Yet another victim of Praetorian experimentation, specifically Neuron's, Jackie was dumped into the tunnels when she didn't live up to expectations. After being found by the Resistance, she worked her way up the Warden chain of command, and also went undercover with those Praetorians who believed in Responsibility.
