FBSA Official Report

Debriefs

These are the accounts of the agents who originally encountered Cevin Moore (aka:Reverie Sire). Further involvement from those agents in Cevin Moore's case has been prohibited, as the information on this mutant is now highly classified.

Report by Agent Shawn Skinner, F.B.S.A. Spec. Ops.

Cevin Moore (later known as Reverie Sire) was discovered by the F.B.S.A. after numerous reports of strange activity flooded the King’s Row precinct of the P.P.D. In these reports were accounts of strange apparitions appearing in the streets, sometimes even nightmarish in nature. The Skulls, who usually are a danger in that neighborhood, began acting very strangely – some witnesses reported seeing some frantically trying to climb the solid brick wall of their apartment building in panic, others have claimed to see a few curled up in the fetal position, trembling and calling for the ambulance. Not all of the strange happenings were centered on the skulls; after the investigation was turned over to the FBSA, my team questioned some of the residents. They told us fantastic stories that they swore were true. It didn’t take long for us to discover that we had an illusionist on our hands, and a powerful one at that.

I preceded by contacting Alisha Carroll, a budding M.A.G.I. mystic, and Dr. Terahan from G.I.F.T. Ms. Carroll was unable to detect any traces of magic after searching every corner of the neighborhood, although she did sense a powerful psychic aura. Dr. Terahan took a blood sample from a Skull he found in an alley, cradling his arm as if it was hurt. He found that the white blood cell count in the Skull’s blood was higher than normal, as if he really had an open laceration on his arm and his body was reacting to possible infection. Dr. Terahan also tested the subject’s nervous system and reflexes, which seemed to be a bit dysfunctional. He concluded that it is most likely that we were dealing with a mutant that had the ability to create illusions by altering nerve messages to cause hallucinations in the five senses.

With the aid of two other mystics, Ms. Carroll was able to triangulate the source of the psychic aura that she had sensed earlier to a remote grocery store. It was here when I first saw Cevin, dressed in that black coat and flowing cloak that he still wears today, pushing along a large flatbed cart loaded with nonperishable food items. He walked straight out of the store without the cashier noticing a thing. This is when I moved to try and subdue him before he could slip away. As I neared him he turned around and laughed – I looked down to see a trap door just below my feet, which sprung open. I seemed to be falling helplessly down an endless pit, and I admit it took a lot of effort to free myself from his illusions. When I returned to reality, I saw that Ms. Carroll and the other mystics circled around Cevin chanting some incantation that was keeping him pacified.

We finally convinced Cevin that he should come with us; after all we just wanted to help. During the ride back to the bureau I was able to get something out of him; I guess he felt comfortable around me. I asked him where he came from and he said that he was born in Ireland, but lived his childhood all over Europe. He said that when he was about seven years old he left home with his best friend, and they lived on their own just fine until we found them. Them? I remember thinking that was strange, but I didn’t think anything more of it at the time. Although he did not finish much school because he ran away from home so young, he seemed knowledgeable and probably was self-educated. I was curious as to why he would run away from home, but he didn’t say anything about it. I asked his name, and he responded with “Reverie Sire” – it was only until after Agent Skinner’s team had him processed that his real name was uncovered.

I don’t have much to say on the matter, I was not allowed much time to study the nature of Mr. Moore’s powers. All I can say is that his illusions are the most potent I’ve seen to date – he was able to make a human body truly believe that it was hurt, and physically respond to the “injury”. Many illusionists I’ve worked with before merely have the power to manipulate light, but very few have the ability to cause such complex hallucinations.



Psychological Profile – by Dr. M. M. Punjwani, F.B.S.A. Registered Psychologist

It is standard procedure for the F.B.S.A. to order a psychological analysis of certain subjects of interest. However, I was unsuspecting of the severity of this one’s mental state. Before I get into the interesting results, I will touch on a few basic mental characteristics.

