Mr. Cyprus is a combination of two characters; Billy Ray Stillwell from Twisted Metal Black and Scarecrow from the Batman series. The background and personality was mostly from Stillwell and the look is mainly from Scarecrow. He is played as a tragic villain.

Origin
Billy Ray is just a simple hayseed. He worked as a crop duster in a small rural area of Croatoa. Unlike most mutants his powers did not develop until he was an adult. His face and hands became disfigured with vine-like scars as his powers manifested. Billy Ray had no idea what was happening to him. Scared and confused, he went into hiding. He hid in an abandoned barn for several days, trying to make sense of his newfound abilities.
While trying to sneak into the town for some food he was spotted by Freedom Corps agents. Apparently they had been tracking him, hoping to help Billy Ray. When confronted his powers went out of control and killed several innocent bystanders. Freedom Corps plan to rescue and protect him had backfired. The public demanded Billy Ray be sent to the Zig for life.
Soon after his arrival Arachnos soldiers busted him out, in hopes he would join their ranks. Being a simpleton, Billy Ray saw this as his only option. He quickly learned that crime pays. While running a few jobs for Arachnos, Billy Ray crossed paths with The X-Patriots. He served with the criminal organization for many months. Billy Ray worked his way up in the group to the rank of captain, but has since parted ways with The X-Patriots. After taking some time off he has found a new home with Rogues Gallery.
Powers
Plant Control
Mr. Cyprus' primary ability is to control and manipulate vines, spores, and other vegetation. He uses the plant life to neutralize and confuse his opponents. It's as though he has a symbiotic relationship with the plants.
Thorny Assault
A secondary power of this symbiotic relationship is the ability to produce living thorns from his body. These razor-sharp thorns can shred through solid steel and also contain a very lethal phytotoxin.
Superhuman leaping, agility, speed, stamina and reflexes
It seems the plant life that courses though Mr. Cyprus' body has also increased his physical mobility. He is capable of leaping and running at speeds well over a hundred miles per hour.
Personality
In his own words, "Howdy, my name is Billy Ray. I use to be a crop duster, but times have ah changed. They say it's called being a 'mutant'. It's got something to do with my DNA. Still not quite sure what all that means. When my face and hands started to change I knew something was wrong. At first I got mad and scared. But now I've learned to live with it.
I moved outta the county and into the big city. I like the fancy life I reckon. But to really live it up you need to have lots of money. Well since I ain't so smart, I had to find other ways to make a buck. Not quite an honest buck I guess. But then again life hasn't really been too fair to me no how."
