I first made Cossack because I simply had to give the electrical powersets a try. I later came up with the whole russian supersoldier theme cause I just think the classical russion super powered villains are cool.

Personal History
Anton Stavroc was born somewere in Siberia. The records of his birth have been destroyed in a fire and thus there is no way to determine his exact place or date of birth. His early childhood was unremarkable. Growing up in a poor family. His father worked as a miner and his mother worked as a nurse at the village clinic. He was drafted into the Russian militairy as a conscript around the age of seventeen. He underwent brutal training and learned a variety of armed and unarmed combat techniques. As well as proficiency with several firearms. The hard militairy life shaped him into a strong man.
Super Soldier
At age nineteen He and several other young troops were selected for a secret government training program. A program that can be traced back all the way to the days of the second world war. Under the threat of the German invasion, Russian scientists had began a series of projects to create a super soldier that would be powerfull enough to replace an entire battalion. The project was never completed due to a lack of resources. But the documents and findings left by the scientists had been carefully preserved. And now the work was continued. Over the course of six months the young men selected for the program were given a series of serum injections. Nutrients and chemicals were added to their diet, and they underwent period of physical training and controlled irradiation. Out if the twentyfive selected candidates only two survived the process.
But they gained extraordinairy powers. The project had altered their bodies electro chemical makeup. Turning them into a living dynamo. They were each given a codename. Anton Nickolai Stavroc became Cossack. And the other man became known as Mikoyan. Mikoyan was able to generate large blasts of electric energy and direct them at a target with devastating result. Cossack on the other hand was able to shield himself by generating a powerfull electromagnetic field around himself, and delivering devastating, electrically charged blows to a target.
Desertion and arrest
It is unknown why Cossack suddenly turned on his country and deserted the militairy. He simply turned on his support units during a live fire exercise. Leaving the entire unit utterly decimated. His superiours imediatle rerouted Mikoyan to intercept the rogue super soldier. The ensuing fight left most of the surrounding countryside devastated. Mikoyan perished from the injuries he sustained, and Cossack vanished into thin air.
He turned up months later during an incident in the gulf. Were he singlehandedly tore an American Seals team apart. He vanished again after this incident, untill he turned up in Paragon City were he engaged in combat with several heroes. Including Positron. He was eventually defeated and locked up in the Zig. untill Arachnos sprang him out.
Criminal Record
Cossacks list of felonies include but are not limited to:
Arson. Bombing. Motor Vehicle Theft. Murder and nonnegligent manslaughter. Robbery. Destruction of Government property. Desertion. Destruction of Militairy Hardware.
Powers and abilities
Cossacks body is a living dynamo. At full power he is able to generate up to 800 MegaWatt of raw electric energy. Enough to provide power to Paragon City itself. He can use this energy to enhance his physical strenght to deliver devastating electrically charged blows to a target. The energy released on contact is enough to spontaniously cause the targets atoms to self destruct due to overload. he can also form barriers of electromagnetic energy to shield himself from harm. Able to deflect most conventional weapons and even absorb or dissipate the power of energy beams. The electrical field surrounding him also enables him to fly. Lack of data allows us only to describe this as an ion-craft effect.
