I think my two favorite powersets in the game have always secretly been Mind Control and Energy Blast. I just could never find a combination of any of the other powersets available that fit my fancy. Then, when Villains came out and I heard about Dominators, I knew I had found something I could enjoy.
Havok Prime went about many incarnations before I finally actually settled on Mind/Energy. Energy Assault was just not cutting it for me. As I am a very casual player, I did not have the time to work towards getting Energy Assault to a level that I was comfortable with. Once I15 came out and all of the Dominator changes were announced (particularly those to Energy Assault) I knew that I had finally found the combination of sets that I could truly enjoy.
Havok Prime's inspiration comes, of course, mainly from Iron Man. However, I felt that rather than make a super-powered robot suit that could withstand nearly anything and everything, it would be cool instead to have to take control over my foes to exert my power. Jean Grey is also in the mix of influences behind Havok Prime for this reason. He is also a blend of other influences, not all of them from comics. But I'll leave you to guess the rest.

Personality
Scott's body is 90% robotic. Since his head was integrated into the ExSurge Powersuit designed by himself and his partner, Errett Williams, he has lost the charisma that helped him get so far up the ladder at SynCor Technologies. Scott retains his position at SynCor Tech., however his superiors are keeping a much closer eye on him due to his behavior changes as of late.
Scott harbors a great animosity for the Arachnos since they sabatoged his power suit, intending to kill off Errett after they had killed Scott in the planned car accident. Once Scott's head was integrated into the ExSurge, it diffused the energy that was intended to kill Errett. However, the suit went out of control and Errett was killed in the process nonetheless.
Scott will stop at nothing to see the Arachnos pay for the loss of his friend.
Since the Alpha Omega Virus has infected his body, Scott has found himself deeper into his rage. He is almost relentless on his quest to find his murderer.
Strengths & Weaknesses
With a combination of powerful mind altering technology and a high intensity laser array at his disposal, there is very little that can stand in Scott's way.
He carries the knowledge of his deceased colleague Errett Williams, his own unconventional way of doing things, and an amount of money more than he would ever see in a lifetime due to his status at SynCor Tech.With so much focus on the suit's destructive capabilities, there is little in the way of personal defense. Large groups of enemies can overwhelm the P-TAD since it is of limited combat use. Also, enemies with no minds (such as robots and zombies) are a problem for the P-TAD.
Short Biography
Scott Ramsay died in a lethal car accident in March of 2008. His partner at SynCor Technologies and friend of more than twenty years, Errett Williams, could not stand the loss of his comrade, so he took Scott's head and integrated it into the ExSurge Powersuit that he and Scott had been working on together. However, once Scott awoke, he went on a rampage, and ended up killing Errett with the suit's destructive abilities.
Since the death of his partner, Scott has learned that Arachnos had a hand in causing the car wreck and causing the suit to overload and go out of control and no longer blames himself for killing his partner, although he feels that if he had had better knowledge of how to operate his own creation, he would have been able to stop it in time. He has also learned that Arachnos plotted the car accident that intended to kill him.
Scott has since enlisted to work for Arachnos under the code name Havok Prime, claiming no ties to SynCor Tech., and claiming that he recovered and rebuilt the ExSurge powersuit from a building that seemed to have been destroyed in an explosion.
Scott has recently become infected with the Alpha Omega Virus, a computer virus that normally attacks and destroys core computer systems. The virus has a rather odd connection to Scott for reasons as of yet unknown, and the two have developed a symbiotic relationship. The virus has caused Scott to enter a state of unparalleled rage and aggression, and those who are on the wrong end of his targeting computers are in for a world of pain.
Scott is currently working his way through the members of the Arachnos until he finds the person responsible for Errett's death as well as his very own death.
Powers
Mind Control
Scott is currently in possession of the Psionic-Thought Amplification Device (P-TAD) designed by his colleague Errett Williams. The P-TAD is slightly damaged, so it currently can only impair and inhibit thoughts and actions rather than take full control of them
Energy Beams
Scott's power suit is equipped with a high-intensity laser array, capable of doing a tremendous amount of energy damage to anything he targets.
High Intensity Magnet
This is actually a side effect of the magnetic stabilizers used by the ExSurge Suit during flight. Once a target has been charged by the suit's energy, the magnetic stabilizers are able to focus on this charge and force the target in a certain direction.
Soul Leeching
Part of the symbiotic relationship developed between Scott and the Alpha Omega Virus is the ability for Scott to use the P-TAD to steal his targets' soul energy and add to his own personal strength. This allows Scott to augment his strength in dangerous ways. However, if the virus is left 'unfed', it propels Scott into a hideous rage until he finds anyone to use to feed it.
Flight
The E.S.P. incorporates high speed rocket boots in its basic design. The suit also uses magnetic stabilizer technology in the shoulders for high speed flight.
Equipment
The ExSurge Powersuit
The ExSurge Powersuit (E.S.P.) was engineered and trademarked by Scott Ramsay and Errett Williams. It was designed to be one of the first mobile combat units to be used on the streets of Paragon City to battle the various threats that were not deemed a "significant and urgent threat" by the PPD. The list included groups like the Skulls and Hellions, and once the E.S.P. was engineered and deployed, it was intended to free up the heroes of Paragon to combat more worldly threats such as Arachnos.The E.S.P. stands around five feet tall and weighs 210 pounds. It was designed with a rechargeable battery implanted into its "chest" region encased in a small ball of impervium. The battery is derived from Rikti technology and is estimated to power the suit for the next century before being unable to hold a charge any longer.
The E.S.P. was initially designed with a number of low-intensity energy beams in an attempt to "reprogram" the street-level thugs in Paragon. When Scott and Errett realized that not even the strongest of heroes had managed to sway the thugs of the Skulls and Hellions away from their misdeeds, they increased the intensity of the energy beams.
The E.S.P. was also designed to be entirely remote controlled, operated by use of cameras installed on the suit. That function has since been stripped from operation.
With rockets installed in the boots of the unit, the suit is capable of reaching flight speeds in excess of 80 MPH. Due to the way the suit was designed, stabilizing magnets were added in the "shoulder" portion of the suit to better align it. This had an added side effect of allowing the use of the high powered magnets to latch on to an enemy once it received a charge from the blasts of the suit and push or pull them around.
P-TAD
The Psionic-Thought Amplification Device (P-TAD) was engineered and trademarked by Errett Williams. Errett was working on this device as a means to pacify the lower ranking members of street-level gangs and "convince" them to work for the city.
The P-TAD was, however, damaged when the E.S.P. went out of control. Scott has managed to fix it up and integrate it with his suit, but it is nowhere near the power that Errett had it. As of right now, the P-TAD is only capable of impairing the thought processes of those in the nearby vicinity.

Random Trivia
Scott recently integrated his iPod playlist as well as his cell phone into his suit's system functions.
If Scott had a theme song, it would be "All Nightmare Long" by Metallica.
The only part of Scott's "body" that has not had extensive upgrades and modifications are his eyes. He has always insisted that he has beautiful eyes, so they remain untouched. His HUD is outfitted on the exterior of his face.
