Cesare Silvani was first created in the City of Villains Beta Test in an effort to create (Or emulate) the users then-new knowledge of some choice "world of darkness" facts. Bedazzled by the implications of a vampire mafia with zombie enforcers the user went about creating that very thing, at least an appropriate co-option of it. Therefore the original character of Silvani was a zombie mastermind with tech equipment, and had a convoluted backstory involving an ancient cult, the Romans, a lot of evil secret society power games and one nasty old guy who was dying from the inside, which was perfect for the user's desperate "look-at-me!" style. In any case, as the year passed and Silvani began to emerge as an actual personality, it was clear his backstory needed a desperate shot of adrenaline before dying of overwrought drama and silly fantasy cliches. Therefore a modern Silvani was born as of Issue 7, where he was recreated as a Thugs mastermind with a slightly less gloomy disposition and a more modern (Dull, some would say) backstory that involved much more conventional crime related business. That's the character of this wiki and the one this user shall be further examining.

Personality

Boisterous, lewd, childish and cruel; Silvani's personality is one that seems to be on edge between self-realization and outright denile. His joking one liners can quickly shift to cruel insults and vice-versa at the drop of a hat, while his self-depricating demeanor seems to suggest either a certain unwary disgust of himself or a simple defensive measure to the outside world, as he is the first to point out his own flaws it allows him a measure of control that he so desperately craves.

Powers

Though having no powers of his own, Silvani relies on a sizable army of thugs and button men to do his bidding.

Thugs

Cesare's thugs consist mostly of Italian and Irish immigrants to Paragon City who are desperate to cling to the glory days of the old Mafia, with a boss they see as a powerful hands-on presence, rather than the Ivory tower politics of the Frost family and their faceless leadership. Mostly join with him after hearing word of mouth from local tough-town bars in Independence Port and King's Row, where he has a reputation as a somewhat generous man who tows the line between violent thug and respected private citizen. Cesare has recently taken to giving his men codenames, all based off of minor characters from the "James Bond" franchise. Though demeaning to some, and aparently cruel and indifferent at a first glance, Silvani does hold a sort of commeraderie with the goons he commands.

Guns

An avid gun collector, Silvani boasts quite a selection of weapons, though mostly antique and for hunting. Surprisingly adept for a man his age, his skill with a pistol mostly evolved in his formative years as a marked man in the Boston slums, where he became somewhat of a legend considering how many assassination attempts he either thwarted, escaped or survived. Also an avid hunter and general marksman, he takes great pride in his skill with his signature weapons: Double colt .45's which apparently his father stole from american G.I.'s during WW2. The validity of this story is entirely suspect, of course.

Trinkets

In keeping with his superstitious nature, Silvani surrounds his person with a number of magical bits and bobs which supposedly offer all sorts of magical protection from death and injury. The only truely noticeable object he has is a prominent four-leaf clover his keeps in his front jacket pocket and a gold chain that hangs from his vest. Also known to wear body-armor at all times, though this decided non-magical approach may explain his supposed mystical survivability.

History

1950: Peter M. Silvani born to poor working class immigrants in the Boston inner City.

1956: Might for Right Act passes, criminal underworld recieves major blow.

1965: Silvani drops out of school, begins consorting with local neighborhood gang.

1967: Silvani's father murdered, numerous underworld individuals implicated in the killed, but rumor still spread that Silvani had carried out the killing or had knowledge in regards to it but said nothing. Same year the Might for Right act is repealed. Silvani dragged further into criminal excess.

1974: Silvani's mother passes on in her inner-city appartment; Silvani apparently crushed.

1975: Meets Maria Shiever, with whom he marries that same year. Begins to work building contracts for the city, using the building sites to hide murdered competition. Begins his long-standing relationship with city of Boston officials.

1976:Statesman attacked with Nuclear Missile over Finland, Silvani avoids draft with objector status.

1981: Silvani changes his first name to "Cesare" in an attempt to further himself from his Irish heritage. His relationship with Maria Shiever begins to disintigrate as her apparent mental conditions becomee more pronounced.

1983: First attempt on Silvani's life by Irish gangs; 3 men killed in the attempt.

1985: Numerous further attempts are made on Silvani's life by the Council of War, the Tsoo and Sky Raider Mercenaries. He survives all attempts, but becomes more and more reclusive and paranoid. That same year his wife of ten years, Maria Shiever successfully took her own life in the bathroom of their posh Uptown apartment. In response to this Silvani took a chair, sat down right before her, removed his gun and shot himself in the temple. Neighbors reported the gunshot and Silvani was rushed to the hospital were he miraculously survived, adding further to his criminal legacy as "unkillable". Still, he slipped into a deep depression and began relegating tasks to associates, hiding away in a newly bought mansion but also keeping their old apartment, which he took to filling with flowers and visiting at least twice a week.

1990: As the federal government cracked down on the mafia, Cesare used his contacts with the justice department and FBI to finagle himself out of any criminal charges, leaving him and other small-time players the new de-facto criminal leaders of Boston. Though becoming more boisterous and self-deprecating, mostly at the loss of his hair and failing physique, he becomes more distant and inpersonal.

2002: Silvani relocates to Paragon City after the promise of massively lucrative building contracts, while avoiding the new crackdowns in the Boston area. Building a Marble mansion for himself in the Paragon hills, Silvani begins to make contacts within the City government, now rife with corrupt officials working right beside some of the most virtuous. It was a risky business but he often found a way to navigate without stepping on any landmines of crusading officials and prosecutors.

2005: Cesare Silvani begins to make headways into the Rogue Islands, making contacts within individuals in the Atrocity Studios as well as numerous other villainous contacts. Finding a new vitality, he begins to do all the hands on work, gathering magical trinkets and ancient artifacts as his superstition grows.

2006: Returns to Boston to see an old friend on his deathbed.

2007: Works primarily between the rogue Islands and Paragon, doing his dirty work across the shore while commanding his minions (Men such as Two-bit and the Sin-Tax) within Paragon.
