Personality
Aloof and seemingly disinterested in the world around him, Psycheshock is often caught spacing out and his expression (when visible) never changes. In conversation, he's got a provably sharp wit, although he'll make meaningless observations equally as often (whether by accident or deliberately isn't known). Friendship seems something of an abstract concept to him, but he's always keeping score; Kagawa will pay back in kind those who help or slight him, whether it takes five years or five minutes. Whatever happens, he is perpetually calm. His various quirks have led some people to suspect he's not all there in the head. They're right.
Background
House Kagawa
Soichiro Kagawa was one of many soldiers given powers in a Japanese-run supersoldier program in WW2. Japan's abrupt surrender shortly after their completion meant they never saw combat, but they were nonetheless integral in helping maintain order as the country began to rebuild. Not Soichiro, though; despising what he saw as complacency to the occupying forces, he left to sell his services abroad. The media branded him a traitor, but he didn't care; he knew his potential and bargained accordingly, and the next time he set foot in Japan was as a millionaire. Wise investments and further earning turned it into millions more, and within a generation, the Kagawas were one of the wealthiest families in Japan. Soichiro's legacy includes numerous charities and scholarships, a massive secluded estate in Hokkaido, and a black sheep reputation his dozens-strong decscendants have thus far embraced with open arms.
Shunsuke
Shunsuke Kagawa was born into the main house in 1990, and was homeschooled on the family estate by his grandparents - Soichiro's son and his wife - while his parents pursued their careers as heroes-for-hire. The Kagawa's powers, as it was for all descendants in the supersoldier program, were becoming both more powerful and less stable with each generation. His father had kept his own struggles with his powers secret, so when bad migraines and psychic feedback emerged alongside Shunsuke's powers at adolescence, his unprepared grandfather didn't tolerate his complaints for long. Old-fashioned to the core, he felt the appropriate cure for Shunsuke's conditions would be a lobotomy; despite the procedure being long out of practice for obvious, the Kagawa's wealth and connections meant finding a doctor willing to perform it didn't take long. Shunsuke's father wasn't informed - Shunsuke himself wasn't even given a choice. Lobotomized shortly after his fourteenth birthday, Shunsuke's complaining ceased; taking it as a sign he'd been cured, his grandfather resumed training him in earnest.
To Paragon
In keeping with main house tradition, Shunsuke's eighteenth birthday meant it was time to go abroad. It's not certain whether he chose or his grandfather chose for him, but it wasn't long before he touched down in Paragon. Thanks to extensive studying, the culture shock wasn't too bad (ironically, that was what everyone chalked up his lobotomized state to); taking on Psycheshock as a hero name, his transition from training to fieldwork was smooth. Proving that it's what's on the inside that counts, he became fast friends a young heroine named Psinder, who gave him the nickname 'Cowboy' and frequently shared with him the cigarettes she kept in her cleavage. Although they began to form a close companionship, it was cut short when she was killed in the line of duty. Shunsuke never made any reflections of their time together public.
Into the Spiders, and present day
What was meant to be a short stint in the Isles helping a fellow descendant (who hadn't even asked for the help anyways) turned out to be a lot longer when he was captured and gang-pressed into service with Arachnos. Shunsuke was not reluctant for long - with his cooperation, he was soon earning better pay than the stipends Paragon City had given him. A routine physical scan revealing he was a few frontal lobes short of a brain wasn't a huge problem in the eyes of his Arachnos superiors - quietly filing it away in their medical records and removing him from eligibility for promotion, they realized they couldn't have asked for an easier-to-handle grunt. Presently, Operative Kagawa lives the military life on Arachnos' dime, wiring his paychecks home in a one-way correspondence with his family. The Kagawas were mercenaries by trade, but his settling-down was a first. He didn't care. If being in Arachnos meant dishonour, it was simply a matter of never being caught...
