Francis DeLuna, a singer in an upcoming techno-pop band, caught the ear of an audiophile scientist working with the PPD to develop new, non-lethal weapons to deal with the overpopulation of Paragon's criminal element. He had developed what he called 'Enhanced VOcal eXciter' or EVOX, a device that allows it's wearer to precisely control and amplify sound to extreme levels (yes, he is a big fan of Dune). Unfortunately the device didn't seem to work until he was playing one of Francis' songs in the lab and the device activated, destroying a workbench in the process. It appears that the device only works with Francis' specific vocal tonality and timbre. After explaining the device to Francis', she agreed to use it in it's intended fashion.
