The Schedule
Each team is scheduled to take an 8 hour shift every other day. During thier shift 1-4 members take to the streets in active patrol, either solo or in small teams. The other few stay behind at the base to monitor any major activity. The bases transporters can have them to almost any location in the city within minutes.
For four hours before and after your shift, you are required to stay at the base, but can be doing any normal recreation (including sleep). This means there is always a full team in ready reserve that can be in costume and ready to transport in 10 minutes in case of major emergencies. Due to the increased hero presence in Paragon City, the reserve unit is only pressed into action for MAJOR events. This is a rare occurrence, but vigilance is a virtue.
Captain Sammy no longer maintains much of a 'normal life', although he and Gail still hit the town together for a night out often. He is usually doing SG adminstration or recreation at the base. He is an extra reserve member for major emergencies. When any team member has a major schedule conflict and can not make his normal shift with his squad, Captain Sammy is usually the first to fill in.
Residency
All members now live in apartments in a modified apartment building blocks from the Steel Canyon University. Each apartment has secret access to the Night Force Base underneath. Other residents of the building are unaware of the situation. Most members maintain relatively normal lives, although with 8 active and 8 reserve hours every other day, they are usual not able to hold down normal jobs, but may fill in at old jobs at times.
The teen members now live in the apartments and are officially "home-schooled" by Captain Sammy and Night Heart. This allows them to perform thier duties AND still maintain thier education.
Finances
After the Paragon Scholastic Acadamy incident, powerful and wealthy people donated money to help set up Night Force. General Kemp led a secret campaign to raise money from the influential men and women whose kids were saved by the Night Force, including the President.
Taking that initial money and investing wisely, Captain Sammy was able to turn that into a long-term stable cash flow. This allows for the upkeep of the base and the apartments overhead. The base is always stocked with food and supplies. A weekly stipend for each member covers meals and entertainment when not at the base. The members are not rich by any means, but maintain a modest yet liveable lifestyle.
Additionally, and money dontated to a Night Force member for his or her efforts are put into the common fund to help increase the stability of the group. Any money made from part-time jobs or other means, is each individuals to keep.
