Tiffany Wright was always considered rather cold and calculating as far back as anyone could remember. Some even suggested that she lacked the ability to feel true emotions. This "bad reputation" did not bother Tiffany, and, in fact, only helped her to do her job, as she rose through her career, eventually becoming the DA of Paragon City, devoting nearly her whole life to putting evil-doers behind bars. She is very efficient, and in her brief time out of school, several prominent criminals have been put in prison due to her cool, calculating courtroom style.
There was little doubt amongst her peers that she would make DA herself one day. In fact, the only thing that confused people was why she worked in the DA's office, rather that in a private firm where she could make far more money. The truth of the matter was that Tiffany enjoyed putting criminals away, getting an almost sadistic thrill from battling wits with them and their lawyers. It is quite possibly the only emotion she has ever felt.
In November of 2004, not so long ago, an event happened to Tiffany that begins to explain why she is the way she is. She was leaving the office and heading to her car in an Atlas Park parking lot, when she was mugged by a group of Hellions. She raised her arm to defend herself, and several of the villains became surrounded by solid chunks of ice, frozen in place. The remainder of the gang fled, screaming about her being a "cape", the street word for those with superpowers. Though the event frightened Tiffany, a cold grin crept across her face at the sight of the frozen thugs. Justice was served, only in this case, outside of the courtroom.
She got into her car and looked in the mirror and she discovered a side effect of this newfound ability. Her hair had turned the color of ice blue. Intrigued to find out what was happening to her, she decided to visit her roots and find her mother, whom she hadn't spoken to since she moved out at 18. In her research she learned that her mother was currently committed at the local asylum, since shortly after her father had died, roughly 5 years ago. During visitors hours, she drove up to speak with her mother, and upon seeing the blue hair, an evil, wicked smile spread across her mother's face, one like that of the Crypt Keeper, and she cackled, "You have it too!"
Her mother began to explain. Tiffany received a mutant gene from her mother, who was a mutant. Tiffany's mother first discovered her powers when she was 25, and had a brief stint as a super villain known in these parts as the Ice Queen, a name that Tiffany recognized from her work putting away other villains. The blue hair seemed to be part of the powers, and her mother had taken to dying it to keep her identity secret. It was revealed in this explanation, that she was responsible for the death of Tiffany's father. The state of Rhode Island had her mother committed as a result of the sentencing from that trial.
Tiffany was shocked. Her mother was a super villain? Her father murdered by her own mother? And she herself is a mutant? This was a way too much to handle so soon. She ran out of the asylum and drove home, a barrage of emotions ran through her, crying the whole drive home. Back in Steel Canyon she stood on the Balcony of her penthouse apartment fuming at how everything she knew had changed in an instant. She screamed at the top of her lungs and an ice storm began, blanketing the building and anything below it with snow and ice. She cried herself to sleep that night, exhausted from everything that had just occurred. The next morning she did some thinking. The brief fight against the Hellions had given her the same thrill she received in court, putting the city's scumbags in their place. Maybe this was another way of doing the same thing, but on the front lines, as a registered hero. Keeping her identity, especially around the office, would not be an issue, her normal hair color was easy enough to duplicate. She designed her self a simple, but practical costume and took on the name of Miss Judgment in a vague allusion to her job as District Attorney.
Recently, she had been followed home by a man who's family could not afford proper legal staffing and pleaded for Tiffany to look over his family's case because they were wrongly judged. Tiffany simply stated the law does not make mistakes and turned her back on him...
However, As time progressed, Tiffany became jaded towards the judicial process, she watched as those who were innocent, but did not have money to defend themselves were wrongly incarcerated, but those who were clearly guilty and could afford a good legal staff got off with barely a slap on the wrists. Her eyes began to open to the corruption within the political system she had previously embraced. She'd lie awake at night, wishing she could do something to change the process...
Late one evening, she noticed the Blimp that usually flies around Paragon City was going down, and FAST. She rushed to where it touched down and immediately threw down a patch of freezing rain, which put out the flames that had nearly engulfed it. After making a couple phone calls, she had it towed away to a remote location and immediately started repairing it, she had big plans for this hunk of junk, if she could get it to fly again.
In the weeks that followed she had a series of meetings with her friend in the coroner's office, as well as the strange man she had previously turned her back on, to discuss how they could change things and take matters into their own hands...
In September of 2006, She resigned as her position of District Attorney to fulfill a full-time role as captain of a group of extremely talented individuals she had assembled using her connections in Paragon.
This would be a team for the greater good, a team for the people. They would be known as the Par Rights Revolutionaries, and their motto is Freedom For The People.
