The 12th King wishes to see humanity live on, and has predicted that at its current evolutionary pace, it would die out within several millenia. He believes that the species must take evolution into its own hands, and meld with the very technology that it created and refined ever since its birth. This is his absolute agenda, and one he will pursue at all costs.
What tempers his drive away from imminent genocide or mass-mechanizations is his patience. The 12th King is rarely rushed, and often ready to wait quite a while in any given situation. In regards to the steering of mankind's evolution, he intends to guide the species very gradually, not expecting to see any major results for at least a few hundred years.
Known only to two others is the part of the 12th King that he believes has died. There once was a man who cared not only for the preservation of humanity, but for the lives of his closest and dearest. There once was a man who, twisted by failures, chose to lock himself within the small oblivion that resides in the back of any one person's psyche. That man died so the 12th King would return. But despite the wish of non-existance, there are times when the door slips open, and a hint of that man will possibly brush the surface.
