Snowdog is a name I've used since my Army days, and was originaly inspired by the song "By Tor and the Snow Dog" by Rush.

Stealth, though this was less a power and more the result of his training.
He had the ability to fly.
As a professional Soldier, he was extremely fit
Expert marksman, qualified tank crewman, during the Rikti war he lead a small team on deep recon and retrieval missions. Was on Alpha Team, one of the survivors. Airborne qualified.
Weaknesses and Limitations
He tended to get in closer than someone with his abilities should, instead of fighting at range. Still, his military training served him well in most instances.

Major Kincaid was in Paragon City the day the Rikti Invaded. Then a Captain, he trusted his instincts, and broke into the shipping containers carrying the units ammunition, which was waiting to be loaded onto the ship with their tanks. His company was able to escape the initial attack and counter attack, though the overwhelming superiority of the aliens wore them down. During the first chaotic hours his latent mutation manifested. He fought throughout the war, joining Alpha Team for the final distraction to allow Omega Team to penetrate to the Rikti Homeworld. He survived the war with a Bronze Star, 4 purple hearts, and one court martial, for punching his then commanding officer off of his tank when he was ordered to stand down and wait for orders during the invasion's first hours.
Discharged, he returned to Paragon city, looking for any sign of Omega team, being his fiancee was one of the magical heroes who went to the Rikti homeworld. Over time he joined up with the Defenders of Paragon, then in late 2005 was pardoned and recalled to active Duty. He served for a time as the commander of the Paragon University ROTC unit, then left Paragon City, taking a new post at DARPA, researching non lethal weaponry. He returned to Paragon City during an invasion from the Rogue Isles, and was instrumental in forming the military's response to the crisis. He was killed in action by the villain Rakescar while placing the prototype Icarus device, which was designed to temporarily shut down meta human abilities.
Wasn't planning on killing the first Snowdog off in the story Irresponsible Hate Anthem originally, but it worked well that way. It opened the door to...

Supergroup: Guardian Angels
She's still new at all this, so tends to keep her mouth shut and observe. More used to being in the wilds than in the city, though she's adapting.
Ice Control, Storm Summoning
Ice control, able to pull the heat from the ambient air around her and encasing her foes in blocks of ice
storm summoning, she is able to manipulate weather on a small scale, time will tell if that range increases
She may be developing flight like her brother had, until then she has his 71 Buick Rivera.
She is in better than average physical condition, from spending long periods of time on foot in the backwoods of Alaska on her research.
She's decent with a gun, and a good driver. She also has finished work on her Doctorate in biology.
Weaknesses and Limitations
She's very inexperienced, but has fallen in with a good bunch of people who are showing her the ropes. She also has more of a temper than her brother had.

After her brother was killed, Rachelle came to Paragon City for his funeral, then decided to stay. She's not really sure why, partially as a way to honor his memory, partially because Paragon University offered her a long term grant to study the environmental impact of the hero/villain conflict. She's not totally sure that this was a really good idea...but she's here now.
