Origin

Growing up on a family farm in Iowa, Virginia Wilkins was the last person anyone expected to go to Paragon City. Being mentally slower than most all her life, it was assumed that she would simply follow her family history and continue living the life of a farmer. At the age of 12, Virginia's hair turned from brown to green. Immediately recognizing it as a mutation, it was with a mixture of fear and excitement that her family set about trying to discover what kind of "abilities" she may have. When no fireballs were thrown or storms summoned, Virginia's mutation was diagnosed as "benign" and purely cosmetic.

That changed when, at the age of 16, she used a computer for the first time at school. The computer immediately went into a prone state, not quite crashed, but certainly not operating properly. The computer would immediately fix itself when Wilkins broke contact with it, but would immediately stop again should she touch it again. Testing it further, it was discovered that Virginia's own mind was actually enhanced while the computer was in such a state. This was then shown to happen with any electronic devices, especially those with large amounts of processing power or memory storage.

After gaining control of her newfound ability, Virginia went from being slow to a genius (though never permanently). Her father was the one who made the reluctant recommendation that she move away from the farm and make a difference. Thus, she went to Paragon City at the age of 18 and joined the Police Academy.

Powers

Machine Empathy

While unable to "talk" to machines as most machine empaths do, Virginia Wilkins instead "convinces" the machine to help her think. While at first only able to draw brainpower (if it can be called that anymore) from a single computer, Wilkins was able to improve on the power to the point that she can draw from multiple devices of varying types at the same time. During testing with GIFT, it was discovered that Wilkins could do more than just think well.

Wilkins is unable to do anything with data that is on machines or computers that she links with. Her power only allows her to improve her own thinking capacity, serving as an "upgrade" of sorts.

Psionic Abilities

When Wilkins is outfitted with enough devices, the most beneficial of which being "upgrade sticks" that serve no purpose other than to augment her brainpower, she becomes capable of psionic power. While Wilkins is not as fluent with it as a natural psion, the means of its awakening causes it to be incredibly strong. Instead of holding enemies in place or inducing mass states of confusion, Wilkins lashes out with severe mental attacks.

These attacks benefit from a variety of equipment that Wilkins uses, specifically her targeting reticle and drone. Using these, she can penetrate most defenses, often even breaking through the mental shielding of trained empaths such as Arachnos Fortunatas.

Officer Wilkins is a member of the Psi-Division of the PPD. As per regulation, Wilkins was required to undergo rigorous ethics training along with her psionic training. Due to her lesser "finesse" than most psions, Wilkins is typically not the one to interview suspects and such. Instead, she is almost used as a SWAT member due to her focused area of expertise.

S.C.O.R.P.I.O.

Recruited by Psi-Tracker into the Psi-Corps of S.C.O.R.P.I.O., Wilkins enjoys a dual membership with both the PPD and S.C.O.R.P.I.O. The resources of the group match very well with Wilkins' constant need for more technology.

Personality

Wilkins has spent much time and effort coming to terms with the repercussions of her constantly changing mental state. While in her youth she was carefree and happy, her sudden boost in intelligence made for a crash course in reality. As such, she has grown somewhat cynical and withdrawn when compared to her old self. As she is often times very quiet, it's hard to tell if she's being sullen or if it's a habit from her childhood.

Official studies by GIFT have given Wilkins a clean state of mental health, but warn that constant checks should be maintained to ensure that no problems arise from her constantly changing mental strength.

Wilkins has also taken up the habit of smoking. She is often found lighting new cigarettes mid-battle, as the use of her hands is not required for her psionics. She is also known for insisting on the use of a small reusable tar filter.
