Criminal Activites
- Created a large number of snow beasts, breaking and entering various buildings throughout Paragon City, causing minimal amounts of collateral damage. She kidnapped her target and attempted to murder him. Frost Flower then proceeded to assault the heroes that thwarted her actions. No major injuries were documented by any civilians.
- Was admitted into the West Paragon Mental Institution in an attempt to recover and become a functioning member of society. Was released at the request of a man known as The Tower.
- Joined the criminal group known as the Backlash Brigade along with four other notorious villains. They attempted to destroy the barriers of the Ziggursky penitentiary, releasing it's criminals. They were ultimately thwarted in part due to Frost Flower's actions. Since then, has joined the peacekeeping organization Longbow in an attempt to seek redemption and help others.
Heroic Actions
- Investigated the underground tunnels deep beneath the Ziggursky Penitentiary alongside the Palladium Sentry. They discovered the Insect Queen's plot to turn the citizens of Paragon City into mutated insects via mutagens distributed through the Faultline Dam. She assembled a Longbow squad to fend off the villain's minions as the Palladium Sentry dealt with the Insect Queen herself.
- Participated in a Longbow raid on Arachnos in Faultline. Was interrupted by the vigilante Atom Cannon. This lead to her to ask for the Palladium Sentry's assistance in finishing the raid and apprehending Atom Cannon.
Known Background Information
At the age of 20 Rebecca Sampson started work as an intern at Burman Cryogenics located in Peregrine Island. Over the course of a few months the young woman enjoyed a relatively peaceful life filled mostly with her new work and studying for college. It wasn't until late one night at the lab that Rebecca's life changed forever, as she found herself the unwilling captive of a scientist gone mad. The man, known as Roger Felding, had kidnapped the woman and held her in a private lab he had kept hidden within the building. No one was aware of what truly happened to Rebecca.
Weeks had gone by and all search efforts slowly dwindled until the case was ultimately dismissed. As quickly as that, life started to return to normal for those who had her in their lives, completely unaware of her fate. During those weeks, Roger Felding was performing experiment after experiment upon the poor captive. The man was attempting to find a way to grant someone the ability to freeze water vapor at will with no negative side effects, and was determined to reach his goal by any means. Each procedure forced upon the young woman slowly cracked her psyche, until eventually it completely shattered, causing Rebecca to become a shell of her former self.
As time moved on funding for Burman Cryogenics was cut, causing the building to be abandoned by everyone who once worked there. This included Roger, who decided that, in order to cover his tracks, he would suspend his victim in frozen slumber, hidden within the confines of his private lab forever. Years had passed, with the building slowly rusting away due to poor maintenance. It wasn't until sometime in March of 2010 that, through sheer luck, Rebecca's cryo-stasis was disturbed, finally waking her from her long sleep. Eventually managing to break her way through the captivity she was left in, the woman tasted for the first time in years freedom.
She examined the damage that had been done to her by her captor, discovering that she could, in fact, freeze the water vapor around her. Unfortunately, the side effects were steep, as she found it was near impossible to control her body's natural temperature, which caused her to frost, and sometimes even completely freeze, anything she touched. Her skin turned a pale shade of blue because of this, while all her bodily functions, including heart rate and blood flow, slowed to a near stop. She felt as if she were a walking corpse. The sheer thought of it filled her with a blinding rage that could only be quelled one way and one way only. Rebecca knew what she was going to do with her newfound freedom and abilities. Inadvertently terrorizing the city in an attempt to seek revenge, she had changed into a captivating force of power the people had dubbed "Frost Flower."
Powers and Weaknesses
Working with Longbow has allowed Frost Flower to become a much stronger and more experienced combatant. Both her powers and mind are tougher and, coupled with the creative ways she uses her ability to turn water vapor into ice, should not be taken lightly.
If confronted, negotiation should be the first course of action taken.
Known ways to properly thwart Frost Flower include, but are not limited to:
- Heat or fire related attacks.
- Proper negotiation.
- Dehumidifying the air around her.
- Strong smashing attacks to shatter the ice.
