The Omega Scout is a fictional character that was created for the MMORPG game City Of Heroes. His influences include: Robin (Tim Drake), The Winter Soldier, Ultimate Captain America and Spyboy.

Character History
Creation
The Omega Scout is property of an undisclosed faction of the United Nations Security Council. He was "raised" in a testube for the first 12 months of his life and his genes were manipulated by nano-technology during that time. At the tender age of 2 1/2 years old, he was put under numerous "stress" tests which included torture and interrogation excercises. By age 5 he learnt how to be proficient in all weapons, ranging from guns to melee armaments. Age 12 saw him running "dummy" missions which included the assasination of "practice" metahumans which were also created by Laboratory 13.
First Mission and Other Assignments
After years and years of conditioning and training, 15 year old Omega Scout was deemed ready for his first assignment. The mission involved taking out a group of terrorist meta humans in a tiny village in Zanzibar. The Omega Scout's anti-metahuman training had paid off, and he sucessfully completed his mission. Other missions soon followed, and Scout began to establish himself as a living weapon against metahumans. During one of his assignments, he was asked to lead a team of UNSC (UN Security Council) field agents on an assault on another terrorist stronghold in the Middle East. This mission was botched however when one of his teammates "sold them out" and everyone except Scout (due to everyone wanting to protect the kid) died. Witnessing his team go down while he ran away introduced a new emotion to the young man, Sorrow. Before that he just assumed everyone did what they did due to orders.
Paragon City
No longer "Green" the Omega Scout was dispatched into Paragon City, the "Superhero capital of the world". He was given documents and an "indentiy". He was also programmed to supress his superpowered persona with the use of nano-technology (see equipment for further info). His first Assignment in Paragon was to aid the PPD with Operation: Street Cleaner. It was during this operation that he met and made and unlikely alliance with The Shade Samurai.
Personality
When Omega Scout puts on the uniform, he is a cold, calculating individual. However, he is not above using "quips" as a strategic ploy to either anger his targets, or distract them (or as some heroes call it "get them monologuing"). When put into a team environment, he exhibits natural leadership, regardless of who is in command of the team. His upbringing as a 'weapon' has also given him a love for combat, and will ocassionally start laughing in the midst of it all (e.g. When under heavy gun fire). All in all, the Omega Scout is a confident, cool and collected individual.
When out of uniform, recent implants "suppress" his confident self and brings out a whole different personality. His mannerisms, speech patterns and attitude changes. In his civilian guise, he is just like any other 18 year old boy; goes after girls, loves sports (especially basketball) and video games. As a civilian, Omega Scout is fully aware of what he is doing, and even though he needs his domino mask to "un-surpress" his ablilties, there are other alternatives for when he cannot access his domino mask:
- 1. When he is in danger as his civilian self, the implants detect very high levels of adrenalin, and therefore "unlock" his abilities.
- 2. An emergency cap in his left molar can be unscrewed which releases a jolt in his body releasing the 'hold' on his abilities.
Overall, the Omega Scout is a teenager who doesn't take crap from anyone. He is professional, and gets his job done (his mantra is "The mission first").
Powers
The Omega Scout has enhanced intelligence, strength and speed due to genetic manipulation.
Abilities
The Omega Scout is a living, breathing metahuman warfare weapon designed by Lab 13 to take down numerous threats around the globe. His abilities include:
- High Level Combat Intelligence: He is able to predict and calculate suitable actions for the situation.
- High Level Anti-Metahuman Martial Arts: A lethal combination of Taekwondo, Wrestling, Judo and Ninjitsu.
- High Level Infiltration Abilities: He has the ability to "assimilate" himself into any given situation, making him a sort of "super spy".
- Stress Training: He is able to handle and dish out high amounts of stress (e.g. Interrogation and torture).
Weaknesses and Limitations
Despite having super enhanced abilites, he is a regular human being and can be harmed without his armor. Also, although he has a high level of tolerance to Psychic attacks, he can be mentally assaulted and defeated.
Equipment
Nano-bot Laced Domino Mask: When Omega Scout takes his domino mask off, his abilites are surpressed. Also, his mannerisms, and attitude changes, allowing him to 'assimilate' seamlessly into his chosen environment, making him the perfect spy while also making it harder for his enemies to detect his 'real' identity.
Utility Belt: The utility belt carries all of the standard supplies such as medpacks, stimpacks and darts. He also carries rations for survival missions.
Kevlar Laced Uniform: Omega Scout's uniform is laced in kevlar making it bullet resistant. His suit also contains a temperature stablizer that keeps him cool in hot weather, and warm in cold weather.
Affiliations
- UN Security Council: Neutralizer Project: A secret faction of the UN that handles MetaHuman relations. The "neutralizer" project's purpose is to control Meta Human activites/dominance around the world. The UN Security Council uses this project as a failsafe incase any powerful Meta Humans (Statesman, Xanatos, The Havok Brothers et al.) decide to go rogue and need to be taken out.
- Shade Samurai: A mysterious young man whom Omega Scout met on Operation: Street Cleaner. The young samurai is very similar to Scout in terms of battle prowess.