Mental Capability

The first thing I always test is the intelligence of my subject; it is beneficial during the rest of the analysis to understand what the individual is capable of. I ran multiple IQ test versions, and the scores averaged out to about 161 – nearly at the ‘high genius’ level. He is fluent in multiple languages including English and the romance languages. He has rough conversational skills in German and Russian. The most notable thing about the subject’s mental capability is his method of problem solving; his methods are unconventional and creative possibly to a fault. There is little, if any, direct logic in use.

Personality

Curious, fickle, light-hearted, and mischievous – my initial personality analysis was revealing if somewhat frustrating, my subject seemed to be playing games with me and was avoiding most of my questions. Arrogance – it is obvious by his lack of respect and disregard for any type of authority. We are dealing with someone who is inclined to believe himself above the law; chaotic in nature, but not malicious. On top of all of this, the subject seemed detached from reality as sometimes during our sessions he would become distracted and distant, sometimes catatonic. This is a common symptom of someone experiencing a hallucination. After multiple instances of these symptoms I began psychoanalysis to investigate the cause.

Diagnosis: Schizophrenia

My approach began with daily therapy, but there were no results (due to the frustratingly arrogant nature of the subject). This led to the use of hypnotherapy, which proved pleasantly successful. While in his unconscious state, I inquired about his life after he ran away from home. He almost immediately began talking about how he would not have made it if it was not for his childhood “friend”. He continued vocalizing memories of how his “friend” would steal food for him when he was hungry, and collect books for him to read, tickets for trains, among many other things. I asked if anyone else could see his “friend”, and he told me that he was in the room with us reading in the corner. Finally, I asked the subject what his “friend” was like. He provided a vivid description of a tall man in a deep purple coat embroidered with elaborate designs in midnight blue. His skin is grayish, his eyes “on fire” and his teeth long and sharp. What was described as gold rimmed wings were said to protrude from his back, and a crown of polished golden horns encircled his head. As my subject described his “friend” I could hear a tinge of fear in his voice, he said that he was watching him from the corner and that he doesn’t think that he will say anything else about him.

It was now obvious that he was severely schizophrenic, most likely dangerous. If he felt as though his rather sinister sounding “friend” had power over him, then it is likely that he does not have control over all of his actions. It is possible that when the subject recalled his “friend” stealing food for him as a child that the hallucination’s personality is real and able to take control over the body. Either way, my findings are frightening to say the least and I recommend a heavy daily dose of each of the medicines that I suggested in my notes. Some of them may have serious side effects, but a mind this ill must be kept under control.

Official Course of Action

This subject is a threat to national security – due to both his mental instability and extreme level of power. He will be moved to solitary confinement in Ziggursky Penitentiary and given a power suppressant shot once per day in addition to the medication prescribed to him by Dr. M. M. Punjwani. The same doctor will make frequent visits to stabilize the subject’s mind and condition him against his abilities, so that he may be able to rejoin society. After five months, he will be released with limited freedom and will continue to receive the power suppressant shots. Upon his release he will be registered with Freedom Corps so that the F.B.S.A. may keep track of his security level, which due to the power suppressant, should remain at 9. These actions are to be carried out under the full authority of the federal government, and if defied will result in the full penalty of law.



Escape

These are the accounts of the escape of Cevin Moore (aka: Reverie Sire).

Report by Mr. David Kovak, FMIT-8 Lead

Cevin Moore escaped just weeks after he was released from incarceration at Ziggursky Penitentiary. It is thought that he fled Paragon City for some time in order to give his abilities time to strengthen more before returning. Where he went is a mystery, but the F.B.S.A. is aware of his current presence in Paragon City and the Rogue isles as a vigilante. It is my belief that through all our restraint and control we only encouraged Cevin Moore’s disregard for law and authority. With this final debrief, I turn in my resignation – our theoretical methods have failed too many times for me to continue seeing any value in my work.

It seems that throughout the whole five month period, Mr. Moore was merely toying with me. I cannot express how infuriated I am, none of the patients before him have ever disrespected me so profusely. Personally I think that he should be pursued relentlessly until he is captured, but he has since built up a positive reputation with the citizens of Paragon City which makes the whole situation immeasurably more difficult. All we can do is wait until his mind finally crumples into pieces, then scrape up the mess that is left in its wake.
