Victor Morgan has a large file associated with the US military.
In 1990 he applied for, and was accepted to, the Warrant Officer Flight Training program. He excelled in the program and advanced quickly. In 1995 he was transferred into a specialized SERE (Survival Evasion Recovery Escape) training unit at a Joint Command based out of Nevada. In 1997 he met Moira O'Connor, an Air Force Intelligence Officer. The two were married in July 1998, but less than a week after the wedding, Victor and his unit were deployed overseas for an intensive training mission.
Their chopper was shot down over Uzbekistan in August 1998, and Victor was presumed KIA along with the rest of his crew. The crash was so bad that identifying individual bodies was impossible, and DNA testing had to be used.
Victor resurfaced in May 2002 after being discovered in a POW camp in Afghanistan. He was given the option to return to active duty, and agreed to do so. He tried to pick up the pieces of his personal life, but Moira had already moved on. Shortly after his return to active duty, he developed an interest in mutations, specifically mutations of the human body. He requested a transfer to a Research and Development facility in Virginia, and pursued his Doctorate while stationed there.
He was discharged from the Army on 23 May 2004 under honorable conditions. He registered as a hero in Paragon City later that year, after finding out that Moira O'Connor had also registered. After learning that Moira was pregnant and that the child had a highly dangerous mutation, he began working on a serum to supress the child's mutations en utero. The serum was a success, though there were side effects.
Red tape in Paragon City forced Victor to resign from hero work and travel to the Rogue Isles, where he has continued to work on his serum. His intentions are not to 'cure' mutations, but to simply supress them in situations where the mutation is hazard to the individual or those around him until the mutation can be trained, treated, or otherwise rendered 'harmless'.
Victor has held several Secret and Top Secret clearances throughout his military career.
