A camera suddenly blurts into action. From its angle, a military car convertable with two little PPD flags attached to the hood, is spotted in the distance. The camera doesn't seem to have any attachments to holster it, allowing it to hover harmlessly around the district and close in on the vehicle. Inside, the camera spots a T.E.S.T. Ranger behind the wheel, three T.E.S.T. Rangers in the back seat, and an unknown officer in the front, coming up the neglected pre-dated streets of Neutropolis toward a run-down house.
The camera's lenses focus and scan the five soldiers, who fail to perceive the device decoding their equipment, it's then evident the camera was programmed with some form of natural camoflauge.
