Icecapped is a super villain, and sometimes anti-hero, who appears in comics that take place in the City of Heroes universe. He first appeared in the double-sized Power Spectrum comic, where he was shown flying off to 'take care' of a Crey scientist. He has since had appearances in Rikti War Stories, and crossovers in Parts Unknown and Freeburn-related comics. He is currently an independent character who actively fights both the heroes of Paragon City and oppressive villain organization on a never-ending quest to bring justice to those who would manipulate and harm his fellow mutants.

Personality
Icecapped's personality is based entirely on whether or not he's wearing his costume or not. When in costume and participating in super-powered activities, he shows a startling degree of bravado and zealotry. He is predictably prideful of his mutation, and sees himself as a defender of mutant rights. Others may describe him as a supremacist and a zealot. They're not far off. While he pulls his metaphorical punches against grunts and soldiers, he mercilessly harries and hunts those who have harmed, used, or abused mutants. He is depicted as disliking and actively fighting against Arachnos, Crey, G.I.F.T., the Family, and the Outcasts for varying reason.
Underneath the helmet and tights is a simple accountant named Donovan with worries and dreams beyond his goals as Icecapped His mutation causes him to perpetually generate extremely cold temperatures within his body, and so he never really developed social skills due to people always being physically uncomfortable around him. He is portrayed as meek and nervous, especially around confrontation and beautiful women. Only when he is in costume does this melt away, as the anonymity gives him a layer of protection he otherwise would never have.
Icecapped has never been portrayed as a wholly insidious individual in spite of the criminal acts he participates in. To him, these are means to an end. He pits himself against mob bosses manipulating young mutants, alien invaders, and evil corporations in a never-ending, and likely ineffective, attempt to ensure that the next generation of mutants live in a better world than the one he lives in. While he may be a 'bad guy,' he does his best to be a bad person. When discussing his activities with Psycheshock Kagawa, he even seemed to express some degree of regret about them. However, he still engages in illegal acts, which indicates that his conviction greatly outweighs his guilt.

- Cryokinesis: It shouldn't be too surprising to know that Icecapped's signature power is cryokinesis. He can freeze water vapor, and apparently has enough control over his power to form recognizable shapes and objects from the ice he creates. He can create patches of slippery ice, lock someone in a frozen tomb, hurl storms of icicles at an enemy, and create wickedly barbed swords and lances. He has even been shown to control constructs made entirely from ice. (Ice Control/Icy Assault)
- Chilling Conclusion: As he continues to generate more and more ice, Icecapped's chilled attacks gradually reach a point where they become unbearably cold and thus far more effective. Strong-willed people who could normally break free of his blocks of ice and withstand his barrages and weapons will find themselves locked down and frozen in place. (Domination)
- Constitution: Icecapped's combination of inhuman physiology and willpower grant him an iron constitution. He can be shot, stabbed, bludgeoned, and set on fire, but somehow he always surges back. Icecapped simply just won't quit until the mission he has set out to do is completed, and this impossible constitution and drive to succeed may make him far more dangerous than anything he could create from ice. - Helmet: Apart from being incredibly stylish and what sets his otherwise mundane costume apart from the rest of the ice-wielding lunatics, Icecapped's helmet provides an unknown source of stimulation to his brain. Presumably it jolts him with electricity in all the right lobes to promote intuitive and imaginative uses of his powers. It is also made of Impervium, and is nigh-unbreakable. The horns are just for show, though.
