Despite her occupation, Lilly is a kind person who won't hesitate to help a person in need. Due to her unique nature, she can get bored easily, which gave her the perfect excuse to work as a mercenary, though she usually sticks to the requests that involve helping others. She has an adventurous side to her and will eagerly volunteer for missions that might send her to different places, or even different dimensions.
Lilly grew up in Praetoria and was kept safe from danger thanks to the rule of Emperor Marcus Cole, but she was always the outcast in school or in her small group of friends. She was always a follower, not a leader, so most of the decisions in her life were made for her. As she grew up, however, that began to change, and she started to take stand on what she thought was right or wrong, which lead to a few conflicts between her and everyone else. Lilly always had sharp eyes and quick reflexes; As such she was quickly noticed by the Praetorian Resistance and was slowly brought into their group by agents around her neighborhood and school.
She excelled when it came to her combat training, but she always complained about not getting enough excitement out of it. Realizing this, the leaders of the Resistance gave her a special assignment: Infiltrate the Loyalists and retrieve any information she could, as well as cripple their efforts when it came to big operations. Lilly seemed like the perfect candidate for the job, after all, she had the skills and traits needed for an undercover agent, and she was quickly sent on her way to join Praetor White's Powers Division.
Lilly showed promise in all her field tests, and soon was made a full member of Powers Division, tasked with keeping the peace within Praetoria, helping the Praetoria Police Department (PPD) when needed, as well as carry out special assignments from the Praetors themselves. She enjoyed her new position as it gave her everything she wanted: Excitement, and the authority to help those in need.
As time went on Lilly met more people that shared her goals, and she worked closely with them to take down organized crime in the city, or to thwart their attempts when it came to the Resistance. One person stood out among the rest, as even though he was a Loyalist, he didn't have the same mentality of most of Cole's followers. Together they were able to find out Cole's plans to invade Primal Earth and crush any who opposed him, and both went their separate ways in order to find ways to stop it. As per orders from the Resistance, Lilly was sent to Primal Earth in order to strengthen their defenses against Cole's army.
Upon arriving in Paragon City, Lilly began looking for ways to fit in with the superpowered population in order to gain their trust. She began to work as a mercenary and is taking odd jobs that take her between Paragon City and the Rogue Isles, using the opportunity to gather any information she can along the way. Lilly does not trust Arachnos after her experiences with them in Praetoria, and is currently trying to figure out if they are to be trusted should an invasion of Primal Earth occur.
Lilly is highly skilled with sidearms of all types, and is typically seen wielding a pair of pistols to great effect. Her training has heightened her already impressive reflexes, allowing her to take down even armored opponents with relative ease. While her skills with a pistol are impressive, she knows there are many who are more skilled than she is, and she aspires to become one of the best.
Lilly is also able to draw upon the energies of a much darker realm, which she primarily uses to heal herself and any allies around her. When bullets alone fail, she also uses her ability to weaken the defenses of even the most armored opponent, allowing her and her allies to do much more damage than normal.
Although Lilly is quick and agile, she is relatively frail and can not take a hit very well. This is usually not a problem as she uses her speed and range to her advantage in order to stay out of range of her enemies while her allies attract their attention.
Lilly's speed and frail nature means she is not very adept at melee combat, only being able to throw a few basic punches and kicks. As she uses firearms, her overall combat effectiveness is limited when it comes to heavily armored enemies. Although she can take a heavily armored opponent down, it takes a very long time.
Should she ever run out of ammo or be caught off guard without her weapons, Lilly is a sitting duck.
