RE: History of patient.

I have assembled a series of notes based on interveiws with neighbors and legal documents, unfortunately we have little to go one for actual records into the early years of the patient.

Patient was born June 17, 1993 to parents Trisha and Robert. Mother was on prescription antidepressants during early parts of pregnancy, Father a frequent attendant of anger management classes.

Until the triggering event after the birthday party, subject's life was described by neighbors as normal, although there were suspicions among many that something "bad" might be going on. Said neighbors did state that although they had suspected abuse, police were never involved or summoned. State records attest that police had never been brought to the home, nor was CPS brought in on the suspicions of abuse.

Subject, while in school showed an eagerness to appease authority figures, even at the cost of his own social standing, a trend that, as shown in sessions, has deveoloped to a most unhealthy degree. Teachers spoke of almost insubordinate behaviour when others were called upon to do tasks over him. I believe that this may have been one of two things; either a learned trait from the father, who I believe was in fact very abusive and controlling, or possibly an over-developed attempt to recieve help from someone in a place of authority.

Subject was considered intelligent in his classes although teachers found him unwilling to do much schoolwork unless they used his pre-disposed desire to impress and gain acceptance to get him to complete tasks for classes. Most of his time was spent staring out windows and making small noises to himself.

At the age of three, subject had received medical treatment for a dislocated shoulder due to an accident involving him falling out of a truck, accoring to records, the validity of this is yet to be seen though.

During play time, subject was seen walking by himself along the fenceline of his school, interaction with peers was minimal, and he was seen as a social outcast by his teachers.

The Savior

It is unsure how the events transprired that brough the young boy in our care in touch with his "savior". But the records show that although all others at the party in question were harmed, patient was the only one spared. This breeches all known modus operandi of this "savior", and must be looked into.

Enclosed you will find what little documents I have managed to find regarding the killer "Blackball". If these sources ARE the real deal, then we may have more of a story on our hands than we thought...

Is it possible this "demon jester" is just some fucked up kid? I mean, come on these documents would make him, what.. 14 at the oldest?

And they dumped him on the street? I don't know if this is real or not, but if you think this is worth investigating, I'll get to the bottom of this.

Dear Esteemed Board,

It has come to my attention that the subject, ██████ ██████, has been unresponsive to his medication, due in part to the incident noted in Session Note #783321, also due to his extremely violent nature, he has become a threat to the other residents of the facility.

Therapy has also been as much a failure, with no method of treatment working, aside from the videos, which, while making him sedate and peacable for a short time, only to assist his fascination with ██████████████████, something I think we can all agree is not a desired outcome.

But mostly, with his odd legal standing, his funding to remain has, in fact, run out some three weeks ago. With the state unwilling to step in and claim him as a ward, to house him would cut into the budget in ways I am unsure we can be prepared for, also if news broke out about the incedent noted in Session Note #783321, it could mean the end of our facility.

I therefore recommend the expulsion of ██████ ██████, from our facility. We are doing him no good here, and he will, in time, do us no good as well.

As to your request into the "Blackball" incidents, the recent attacks on the gang known as the Carnival of Shadows has increased in it's rate of occurance, as well as the number of victims. M.O. seems in line with past attacks done by the youth in question. Although a citizen of Paragon City, his current residence in the Rogue Isles has normally kept him away from attacking citizens in our jurisdiction, however I am looking into the possibility that he has, through manipulation or a moment of lucidity, received a sponsor for a hero license.

It is believed he has snuck back to his home, <address deleted>, time to time using the Pocket D, but with a hero license, he has complete access anytime he wishes. We will be needing you to lead an investigation into the events that transpired at <address deleted>.

Keep in mind, SUBJECT IS A MINOR, MENTALLY DISTURBED, POSSIBLY HANDICAPPED. Take caution when confronting, and bring in alive and unharmed, last thing we need is PPD being called a bunch of babykillers.
