Footnotes
He speaks with an Icelandic accent (which sounds like a hybrid of German, Nordic, and Russian), though he is fluent in English

Eugene grew up in Iceland with a rich family in what seemed like the middle of nowhere. So most of the day, he read tech books and played video games. He learned English in school and through online games and speaks with what sounds like a Germanic, Nordic, or Russian accent. Only a few years ago, after playing way too much Metal Gear Solid, Eugene decided to create his own traps and artillery.

Moving to Paragon City was a great change in pace and gave him the opportunity to become the hero named Parametric Vector!

History

Eugene was born in Reykjavík, Iceland to a pair of doctors in the dead of winter in 1995. From a very early age, Eugene preferred to disassemble and reassemble things rather than playing house or having tea parties with his older sisters (though he was dragged into doing those on occasion).

As Eugene and his sisters grew older, his parents resumed their weekend nightlife. Reykjavík is known for being a city awake until the early hours of the morning, the bars on the main street Laugavegur closing at 6am on weekends. This left Eugene in the care of his older sisters. He was often overruled in what to do while the parents were away and was often dragged into malls and shopping centers. It was there he bought his first science kits and breadboards, which fueled his interest in mechanical engineering.

2002 brought the Rikti down on the world. Being doctors, his parents were called to help with the injured in the hospitals in Reykjavík. Neither parent being a mutant, magician, or the like, they both stayed in Iceland away from the front lines. Being that few Rikti invaded Iceland (as most of the country is frozen tundra), Eugene was displaced from the invasion and had never seen a Rikti himself. The country was still relatively safe aside from some attacks on the capitol city in October and November that year.

With the Rikti threat seemingly nonexistent, life returned to normal. Eugene was generally a solitary person, having very few friends and keeping to himself. He was often teased at school but that was nothing compared to growing up with four older sisters and he usually shrugged everything off. Eugene bought his first gaming system while on an outing with his sisters and picked up a few games, the majority of them were in English. He'd only taken a class on the language but that didn't really stop him. Instead he used the games to help teach himself to read and speak English.

2007 marked the return of the Rikti forces. The year also marked when Eugene began to ask his parents to purchase larger materials, most were metallic in nature. At first it was to build things in the house. He constructed an entertainment center, modified the toaster to handle slices of pizza, and even found ways to fuse materials in the microwave. Most creations were simply means to see if he could create something and get something new to work. Occasionally he'd find the experiment would go awry, but fortunately, his parents would simply patch him up and lecture him about safety and the like and send him on his way. His sisters simply thought Eugene had lost his mind.

After playing too much Metal Gear Solid and following Rikti strikes in two of the Greater Reykjavík municipalities, Eugene began to design tech to defend the house if Rikti were ever to strike it. Eugene had still never seen Rikti and had no idea what sort of power or technology they might bare, save what the internet had told him, he created a variety of devices and traps that at least worked against enemies in MGS.

In April 2010, Eugene's parents decided to uproot the family, moving it to Paragon City, Rhode Island. They'd heard the city was in need of medical specialists from the World Health Organization and decided to accept the request. Eugene dismantled many of his creations to make moving them easier and planned to use them in other creations.

Paragon City was completely different from Reykjavík. It was different than anything he'd ever imagined possible. He'd heard about the city of heroes on the internet and news and even seen pictures and videos but to see it in person was something wholly different. Coming in at the end of the school year, Eugene found time on his hands and once again, he returned to gaming and inventing, eventually creating some traps and a rather bright rifle, the latter which he kept hidden from his family.

In a black and orange leather outfit, Eugene set out to test out his new creations by helping fight crime as the Parametric Vector. The name was a blend of two mathematical concepts, both of which were used in calculating physics and movement. Eugene found the tech useful but alone the task was difficult. He bumped into Siwon and Matthew. Being as Eugene had no idea how to properly keep a secret identity (though probably being the only Icelandic kid with red hair in all of Paragon City made his identity blatantly obvious), he introduced himself as Eugene. Public or private identity didn't seem to matter anyway so he simply introduced himself as Eugene normally, though he'd also respond to his hero name.

Eugene began to fight crime with Matthew and Siwon as well as hang out with the two in general. His parents first found it rather strange that Eugene would spend time building creations in his room then leave for hours at a time, saying he was going out to see friends. It was really the first time Eugene had ever gone out by himself. He'd become such a solitary creature, only leaving the house with his sisters and parents when they dragged him out forcibly or when it involved technology.

Currently the trio is seeking a supergroup that will fit all three of them.
