History
For such a remarkable man, Bad Touch's childhood was quite unremarkable: He had his first crush in third grade and his first girlfriend at sixteen. He was quite amicable, performed well in school and was a member of the lacrosse team, retaining a level of fitness that he kept up well into his adult years. He went on to college, eventually getting a job working middle management at a local investment firm.
As he grew older, he found that his interests in relationships remained exactly the same from his early years. Unfortunately, pursuing such relationships was frowned upon by society, and even then, living in Paragon City meant that the only ones he could find to satisfy these urges were either dead or dying (mostly due to unfortunate accidents involving Hamidon Halloween costumes) or had superpowers. Both were out of the question - the former was simply disgusting, while the latter dangerous.
It wasn't until he was relocated to the office in Founders Falls that he discovered a candidate for an outlet for these urges: Penny Preston. During a late-night encounter with her, her mutant power activated when she was in the throes of torment, jump-starting the dormant mutant genes in his system and granting him incredible powers; powers that would finally enable him to satisfy his desires.
The next few weeks in Bad Touch's life consisted of him utilizing his newfound powers to act out long-repressed fantasies, culminating in a series of evening trysts with the young sidekicks of the Freedom Phalanx. These trysts were brought to a sudden and brutal end when the Freedom Phalanx burst in on Bad Touch as he was with Stateslad. Stateslad managed to survive, albeit with heavy physical and mental scarring, and Bad was subdued with extreme force and imprisoned in the Zig on numerous charges, with more pending once they found where the sidekicks' bodies were hidden.
A few months later, Bad Touch was broken out of the Zig during one of Arachnos' raids and taken to the Rogue Isles. Given carte blanche to do whatever he pleased, he decided to take in the sights, meet some new people and generally indulge in that which he had been deprived of for so long.
Powers
Fear Generation
Even taking his considerable statue into consideration, Bad Touch can be exceptionally intimidating: His mutant powers are psuedo-psychic in nature, stimulating the human amygdala and enabling him to strike fear into any around him. The effect can be heightened further by physical contact with Bad Touch, something which he takes advantage of quite often.
Strength Sapping
Bad Touch's touch is also capable of weakening people by dulling their reflexes and thoughts, slowing them down enough for him to overpower them. Even being around him can result in a sense of disconnection and disorientation if he so chooses.
It should be noted that while his powers affect everyone, the effects of them are much more pronounced on younger people.

Physical Fitness
While not an ability in the traditional sense, Bad Touch is remarkably buff. He does try to stay fit, after all.
Personality
Aside from a few unusual hobbies, Bad Touch seems quite the model citizen: Hard-working, good with children, industrious, a great proponent of volunteer work (frequently seen at some of the Rogue Isles' schools and colleges), a bit of a romantic streak... one would think that he would have to fight off women left and right, but he seems quite content with living a solitary life.
