Early History
Tango is the only name she acknowledges. Her uncanny ability to avoid danger developed early and allowed her to survive as an orphan during the early days of Pratoria's founding. Avoiding both street gangs and Seers, she eventually enlisted in the Praetorian Police Department. Fighting on the Hamidon Front, she developed her combat skills and acquired the call sign "Masochism Tango" due to her habit of jumping into the middle of combat without any seeming regard for her own safety.
Loyalist vs Resistance
Her unit eventually rotated off from the Hamidon Front to Praetoria. Tango initially was tapped to join the Powers Division but soon grew disgusted with the grand standing and blatant abuse of power that is almost the standard operational stance. Holding very few members of the 'Civilian' forces in any respect, she joined the underground and hoped to find more honorable companions. She finds the anarchist/nihilistic element in the Resistance to be repulsive and if the Resistance leaders don't do something to reign them in soon, she may end up leaving their ranks as well.
Powers
If you ask her, she will say she has none. Tango stubbornly refuses to enter into debate on the subject. At best she will claim to be really lucky, at worst she might punch you in the face for being snoopy. That being said, what she has is a very strong, wild talent, precognitive ability which works under a very limited set of conditions. As a child, this ability helped her to know when to lie about her talent and avoid being taken into the Seer program, which would have lobotomized her. As an orphan on the streets of Pratoria Under Construction (They had to build that place sometime, don'tcha know) it helped her avoid trouble from gangs and capture by the police. As a member of the military, she was considered a 'good luck charm' by everyone, her patrols almost always avoided being caught by ambush due to her uncanny ability to avoid danger.
She is a good shot but not an excellent one. Shooting at targets, Tango is less than stellar and somewhat unconcerned about her lack of skill. When it counts, she knows she can hit what she needs to hit. She has a variety of special ammunition and gadgets to back up her dangerous habits. In combat, her tactics are to jump into the middle of the most dangerous spot and start shooting. She often gets hit by grazing shots and shrapnel from near misses and rarely comes out of a skirmish without numerous wounds. Tango also tends to close her eyes and seems to be firing blindly, but the reality is that by blinding herself to the present she can more easily focus on her gift.
Tango is in fact a minor psychic. She will never have more than a small telepathic gift, minor tk that allows her to guide her bullets and enough shielding to know when someone is scanning her. She is capable of psionic 'hiding' from passive scans, such as the Seer network, but would have trouble fending off a concentrated search for her specifically. Tango does augment her native talent with a few gadgets, but none of them would hold off a strong psychic in direct conflict.

Powers Mechanics
Tango's 'main power' is precognition. It's main limitation is that this psychic sense is only capable of 'near future' events and is mostly focused on her self survival. The greater danger to her life, the more sharply defined her precognition becomes, which is why she puts herself into danger in order to make the greatest use of this talent.
For the purpose of SFX, Tango's 'scourge shots' are just a matter of her precognition guiding her aim to the most damaging location. Her Leadership Pool Powers are defined as precog senses and are granted to her allies because she is capable of a low level 'broadcast' when she puts effort into it. Or because she is shouting "Duck" to her friends but I'm not going to type it in the middle of a combat.
Why is her Origin listed as "Natural" when she seems to be a mutant? Short answer, because I wanted throwing knives. Long answer, she isn't a mutant in the 'classic' comic book sense of the word. Tango is an esper, she has a 'sixth sense' or what ever else you want to call it, but it isn't a 'children of the atom' mutation super power. If City of Heroes were published as a book, Tango would be in a pulp fiction setting, not a comic book.
