Origins
Created as part of the 21st generation of clones for Project R.I.O.T., Bubble, like all of her generation, had undergone somewhat radical alterations in an attempt to improve the overall performance of the clones. Though the tests were, ultimately, unsuccesful, enough data was gathered to advanced rapidly to the pre-production 24th generation. In Bubble's case, her mind was altered to generate considerably more psychic power than normal. While this gave her powerful burst potential, it hindered her fine control, and proved to be unstable and prone to uncontrolled outbursts. For this reason, she was scheduled to be terminated along with the other failed clones. While on her way to be executed, one of her escorts made the mistake of commenting on what was about to happen, and Bubble's instinctive reaction was to flee. This wasn't the first time a clone had tried to escape, but Bubble's overpowered mind, combined with her teleporting ability, allowed her to breach containment and escape into Paragon City before she could be recaptured. There, she began to figure out how to interact with a completely new environment.

The Present
While Bubble Wrap continues to have issues, often being called naive or child-like depending on people's opinion of her, her effectiveness as a hero is without doubt. FBSA records list her amongst the most powerful psychics operating within the city, though they also caution she is a sledgehammer not a scalpel and is better suited to battering down a psychic barrier than extracting information from a fractured mind. Her day to day tasks are primarily city patrols, often in relatively quiet areas but she is not averse to roaming through the more dangerous districts when reports of crimes increase. When asked why she handles such minor criminals, when they are clearly well below her ability level, she usually responds with 'No crime is too small!', reflecting her opinion that just because she's powerful doesn't mean she should ignore lesser criminals. It is, perhaps, also a reflection of the fact her powers are primarily a force multiplier for a team: when operating alone her ability to actually take down criminals is somewhat limited.
When not on patrol, she is usually found with either Vanguard or Portal Corp. The former frequently request her assistance to supplement Vanguard forces engaging the Rikti, since her entire purpose is to fight them. She has a well deserved reputation for keeping teams safe with her forcefields, drawing power directly off the Rikti she is fighting, and she is not afraid of throwing herself into the thickest fights, trusting her abilities to keep her, and her team, safe. Portal Corp usually request her for similar reasons: to protect an offworld team heading to a dangerous or uncharted location. She is rarely asked to escort first-contact teams, at the request of fellow clone Mental Image, but she likes exploring new dimensions and so tends to be asked to help follow-up teams where the initial team reports hazards or hostile wildlife near the target.
Hobbies
Science and technology fascinate Bubble, and she spends a lot of her off-duty time tinkering and coming up with entirely improbable ideas and inventions. Having the combined thought-power of the collective behind her allows her to develop novel, if unorthodox, solutions to problems she encounters in relatively short spaces of time, though her desire for speed and lack of long-term focus means many projects get left half-finished, or fail to work due to being rushed. Those that do get completed, however, are usually masterpieces that would not look out of place in the laboratory of a mad scientist.
Her biggest long-term project is the construction of an airship. Currently on the third iteration, it continues to suffer delays and setbacks due to lack of planning and coordination. The first airship crashed after take-off, while the second, a submersible airship, sank due to a poorly designed transition mechanism. Each iteration, however, benefits from those before, so it is, as always, simply a matter of time before she gets it right and finally becomes an Air Captain.
Aside from this, her main hobby is cooking. Her overpowered mind means she burns energy at a phenomenal rate, eating almost twice the normal recommended calorie intake of a person each day. To keep her power levels topped up, she is often found eating high sugar cookies while on patrol, which she bakes with the other clones on the island. While certainly capable of cooking, she usually has to make larger batches than intended due to a tendency to eat the cookie dough before she gets round to baking them. She regularly hands out her cookies to anyone she meets, which makes her quite popular but gets her many stern glares and grumblings from parents trying to keep their children eating healthily.
