The following is an excerpt from the Paragon City Hall Hero Database:

Reyna Rivenworth's birth was unusual in two ways. The first was that due to unformed vocal cords, she didn't utter a sound as she came into the world. The second was that although her heart did not start beating until two minutes after she was born, she was nevertheless perfectly healthy.

It wasn't until puberty that her powers made themselves known, and in the beginning they were as harmful to herself as they were to others. Reyna spent many nights trapped in vivid, lifelike dreams that shook her to her very core. Many weeks later she at last took rein of them, and in doing so harnessed her power to the fullest. Not only can Reyna cause mass hallucinations in the form of daydreams, but these manifestations are so powerful that they bend reality itself to an extent, granting the recipient either excruciating pain or fantastic abilities.

Though mute, Reyna expresses herself through creative use of her powers and a combination of sign and body language.

Though the people at GIFT were able to finally pinpoint the mutant geneset that grants Reyna her powers, they're still at a loss as to how they actually work. The most likely theory at the moment is a type of hyper-potent psychic projection, but even that only has correlative data to back it up.

- Projective Telepath: For the most part, Reyna will shy away from intrusive telepathy, as she considers it a violation on a grand scale. Even though she is capable of communicating in this manner, she will very, very rarely do so as the thought of such makes her quite uneasy. This doesn't apply to known criminals, whom she will tear into with nary a second thought.

- Dreamscaping: Or, a more descriptive identifier for how Dream's powers operate. On a basic level, if Dream can dream it, she can make it happen to varying degrees of reality. Her powers operate on that plane between dreaming and wakefulness, with belief in your own senses being the key that makes them tick. Though she mostly works with illusions and luminary projections, her powers aren't all non-material - some of her more powerful imaginings bend reality itself to an extent - her ability to nearly nullify inertial properties and energy transferring are prime examples of this.

On the other end of the spectrum, her Daydreams (phantom army, a number of illusionary clones of herself) are mostly illusionary, and while they do deal some minor damage due to the above factor, this mostly a mental trick - if you think you're hurt, it's going to hurt, even if you may not truly be.

- Oneiromancy: Otherwise known as the divination and interpretation of dreams. Reyna is quite skilled at this, for obvious reasons. Dream never truly sleeps - the moment her body enters a sleeping state, her astral self immediately wakens.Though astral in nature, this second state self is nearly indistinguishable from the waking Reyna, save for a penchant for disappearing at odd times (due to Reyna waking for whatever reason). This is no less dangerous to her, however. Due to the way her powers operate, any damage she receives in this state work the same way it would as if it were happening to her actual form.
