UC is not all bang and boom, he is a thinker. You have to be when you are not bullet proof. He learns as much as he can about his target before he moves, sometimes even working his way in to their trust. His goal is to bring the target to justice not to kill them. He knows well his limitations as a normal man, if you need a powerhouse to rush headlong in to combat with a unknown foe, UC is not it! UC is best used to gather info, and in surgical strike against a target.

Matt Biggs was Raised in a small unheard of town in South Carolina(Latta). Matt enjoyed a normal redneck upbringing, aside from chores and school he spent most of his time hunting, fishing, and camping. He was raised in a Baptist church where he was a member of Cub Scouts, Boy Scouts, and later the Explorers. Matt did okay in school, but really well in science and math. Sports were always a interest to Matt and he ended up lettering in both track and wrestling in high school. At the age of eighteen with no other way to afford a higher education he joined the Marines. The Marines gave Matt the training that would one day allow him to fight crime, that and the degree in criminal justice he earned while serving his country. After ten years Matt left the service to become a police officer in Paragon city. Matt was a good cop for four years but slowly got tired of the crooks who were untouchable or unmatchable by normal means, whether because of money, and power or because they were super human. One night was the last straw there was a warehouse down on the docks being used to store drugs before they could be sold on the streets but without the proper proof no warrant could be gained. That night Urban Commando was born. For a man trained to infiltrate drug lords strongholds a warehouse was no challenge. The guards were relaxed and secure in the fact that no one would dare challenge them. After the guards were asleep and safe away from the building, a few road flares and a call to the fire department was all it took to make the drugs public knowledge and remove the need for a warrant. After a long days sleep Matt decided he could help more people in a few nights like that then he had in his few years as a cop. Matt left the force a few weeks later, saying he could not take the stress any more. Using cash he had save up over the years he bought a taxi cab. This would allow him to earn a living and move around the city unnoticed any time of day or night. Things went well for the first few month until a super villain got a hold of him, as he lay in bed healing for the next couple months he decided he needed to band together with people who share his views and so he comes to be on the front porch of Justice Force hoping he will succeed where so many have failed.
