Detailed Explanation:

Clair Stansfield has a latent mutant gene that allows his body to generate energy. While many things can stimulate this generation, it appears as though psychic interference is the greatest stimulant. (Judging by his record of service, listed below.) Clair then utilizes this energy to both protect himself and encase his fists with concussive force. Although capable of generating lethal amounts of force, Clair prefers merely knocking his foes unconscious. When used defensively, Clair can bend attacks around his body and avoid the brunt of an opponent's assault. This energy generation and storage has also mutated Clair's core traits, allowing him to heal faster, work more without becoming exhausted and move with an athlete's speed and finesse.

Thanks to his training within the Praetorian Police Department, Clair boasts an impressive list of police skills not limited to those listed above.

Additional Notes:

Clair's powers originated after his team was ambushed by a Syndicate hit squad. Clair was the only survivor, having reported that one of the Syndicate leaders attempted to probe his mind. Clair's mutation awakened, draining the psychic until he collapsed and turning Clair into a powerhouse. He was then promoted to Powers Division and later, earned his own command within the PPD. Now, Clair can control his "psychic vampirism" but is still highly reactant to psychic investigation.

Clair has earned his trust within the FBSA after closely working with both Vanguard and Longbow in preparing for the imminent Praetorian invasion. He is also credited as one of the first Praetorians to turn public opinion from Praetoria as an evil empire to a land in need of rescue from insanity following his plea to the United Nations as "ambassador."

Code Name Clarification: Clair Stansfield took the handle "Praetorian Law" after arriving in Paragon City, hoping to demonstrate to the people what Praetorian legal values should be, not are. Time will tell if this somewhat ominous sounding name will further change the people's opinion on his homeland.

Project Caterpillar Assessment:

Clair Stansfield has demonstrated his loyalty to both his people and Primal Earth numerous times in the recent months. As such, he has been selected to serve as a member of the Zenith Force and act as a consultant during any matters concerning Praetorian threats. His physical combat skills are top rated, demonstrating the best of both training and talent; as is his ability to effectively counter criminal activity in almost any form. There is some hesitation amongst various FBSA officials in entrusting Praetorian Law to the Zenith Force, as some are unsure if this isn't some sort of elaborate ruse on Emperor Cole's - also known as Tyrant - part to infiltrate our organizations most capable of countering his invasion. A majority vote decided in favor of Clair Stansfield, choosing to believe in his words and actions. However, his is considered to be on "probation" and under close watch to ensure our faith is not misplaced.

It is the recommendation of Project Caterpillar that Clair Stansfield, aka Praetorian Law, be approved for continued service in Zenith Force.
