Character History
To Whom it May Concern,
From what we can glean, Radey's background goes something like this: Her father was a very well-known scientist who specialized in nuclear power, who unknowingly married a follower of some strange esoteric cult. Their marriage went much better than anyone would have expected and they had a daughter. That also went a lot better than could ever have been forseen and the family was apparently quite happy until their little daughter turned about ten and some...strange abilities began to manifest. They were ignored for as long as possible but eventually the issue had to be addressed.
Apparently, both parents had been experimenting on their unborn daughter without the other's knowledge. The full extent of these experiments remains unknown, but they produced startling results. Radey is showing promise at controlling radiation in blasts, as well as control over a dark otherworldly power.
This knowledge understandably put a strain on the familial relationship. They managed to hold themselves together for a couple more years, but eventually it disintegrated with...disastrous results. Not much is known about what happened, there was little left to examine, but it appears that the two parents managed to kill each other in a terrible battle. Plants still won't grow in the spot that held their house and any animals that venture there die almost immediately.
Radey was already beginning to show some behavioral problems which stemmed from her parent's marital discord and their untimely deaths did not manage to help her any. She had no living family and was inarguably dangerous without full control of her powers so the state thought that the safest place to put her was in Juvenile Detention.
Juvenile Detention had the forseeable effect of furthering her behavioral problems. I have managed to get her periods of timed release in order to perform heroing deeds for the city in the hopes that she will not be totally lost in the system, however I fear it is not enough. I have received permission for her to be allowed a conditional release upon participation in a suitable supergroup. It would do her a great deal of good to be in a group of people who are not criminals and who actually have goals and care about this city. If she does not receive more guidance, or at the very least a goal, I fear that once her eighteenth birthday arrives she will set off for the Rogue Isles and never look back.
Thank you very much for your time and consideration.
Sincerely,
