Personality

Josef Malkov is a candid, quiet man. While open before, his joining with Torch of Vigilance has caused him to be quiet and reserved. However, he has his brother's temper, though he expresses it and controls it more readily. However, in recent times, as his brain recovers from psychic burnout, he has regained a few psychic abilities. Unfortunately, this caused his mind to split from Torch's within his mind(s). While still "joined at the hip," Torch takes up an advisory position within their joined body, his voice only audible to Joe. As a result, in times of extreme stress, Joe will lapse into a verbal argument with an unseen partner - Torch. When it's pointed out, he usually reacts with embarrassment.

Powers

Kheldian Integration: Joe is a joined Peacebringer. As such, he has the powers most others do. His preferred non-human form is the White Dwarf, often fighting in human form and using the transformation into something bigger and much tougher as a "shock and awe" tactic.

Limited Telepathy: After his Psychic Burnout, Joe lost his psionic abilities. So far, he's naturally regained a limited form of telepathy, that allows him to sense emotions, and communicate telepathically with other telepaths.

Equipment

As a Peacebringer, equipment is secondary. But regardless, he keeps his service revolver on him at all times, along with his police scanner and radio.

Also realizing that every little bit help, Joe has agreed to test a prototype Hardsuit, specifically designed for the Quantum division.

History

The Spotted history of Josef Malkov is long and filled with confusion. Mostly Joe being the confused one, of course. Long story short, he came to the United States with his father from Ukraine as a very small boy. As a result, his accent is notably missing, but he also lacks the local Rhode Island accent, despite spending most of his life in Paragon City. During this time, the strange soviet superhero Zagadka suddenly began operating in Paragon City, and continued into the late 1980s. Events shortly before the fall of the Berlin Wall saw KGB agents openly fighting Zagadka on the streets all over the city. Zagadka disappeared, and the wall fell, marking the beginning of the end for the Soviet Era. While most suspected Zagadka had been captured and taken back to Moscow, the Elder Malkov had simply retired. Both halves of the early Peacebringer deciding that it was safer for them if their search went unhindered by super-heroics. At the time, there were enough heroes and in this Pre-War era, life was good. In the Early 1990s, Joe himself came into adulthood and decided that he wanted to do good. Despite his father's protest at joining the police, Joe did so anyway. After a couple years on the street, Joe finally realized just what his father was talking about. In the late 90s, Superpowered gangs were on the rise, and the need for Heroes increased. The emerging Psi-Department was looking for recruits and had noticed Officer Malkov's single minded will and determination and decided him a perfect candidate. After training for a year and a half, Joe found himself with new strength. Specializing in subdual and brute force assault, his new psychic powers were put to good use against the criminal element.

Of course, just as he was settling into this new job, the First Rikti War came. His psychic powers were a boon and a curse. He soon came to realize that the Rikti were incredibly psychic themselves, with a hive-like mental network of incredible intricacy. While he always knew they were around, he showed up to Them as a beacon lit with magnesium on a dark night. Either way, through sheer will and skill, he fought on. His abilities grew with every battle, a prodigal combat psychic of great power. He and others around him began to fear that he might burn his brain out from the strain. Then the war ended. Omega Team went over to the Rikti Homeworld, as well as into Death and the status of Legends. The world was in ruins. He also didn't realize his own long lost brother was in town. To save money they moved in together with their father, and Joe found himself with a NEW job. Training a new generation of PPD Recruits in the secrets of the mind and the will to use them. During this time, he also developed his non-combat psychic powers, developing some ability with telepathy and psychometrics.

That didn't last either. In a Daring post-war raid, Joe faced off with a particularly skilled Fortunata Mistress. The resulting titanic battle left Joe a catatonic vegetable. Thankfully, reinforcements had arrived and the weakened mistress was forced to turn tail.

The coma didn't last long, but the very burnout Joe and his comrades were afraid of had happened. Overloaded by psychic energies, it was scarred on the astral side of things. Physically it was intact, just unable to handle the strain anymore. Joe couldn't even call up the power anymore if he wanted to. Though considering retirement, with the help of Blue Steel and his brother(now the hero Brother Sentinel), Joe landed a job as a Homicide Detective in King's Row. Humbled by his experience, this was perfectly fine with Joe.

Not even that was to last. Sasha Malkov, his father, had taken ill. Temporarily, the hero Zagadka had taken up the cape again following the arrival of the Peacebringers, but found himself not quite as effective, especially with the onslaught of The Council towards Peacebringers. Then Joe and Geny for the shocks of their lives. Sasha told them the other half of his history, revealing himself as Zagadka... was on top of that a Peacebringer. The kheldian being named Torch of Vigilance had been sent to Earth as an advanced scout in the 60s. Arriving in rural Ukraine, Torch met and bonded with Sasha and the hero Zagadka was born. With pride, Sasha spoke of his history, until mentioning the terrible events that led him to flee Ukraine to the U.S. Either way, the sons agreed not to share, so we don't know why. Ending the story with knowledge of the Peacebringers and their purpose for being here, Sasha made an offer. Torch of Vigilance wanted to return to the field... but Sasha was too ill and frail. Joe reluctantly allowed the being to bond with him. However, Joe wanted to be a new Hero... not a Legacy. While Sasha was annoyed by this sense of Pride, oddly, Torch agreed, on the condition that his next host would take up the name. With an odd sense of names, the new combined being came up with the name Enigma Joe.

Weakness and Limitations

Vulnerability to Psionics: Rather than strengthen and dull him to psychic attack, the burnout actually made Joe more vulnerable to psionic energies. He tends to avoid these things.

Phobia of QAGs: On Torch's side of things, the combined entity Enigma Joe has developed a phobia of Quantum Array weapons and Void Stalkers. While Joe maintains his cool most of the time, he describes seeing one as "Hearing Torch freak out, shouting to kill it, like a cornered animal." He loses some control of his kheldian energy manipulation as a result.


Publicity

Joe recently realized that he couldn't hide his identity forever, and revealed his true identity Juggling his PPD and Registered Hero careers. For the most part it amounts to his honorary membership in the Awakened Division and greater Autonomy in his actions due to his experience as a hero, answering primarily to the Awakened Corps... though he also still answers to his local precinct Lieutenant.
