Represented by a (very small) Supergroup in-game, Skid Row is actually just a business - a seedy bar in the Kings Row slums founded and managed by Backbeat. On the surface, it's an average low-class pub - don't expect cocktails - and is unusual only in its tendency to have live musicians performing.
Skid Row serves as an unofficial meeting place for several groups. Firstly, it's frequented by the Knights of the 93rd, a local gang to which Fatal Harmonic once belonged and Backbeat has strong ties. Secondly, it's a hangout for the more lawless Vanguard soldiers, mostly Backbeat and Carceri's drinking buddies. Lastly, it is a haven of sorts for homeless and disenfranchised metas, mostly young mutants and naturals with nowhere else to go, dubbed by Backbeat as "her strays". This includes a surprising number of magically-sensitive individuals; it seems that magicians and magical creatures stranded in Kings Row are drawn to Fatal Harmonic's shamanic nature.
The end result is a loose collection of individuals with varying affiliations and ideologies. Generally, all they have in common is a combination of good intentions and bad records. And the desire to have a good time.
