Affiliations
Liberties is current Commander of Unified Force, a small dedicated group of super-powered police granted a charter as a separate police organization on Dec 1 2010.
Liberties has been tied by rumor to an organization known as The Farm.
Personality
Liberties is widely known as a friendly guy, once you get to know him. In spite of his age and the horrors he has seen and inflicted this stoic warhorse simply is. His two sore spots are Statesman, to whom he still will not speak, and the scar on his face which he suffered in War World 2.
Powers
Nigh on to invulnerable, and incredibly fast and strong Liberties is a force to be reckoned with. He is credited with the recent drop in Rikti activity in the War Zone, and a major drop in crime rates since his debut as a hero.
Super Strength
Liberties is a Class 5 Super Strength wielder, meaning he can lift 500+ tons. This places him in OMEGA threat rating from Crey Industries captured files and landed him on the #1 spot of a recent Longbow Threat profile list. During his time as a villain he was among Lord Recluse's inner circle and indeed betrayed them in order to make his way back to Paragon City, and earn a pardon from the President of the United States of America.
Invulnerability
Liberties can, when aware ((toggles on)), survive several minutes of bombardment directly to his skin from Rikti invasion ships, and indefinitely from Rikti Pylons, as well he has been seen to be completely immune to all NATO small arms fire, and has weathered tank blasts on more then one occasion.
Flight
Through an unknown process, Liberties presses air beneath him in mass quantities forcing lift on his body and causing flight.
Additional Powers
Liberties is an adept Leader, aiding with a word his allies in battle, often leading them to victory when they otherwise would have lost (Leadership).
Able to cloak himself in shadow, Liberties is even able to move unseen when he has too. (Stealth IO on his sprint power allows for Stealth completion of missions)
Lightning
In recent years Liberties has unlocked that last ability of Statesman's which always eluded him. He has learned to focus and direct Lightning from his hands. He has thus far been shown to be merely proficient with this skill but it seems to be growing at an alarming rate. Recently he has shown far more proficiency with this skill taking down entire groups of rioting gangs with his Lightning blasts ((Ionic Judgment)).
Abilities
Before War World II, Jack was a soldier, as such he has a fine eye for marksmanship, and weapon quality. He is today an accomplished investigator and cop, with numerous decorations he still refuses to wear.
Weaknesses and Limitations
Magic makes up Liberties power, and as such has the best bet for mitigating his abilities. Rikti Psionicists have brought him down before, and he has no control or mitigation for illusion.
The Zig was able to mitigate his abilities for years through the use of a chemical concoction he only remembers vaguely as being called Abschnittsmarke and the pale blue color. They also encased him in a green chain of a rare material known as hexanite. This material robes the person wearing it of they're connection to magical sources of power. Between the two, he was weak as a kitten for the 20 years he spent in the prison. His time spent in the isles was largely used as recuperation from those two treatments.
Equipment
Flak Jacket, police issue; Bullet Proof, standard issue to all officers, Liberties wears this more as it is recognizable to the population of Paragon City, and not for it's appearance.
Shining Armor of Honor (Granted by Hephaestus on his decision to remain a hero);
Hexanite Chains, the same chains he wore in the Zig, which over the last few years he has built up an intense immune resistance too. For some reason the standard issue Hexanite used by the Zig no longer terminates Liberties connection to whatever Magical source powers him, but it will disconnect those he hits, a fact he finds quite useful in many situations...
Biography
An attempt, a failed one, at reproducing Statesman power resulted in my birth into power. A Painful Ritual I remember only in dreams that can at best be called nightmares. Statesman was the premier superhero of the days leading to World War II, driven to help him I submitted to Dark Watcher's hand, and a transfer of power was made, my birth to power had begun. I can only hope to live up to that reputation.
I am the Fallen Liberties... the lost, the forgotten brother, and sad reminder. The black sheep of the family... I am what he fears most, the lost reminder of his past Sins.
It was D-Day... World War II and I was a fighting member of the Freedom Phalanx, Statesman's charge and sidekick, I went to war alongside him. When a Panzer Mk X blew up atop me, I blacked out. He had left me. I struggled there for days, waiting for him to come back and free me... after the seventh day I knew... I had been abandoned... I found my way to Paragon years later, my power had grown, but it was not enough. He put me in jail, I was freed by Arachnos, and spent some time in the Rogue Islands building my power. In the course of it I learned something, I was no villain. I returned to Paragon triumphant, a hero risen from ashes, and I decided he would pay, but through making myself a better hero. I am Liberties, a Hero, a Superhero.
Recently won the title in the P.W.F., Power Wrestling Federation, he has held the title for three months, and two title defenses.
Special Notes
As others have noted no scent ever stays around Liberties long, the constant use of his powers causes ionzation around him, and even causes the failure of unshielded (ie nonplayer only) electronic equipment. This results in a scent not unlike the smell before a summer storm to always be present around Liberties.
Liberties is old, at 97, he has seen and done many many things, however that age also weighs on him, and he fears it in a way. He has watched many people grow old and die around him, friends, family, and enemies alike, he fears the death of friends and families far more then his own.
Recent History
Dec 1 2010: Liberties Supergroup, Unified Force Ratified as a separate Police Organization, Federal Level.
Dec 21 2010: Defeat of the Winter Lord in Atlas Park
Dec 24 2010: Liberties Participates in a major raid on the Mother-ship in Rikti War Zone.
Dec 26 2010: Liberties stepped down the path to becoming an Incarnate.
Dec 27 2010: Liberties long time partner Archangel Mycheal found lodged in a sewer grate, wounded and grievously injured. His partner is still recovering.
May 1 2011: Liberties seen to have developed incredible Lightning powers on par with those of his former mentor Statesmen. Also seen going toe-to-toe with Reichsman, Reichsman lost the fight.
May 3 2011: Attacked the New Reich Dimension, under the instruction of Portal Corp. Succeeded in sealing the dimensional ruptures they had opened not just once, but over 100 times in the course of 48 hours in spite of the best effort of the People's Army.
