Background
Arbiters are the right-hand men of Lord Arachnos, their position commanding enormous power and authority. Attacking an arbiter is considered an attack on the person of Lord Recluse himself.
Iye Talleriktok was originally an Arbiter stationed in Recluse's Arctic division. Due to irregularities in his medical records, he was recalled to the Isles, where Dr. Aeon's biometric department gave him a thorough going-over. Their diagnosis corrected most of the errors in Talleriktok's records, but were unable to fill in other gaps.
Forced to remain on the Isles "for observation," Talleriktok obtained access to a genome R & D facility and did some "investigating" of his own. He is now the only Arbiter in Recluse's entire organization to have undergone the Project Fury procedure, albeit a modified form of it, and boasts the four additional arms to prove it.
