Origins
The villain known as Neutrino Surge was born in Mercy Island to a rather poor family. Her mother and father were just barely scraping out a living on the streets, but fate gave them another chance... their daughter was born a mutant. Later found to be one of the Nuclear 90, they named their little girl Michelle and did their best to provide for her. Her hair turned blue-green, and she quickly learned to control her abilities. As one of the Nuclear 90, her heart was a natural fusion reactor, giving her a wide variety of radiation powers. Unlike some of the more prominent Nuclear 90, such as Fusionette, her environment while growing up did not do anything to foster heroic aspirations.
Michelle soon grew up extremely selfish, and very mad at the world in which she was born into. She resented the fact that she was a superpowered being and forced to live in squalor. Eventually running away from home one night, she left her biological parents behind forever and moved from street gang to street gang. Her abilities always ensured she was in the top echelon of the gang, always gaining the best spoils from burglaries, and so on. She soon grew up to be very tall, athletic, and charismatic, but she had no use for love and companionship. She also made very few true friends, usually only keeping them as long enough to use them for her own benefit.
However, as she approached her late teens, a different persona begin to emerge. She quickly learned after a lifetime of living in the streets that you can't make enemies with everyone. In a world where super powered beings are the norm, and even common, she was, even if she feared to admit it, a small fry. She begin to act less and less selfish, and begin to more readily form friendships and alliances with the various gangs around Mercy. She soon figured out her own unique moral code to live by. However, this self revelation was cut short when she was caught while breaking into a store vault by a zealous hero. A quick trip to the Ziggursky Prison later, the entire life she had built herself in Mercy vanished overnight.
She served several years in prison, completely losing track of time while behind the ironclad doors, even forgetting her own birthday, and consequently, her age. One night, after umpteen years in her tiny cell, Arachnos raided the prison, and Michelle, who had adopted the name Neutrino Surge by this time, was one of many sprung that day. And as luck would have it, the Arachnos Flier took her right back to Mercy Island. Unfortunately, all the normal street gangs who had effectively "ruled" the area were long gone, replaced by rejects like the Hellions and Skulls who had fled from Paragon City, looking for easy marks. Now, a bit wiser from her years in the slammer, Neutrino has returned to reclaim her "greatness" and perhaps even make a new, grander name for herself.
Alignment
Neutrino Surge developed her own personal moral code to dictate her actions while in prison. With none of her old gang mates or friends left, she is quickly looking for new allies in her schemes. She can best be described as "Unprincipled."
- She will always keep her word. She does not give it lightly, however.
- She will lie and cheat to further her own goals, especially to anyone who is "good."
- She will never kill an innocent person, but she will kidnap them or use them in a scheme.
- She will sometimes help people in need, especially if there is a good reward for doing so.
- She will rarely work within the law.
- She dislikes governments, bureaucracy, and "red tape."
- She will readily work in groups, especially when the reward is great, and the danger even greater.
- She has learned to never betray her few friends, for even villainous allies are important.
Powers
As one of the Nuclear 90, her radiation powers come exclusively from her natural fusion reactor heart. Her favorite attack, the Neutrino Bolt, is also the the origin of her alias. She lacks any natural ability to fly, but her foot speed is phenomenal and she is literally a blur while running at full speed.
Appearance
Neutrino Surge is a fairly tall, slim woman who appears to be in her mid 20s. Her hair is naturally blue-green, a side effect of her mutant heart. She keeps her hair cut short, as she found long hair to be nuisance when younger. Her typical outfit is a green leather jacket, mini-skirt, fingerless biker gloves, and motorcycle boots (she looks right at home on a motorcycle). She sometimes substitutes her jacket for a green trench coat. She might even be considered attractive, but there is a certain coldness in her eyes, and she shuns any advances made on her by the opposite sex. She has a love for guns of all kinds, and owns several revolvers of various makes, which she keeps in a shoulder holster under her jacket.
Recent History
Upon breaking out of the Zig, Neutrino met the mercenary Burke, a man after her own heart. She made quick work in culling the Snake population that had taken over her old stomping grounds, the many natural caves underneath the island where her and her gangs used to hide out. She was introduced to the Black Market through a coded flyer. Although her use of the Market has been limited thus far, it can be assured she will make a great deal of shady deals during her time in the Isles. She currently works in Port Oakes, one of the many new associates of Mr. Bocor.
