Doctor Timothy Watts, founder and chief executive officer of Paragon City's military contracting service Watts Industries, also doubles as the hero Stratovolt, a storm controlling champion of justice that fights to keep those of Paragon City safe from any and all threats.

Storm Summoning

Stratovolt's main power is the ability to control and manipulate every aspect of a storm. This includes creating gale force winds, thunder clouds, fog, and other atmospheric and weather effects.

Electrical Blast

Part of Stratovolt's control over storms is the ability to attack with blasts of lightning. While this lightning is not as powerful as electrical blasts used by other heroes, it produces and excellent stunning and sapping effect.

Extra Abilities

Stratovolt has an incredibly high IQ as a result of a minor genetic mutation, which he used to create his power suit. His mastery of lightning has also given him the ability to channel lightning into his suit to charge it with extra damage resistance, as well as into his fists for an extra powerful punch. Rocket boots integrated into his suit give him the power of flight as well. Stratovolt also has strong leadership abilities, which he uses to help protect and boost the moral of his teammates.

Personality

While he is a genius, Stratovolt is by no means a shy nerd. He's always friendly, sometimes loquacious, and determined to do the right thing and defend everyone he can.

Costume

Stratovolt's costume is a self-made Mk. II Watts Industries power suit, the only one of its kind. All of the good doctor's storm abilities come from his suit, as well as his ability to fly. His suit is also, of course, painted to match his weather theme.

Equipment

Stratovolt's power suit provides him with a built in communications device for easy connection with contacts, as well as offers him damage protection and his powers. He also often carries additional equipment confiscated from enemies or gifted from contacts.

Weaknesses

Outside of his tech suit, Stratovolt doesn't have any combat mutations and thus would not be able to hold his own very long in a fight. Doctor Watts also must make sure that his family stays out of harm's way from villains who want to affect him personally.

History

Childhood/Teenage Years

Born into a relatively average family in Skyway City in 1978, Timothy Watts had a relatively average life. His low-key IQ mutation made school easy for him, and excelled in every academic field he applied himself to. He eventually entered Paragon University in order to pursue his interests in the fields of physics and engineering, emerging with a P.H.D. in each in only 6 years.

Watts Industries

Shortly after Timothy's graduation from college, the events of the first Rikti War unfolded. Both of his parents and his brother were killed when a Rikti bomb made a direct hit upon their house in Skyway City. Though he was devastated by his loss, he knew his city needed engineers and scientists to help support the war effort, and so volunteered his services to the military. After the war, Dr. Watts used his parents' inheritance to found a company alongside several of his associates from the war, called Watts Industries. Here, the good doctor developed new nonlethal defense technology for use by the military and citizens of Paragon City.

Call to Action

Dr. Watts continued to serve Paragon City behind a desk and in a lab coat, engineering new technology to keep Paragon City safe and rebuild it. As the years went on, Timothy began research on creating a mass-producible suit of power armor for use by the military. In 2008, Dr. Watts finally issued his prototype Mark I suit of power armor, which offered advanced armor, flight, and targeting capabilities. Tests of the suit were overwhelmingly positive, but the military declined purchasing his contract, as the suits were too expensive to power and maintain. To make matters worse, his lab was broken into shortly thereafter, and the suit was stolen by none other than the mercenary Isos. Timothy recouped his losses and continued with his work in improving his power armor, and soon found a way to effectively power the suit. However, the news was strewn with accounts of the rampaging of the armor-clad Isos. It was then that Dr. Watts decided not to mass produce his new Mk. II suit, as he could not allow a model of it to fall into the wrong hands. Instead, Timothy vowed to don the suit himself and bring Isos to justice and defend his great city, deciding that he had spent enough time behind his desk.

Life as a Hero

Intent on becoming a full-fledged hero, Timothy engineered his Mk. II power armor even further, integrating it with non-lethal storm powers. Doctor Watts assumed the moniker Stratovolt, and began his work to defend the city. Stratovolt teamed up with fellow technology-based hero Audio Surge and began his crusade for justice, defending the people and combating menaces such as the Vahzilok and Clockwork. Stratovolt went separate ways from his partner and began to focus his campaign for city defense against the threats in the ocean-side districts of Paragon City, contributing greatly to the defense of Independence Port, Talos Island, and Peregrine Island. The whole while, Stratovolt continued to search for Isos, but never quite could bring him to justice.

Current Work

Dr. Watts still produces equipment in his laboratory and fights the good fight against the villains of Paragon City. Recently, Stratovolt has joined with scientists lead by Dynamic Defender with the intent of unlocking the secrets of the Incarnates, and in turn transferred some of that power into himself.
