Personality
Despite the codename and the image, The Nameless Terror is actually something of a gentle giant. He is slow to anger -- although criminals can and do enrage him, very little else does. He loves children, and seems to radiate something that draws them to him; despite his fearsome appearance, they automatically love and trust him.
He's good at taking orders, and likes to work in a team environment -- both relics of his days on the wrestling circuit, where he was part of a finely-honed troupe of professional entertainers. (No, he makes no effort to pretend that pro wrestling is "real".)

Strangely, Steve's core powers mimic the kind of abilities his "characters" in the ring usually possessed -- incredible toughness and strength far beyond normal. As he's grown in power, though, his abilities have begun to branch out into new avenues of expression.

Steve left the wrestling circuit with a number of useful talents: he's an excellent actor, is surprisingly charismatic for someone as forbidding as he appears, and he can play a crowd like a violin.

Character History
Steven Raymonds was once a professional wrestler who generally competed in the ring as a "heel" ("villain"). The identity he uses as a hero on the streets of Paragon City is the last one that he fought under in the ring, but he's also been known as Savage Stevie Ray, and for a year he portrayed a villainous Russian wrestler under the name of Count Kraznov.
Steve's long-term prospects as a wrestler looked very promising, until a stunt gone wrong -- thanks to the contribution of an angry fan who threw a folding chair into the ring -- put him in the hospital.
It was during his recovery that something -- no one is quite sure what -- triggered the manifestation of his super powers. In particular, his strength began its relentless spiral upward. This of course disqualified him from professional "competition" (translation: the promoters' insurance would not cover potential damages should he ever lose control).
Although forced to retire, he was not penniless -- good investments and a mind for money, not to mention a generous pension plan, combined to leave him relatively well off. But he was plagued with a lack of purpose in his newly leisure-filled life.
It wasn't until he was going through his scrapbooks and redisovered a fan letter sent by a child years before that Steve found his new calling. The young boy had earnestly tried to convince the Nameless Terror to abandon his "villainous" ways and become a hero. This had been something Steve had been contractually unable to do -- then. But now...
Within 24 hours, the Nameless Terror had volunteered to help contain the Outbreak, and he hasn't looked back since.
