Origin
Born to Peter and Helen Masters, Grace Masters lived a life where her every whim and desire were met. However it was a very secluded life and what Helen did not know was that it was her father's ties to various criminal activities that afforded him to provide his family such a luxurious lifestyle. However this all changed when her family was executed by a rival crime faction. At the young age of 7 she witnessed the murder of her family. She would have been eliminated herself had it not been for the quick actions of the family butler, Roland. Having managed to subdue the assassins Roland took off with young Grace. Knowing that he really couldn't provide the needed care for a child Roland needed to find someone that could. Fortunately he managed to make contact with estranged relatives that lived aboard, an aunt and uncle that lived in England, and they were more than willing to take young Grace under their care.
Through the years her adoptive family did their best to console Grace thru this dark period of her life. However despite their best efforts nothing would ease the pain she felt for her murdered parents nor suppress the rage she felt. Seeing that conventional means had no way of soothing Grace's inner demons her uncle decided to try some "alternative" methods in helping Grace getting her life back on track. A few days later her uncle revealed to her that he was a member of an organization called "The V Society" and that he submitted an application to the organization on her behalf.
Intrigued by the revelation Grace wanted to see what this organization had to offer her. Within days of enrollment Grace knew that there was more to this organization than her uncle let on. She found out that the V Society was a shadow organization that aided various law enforcement agencies around the world thru organized vigilante methods. The V Society saw potential in young Grace and if guided properly she could probably be one of their best agents and more. So they quickly started her training and provided everything for her from education to physical and anything else that would aid her in fighting the criminal element.
It was during her time with the V Society that Grace meet a young lady named Cassidy Victoria and they fast became friends. For a time it seemed that her friendship with Cassidy combined with the guidance from the V Society would allow Grace to overcome her troubled past and allow her to start one anew. However all was not as it seemed. As time passed both Grace and Cassidy became the best agents that the V Society had. Both were dedicated to their duties and showed promise in excelling within the organization. However it was during a field mission that Grace’s true intentions were revealed.
The objective of the mission was to stop the assassination of a prominent political officer. Grace and Cassidy managed to stop the assassination and apprehend the assassin, but for Grace this was not enough. She felt that a message needed to be sent to those who followed the criminal lifestyle and the best way to send it was in blood. Grace began to torture the assassin and his pleas for mercy were ignored. Before the deathblow could be dealt Cassidy managed to intervene and prevent her friend from making one of the worst mistakes of her life, but Grace didn’t take too kindly to Cassidy’s intervention. Soon both were engaged in struggle that took both combatants to their limits. It was during this battle that Grace admitted that she was using the V Society. Taking what they taught her and the tools they offered her and applying her own personal twist on them stating that the V Society’s ideology and methods were far too lenient on criminals and nothing more than a band-aid solution.
In the end it was Grace that came out the victor and Cassidy lay unconscious before her. Grace harbored no actual ill will towards Cassidy and felt saddened that their friendship had to come to an end like this. Knowing that the V Society would take harsh actions for what she had done Grace knew she could no longer go back. Grace used the skills taught to her by the V Society to disappear and cut off all ties to them.
Grace traveled the world to further hone her skills and to pick up anything that she could use to carry out her personal war on crime. Along the way she would eliminate a drug lord or a crime syndicate here and there but doing these things still left a sense of unfulfillment within her. Grace knew that the only way to settle this was to go back to where it all started, Paragon City. Upon her arrival in Paragon City Grace set the plans to put some sense of closure to her life. Sometime later there were reports of a costumed individual that stalked criminals. It was a rumor that paranoid criminals whispered amongst each other. They spoke of a phantom that preyed on criminals leaving only broken bodies in its wake. A merciless spectre that comes to take the souls of evil men back into the darkness from which they came.

Her time with the V Society has given her training in various forms of hand-to-hand combat and melee weapons. Although Grace has taken a liking to using blade weapons from katanas to throwing knives.
Weakness
Grace takes a very diehard take no prisoners kind of approach to fighting criminals. This style can often at times lead her into situations that go way above her head and put her at a very severe disadvantage. Also due to her traumatic past she has nothing but utter disdain for the criminals she goes up against and troubles trusting anyone with with a criminal past. Something like this creates an emotional/mental flaw that can easily allow someone to manipulate her.

The costume is an amalgam mix of costumes from heroes like the Phantom and the Punisher . In game the costume is designed to mock the costume worn by the hero Madame V.
