Who is he?
Cale Millers, or 'Caution Cale' as he's known in the hero community, is the cousin of Paragon's infamous Fen McDough. An ex student of Virginia Technical College, Cale gained his powers (and lost his eyesight) during a class visit to Paragon City.
What is he like?
Much like his cousin, Cale seems to share that gene that's present in a lot of large breed dogs. A sort of a passive, tolerant punching bag that can deal with alot of picking-on before he finally gets irritated.
Cale is still getting used to his powers; he's uncomfortable with his unfamiliarity and chooses to instead sit idle and watch from the sidelines. His loss of sight was offset by his abilities to read radiation and subtle movements: the shifting of the facial features or light twitches.
The hero also delights in Parkour. He's incredibly swift and agile, and on the surface would seem the polar opposite to his clumsy cousin. However, once he gets down to slower, normal speeds, Cale is just as clumsy and awkward as Fen was.
Powers
Cale's body was subject to an incredibly high dosage of radiation within the span of a few seconds. Rather than killing him outright, it triggered a blank mutant gene within his biology that adapted him to the crisis.
Radiation:Cale is probably best known for his radioactive abilities. His eyes constantly vent out a large amount of radiation, and while his body isn't harmed from it, it makes it impossible for the young man to see.
He's learned to focus his radioactive output into a various arsenal of attacks, most of which focus on sickening his enemies, rather than outright harm them.
Kinetics: While Cale is publicly known for his radiation, his kinetic transfers are where his true powers lie. He may be able to fire off one or two different radioactive blasts, but the hero can perform a myriad of techniques when it comes to Kinetic motions and transfers. He often pulls energy from his enemies and bestows it into his allies.

Aether Backblast - Aether was one of Cale's first friends in Paragon. He thought she was fun when she picked on him a bit before he had his visor; and now that he has it, he can defend himself properly.
Aether's great fun, and Cale thinks the world of her. He's just a bit sad that she's so guarded at times.
