Private Eye is yet to be a character in his own right, but a concept for him was created on 7/7/2014. He was made by mashing the random button until finding the combination of brain tank with eyes + a trench coat.

Origin: A Bloody Mess

From an interview with the PCPD police chief.

Frank North was undeniably an amazing detective. He was showing up in the newspaper - without his name included of course - for solving big cases all across Paragon, working closely with the heroes and the people. I think that even if the media didn't cover him for safety reasons, the guy was well known. He had a reputation for being a good cop surrounded by a world of very harsh and crazy crime. The big thing, though, was that he was solving cases the other guys couldn't. He cracked things that stumped some heroes, too.

All around, Detective North was one of my star players. He was by the books, too, which made him look good to the citizens. But then there was... the police report of his murder.

Detective North turned up on a sidewalk with a message scrawled on the wall above him. He was shot apart by a cannon of some sort. The police reports are available for public release if you are interested, but it's not a pretty sight. To see someone I knew and enjoyed being around on top of being someone who was extremely gifted be murdered in such a gruesome way makes me sick to my stomach. Cop killers are some of the worst of the lot, and there's too many here in Paragon.

His body was transferred to the Central Morgue in Paragon for autopsy. There... someone stole his body. I don't know how they were able to get in and out without somebody in the hospital noticing, but judging by the circumstances it was clearly either a mad scientist or some sort of collector. Whoever it was, we deeply mourn our late detective's loss and we hope that his friends and family can find solace.

It was the early hours of the morning after North's death that a disguised figure was able to slip in undetected.
