Personality
To put it simply, Jacob is the epitomy of your stereotypical Hollywood Cop. Suave and confident, he is quick to shoot first, shoot second, shoot some more and then if anyone is left ask a question or two. His comrades often say that he is overconfident most of the time, but, he has yet to enter a situation that he wasn't able to walk away from.
Background
Who Wants to be a Superhero?
This is the event that really kick-started Jacob on the road to fighting Evil. In his native Los Angeles, the movie mogules at a little known Hollywood Production company were given a goldmine of an idea by a wealthy benefactor Phineas Noble, Superhero Challenge!
Hosted by Adam West, the television show advertised to all metahumans in a global casting call to come show the world what they had. The winners of the show would be placed on their own team to become the next Superhero crime fighting group.
No, Jacob did not audition.
Actually, Jacob was assigned to the show as a liason from the LAPD. You see, Jacob was a Detective in a small division of the PD specializing in bridging the gap between metahuman Super Groups and normal law enforcement. His job was to monitor and assist wherever possible in the day to day duties of local Super Groups, his new assignment? This up and coming group.
Unbeknowest to his follow officers, however, Jacob himself was a metahuman. As a skilled mentalist, it was not surprise that his comrades had no idea about him.
Now though, in the presence of other metahumans, it was difficult for Raines to keep his identity to himself. Able to keep his secret safe for some time, a time came when he was nearly discovered and in order to protect himself he decided to request someone else be put on this assignment. Partially successful, Jacob was sent back to the office to act as the liason from afar.
A New Breed of Hero
At the conclusion, many eliminations later, a new Supergroup was born. Noblesse Oblige!
The team consisted of:
- Keravnos, the de facto leader and son of Zeus (ok, so it was Thor, but don't tell him);
- Legionanaire, a high-tech power-armored mystery, he's French but don't hold it against him;
- Glitter, a young wizardress who unqittingly found herself in a time and dimension not her own;
- Hive, he's a lawyer so for legal reasons we can't say much about him;
- Blur, if we could see him we could tell you more;
- Wang Dewu, a Hong Kong Kopper serving up a special brand of justice, just don't watch him talk;
- Dark Vengeance, a....ok, look, something is wrong with her. We know, you know, but hey it adds an element of suspense to the team ok?
- Herculena, a veritable greek goddess with HUUUUUGE....biceps. What?
- Primetime, hey, whatever happened to that guy?
With the team newly formed, they moved on to create a new age of justice in LA. Directed behind the scenes by the Noble Foundation, our heroes crafted many great deeds in their time. All the while, Raines working behind the scenes to aid them in whatever way he could.
Over time some members had to go their own way, and new members were found (including Rex the Wonderdog, the martial artist K-9 from another planet; and Eclipse (Dark Sol), who brings her own tanning bed).
From the Background
No longer content to remain in the background, Jacob deemed it safe to step back into the world of Noblesse Oblige in his usual flashy manner. Our heroes were facing adversity against villainous thugs in a rock quarry they had gone to investigate. All seemed lost for our heroes, until in a blaze of gunfire, Jacob stormed onto the scene.
At least, thats what he filled out in his report. Or rather, had Garcia fill out for him.
Truth be told Jacob nearly drove his car off the side of the rock face and if not for some quick telekenetic action, would have been crushed by the truck being thrown at him. That TK response had come so quickly that he hadnt thought to mask his true ability from our heroes and they soon found him out.

FAQ and Trivia
- Humble Beginning
- Raines started out as a simple mentalist in a Champions tabletop RPG. His powers focused heavily on Telekenesis and Telepathy, as time moved on in the game he grew both in power and as a character. Eventually, learning that he was in fact, 5 different people locked in one body.
- Current Concept
- Raines, aka TKO (Tele-Kenetic Officer), is still a standing character in a long-running Champions tabletop RPG. Currently he is getting used to the idea of having multiple minds within his body after a drink from the River Mnemosyne.
- The liquid brought forth the truth about his origin, he was in fact the product of the Norse God Loki attempting to create 5 great progeny, each known for a key strength. Rather than getting 5 children, it backfired, and he got 5 minds in one body.
- City of Heroes does not accurately support Jacob's current power-set (multiple forms, each with its own powers) so the game version of him will be taking an alternate timeline just before his team was transported to Ancient Greece.
