Background
During his Arachnos Career
He started as a Wolf Spider, basic recruit. Even then he was cut-throat and cunning. Cunning enough to see an opportunity when it presented itself. During a Longbow Base Raid, the field commander was Huntsman Acolt; the raid was going well, but they ran into trouble they did not expect. A team of Heroes from Paragon City, they defeated a few of them and injured the rest before making their escape, during their escape, James killed Acolt swiftly, making it seem the Heroes had done it. Upon their return to Grandville, the Arbiter in control, Arbiter Shade, promoted him to Huntsman.
About a year after being promoted to the rank of Huntsman, he received Bane Spider Training. The training of the Executioner. It was there received his cloaking device and was promoted to Bane Spider Executioner.
After a few years of being a Bane Executioner, and successfully leading several raids, and taking the heads of several known Heroes and Villains who caused Lord Recluse a problem, he was inducted into Arbiter Training; the most difficult training within Arachnos.
During his training, he was efficient and quick. Cutting down most of the competition swiftly, he graduated with flying colors. Upon his Graduation, he left his former name and lift and took the name Arbiter Eidolon, he wanted the fear of a specter or phantom to make his enemies thing twice, look over their shoulders, to induce paranoia without him even needing to be present.
He was becoming very well known in the years that passed; taking on projects for Lord Recluse's Lieutenants as well as the Dark Lord himself. Eventually, he was beginning to go above the four and straight to Recluse. This angered the Patrons and they made several assassination attempts on his life, which ended in failure. As time moved on, and after the failed attempts, the Patrons recognized his power, influence and skill, and did not openly contest him. Though it is rumored Ghost Widow holds a grudge against him, only Eidolon can explain why.
He modified his own armor and weaponry. In addition to the Cloaking device, he installed a secondary device that granted him flight in addition to stealth. Adding even more rumor to the name Eidolon.
Slowly, he was becoming a puppeteer, much like Lord Recluse. He often was unseen, undetectable, but always around, always watching and always ready.
In 2009, Lord Recluse gave him a very delicate and special mission. He was to go to Paragon City, Openly, and be inducted into the Villain Redemption program, where Villains become Heroes in some sort of Redemption. It was there, his mission became more difficult.
After the "Villain Redemption" Program
When he was sent to Paragon City, he was interviewed by members of the Freedom Phalanx, including Statesman, before his end. As Statesman questioned him, he thought of any ways to end the Hero's life, but just sitting in his presence, he sensed his Power; Power enough to Rival Lord Recluse. So he stayed his Mace, but instead answered all the questions given by the Phalanx, he even passed a Polygraph by tricking the machine, and as Sister Psyche found out, his mind is very hard to read.
He was granted access to Paragon City, he marveled at how easy it was, how much mayhem he could cause right there, as he walked out of Atlas Park's City Hall. But he did not, that was not his mission. Instead, he set up a Base, the location to which is still unknown. And to hide his secrets, he even gave his base of operations a name. The Sapphire Phalanx. He maintained contact with Lord Recluse there and began his mission.
He was turning Heroes into Villains in hiding, sort of sleepers. He would kidnap a new hero, and implant low level codes that, if activated, would cause them to be bloodthirsty killers. His roster of inductees got upwards of three hundred, the number Lord Recluse demanded. He then tried to establish contact, and heard nothing but Radio Silence.
So he released his captives back into Paragon City, with his codes inactive, waiting. For weeks on end, he attempted to contact Recluse, to no avail. So deciding to branch off, he ventured back into Paragon City, in a section called Croatoa. There the citizens were filled with fear to venture out of their homes, he moved to different sections and saw the same everywhere he went.
Fear was one of his weapons, sure, but not like this. These people were genuinley afraid. Not like on the Rogue Islands where it was "Every Man For himself" and people strived. Here, they stuck together to be struck down in mass, it inspired him in a sense. So, inbetween his attempts at contacting Lord Recluse, he ventured into Paragon City, doing the Hero thing. Even still, he never dropped the name Arbiter Eidolon, but now, there were people on the street who would give him praise. It was different, and inside of him, he felt a little click that slowly turned him from the manipulator, to the hero.
After a year of Radio Silence, he stopped his attempts. And became a full-time Hero, though, retaining some of his previous skills. He was still cut-throat, still cunning, and still manipulative. But not towards innocents, he would kill, he would silence, but he would protect. It was something he had not done in years.
While he is currently a Full-time, well known Hero within Paragon City. It is whispered that if Lord Recluse ever broke Radio Silence, and called upon his Arbiter again, that Arbiter Eidolon would answer. These however, are just rumors.
Personality
Arbiter Eidolon is a cunning, creative and cut-throat individual. He is cold and calculating, as if life were chess, he moves and acts based on his opponents, and can often influence or predict their movements.
He is quiet, keeping all emotions locked inside as to not give his enemies any weakness to exploit.
Skills and Abilities
Skills Arbiter Eidolon has acquired over his Years of service, he has no unnatural or supernatural powers to speak of.
Physical Skills
Arbiter Eidolon is very skilled in all Weaponry, he Specializes in Katana, Diachi and Bowstaffs. But He is skilled in all weaponry, as well as Hand-to-Hand combat. It is very possible to defeat him, but he will always leave a mark.
Medical Skillsl
He is certified as Combat Lifesaver and First Responder courses due to his military career and Arachnos Training. He is not afraid of pain nor of seeing those in pain, he can maintain a cool exterior during situations which allows him to respond quickly.
Mental Skillsl
He is very Disciplined. His Mind in particular. He has such a complex train of thought, so many layers, hiding so many secrets, Mind readers only read what he wants them too. He has become very keen in being able to sense a mind reader attempting to read his mind, he let's them read what they want to see. Or what he wants them to see, Once, someone was driven insane from the thoughts he ran through his head when the attacker tried to read it.

Arbiter Eidolon has some notable Equipment he always keeps on his person.
Main Weapon
Eidolon's Arachnos Issued Mace, his main weapon, Not his weapon of choice, but he works with it none the less, trying to learn a greater sense of discipline in the usage of weapons he does not favor
