Equipment
R.R. carries a Longbow issue police scanner/transmitter, a cellular phone, and usually carries a pack of his favorite chewing gum. His "hero" equipment includes his unique rocket boots and pack, his specially designed helmet [4]. His weapons include a small snub nosed revolver, and a Longbow issue AR, equipped with a variety of non-lethal rounds.[5]

History

Clancy Campbell - grad student, part-time student teacher, pilot & engineer, archivist at Paragon University, fetishist of the 1930s. It wasn't that long ago when, meandering through the cramped stacks of files as he prepared his masters thesis in aerodynamics (part of which included his condemnation of reverse engineering alien technology), Clancy's life was taken far away from its original path. It was purely by accident and clumsiness that he disrupted a huge pile of documents to reveal a small manilla envelope moldering at the bottom. And within that envelope, the almost simplistic schematics for a prototype whose existence was partly forgotten, partly obscured - the Howard Hughes rocket-pack.

Stunned, Clancy's obsession with the era in which the pack had been conceived was all that gave him insight into his finding. It would have proven the cornerstone of his thesis, that mankind had made huge strides in aerospace technology before anyone had heard of the Rikti. His reputation, for so long just a footnote to the board, would accrue the kind of celebrity and fame he had dreamt of for so long.

But Clancy held the discovery secret, as its inventor had long before. Instead he set to work, purposing to create his own rocket-pack. Clancy had always been infatuated with superheroes, particularly those of the past, and his research into the rocket-pack brought up a tale with which he had familiarity. A tale about a simple man to whom destiny dealt a wondrous hand. Another pilot from another time, whose star might not be the brightest in the galaxy of Earth's heroes, but who possessed an almost exclusive and unique courage that made him one of the boldest. History does not remember his true name, but Clancy knew all else about this rocketing hero.

It wasn't an easy process, creating his own prototype from an incomplete blueprint. Borrowing university equipment and resources made him no friends in administration, either. But Clancy's determination won out, and at length he created a working model, utilizing aspects of contemporary jump-packs as well as the original rocket concept. He even expanded on the blueprints, adding a secondary propulsion system in the form of rocket-boots, as well as finding alternate and more useful forms of fueling.

The rest came naturally. The flight training, including learning how to engage in midair combat, took months of dedication. But Clancy stuck with it, his desire to join his heroic idol consuming him down the the merest details of his costume. And while his persona seems like an imitation, it is his tribute to a man often and tragically overlooked, whose exploits resonate deep within Clancy's spirit.

Only time will tell if Clancy's efforts will yield fruit. He's brash, irresponsible, and sometimes shows deplorable judgement. In the same vein, he's dogged, devoted, and true to the calling, letting no innocent suffer while he's on the watch. Whether to greatness or to folly, few can predict where his trajectory lays. One thing alone is certain...

Personality

A generally decent guy - honest and hard working, tinged with a certain malaise thanks to his life choices, namely his debts. Despite his infatuation with the world of heroes and villains (specifically those of yesteryear), there's still so much he doesn't understand, and it frequently translates into his being dumbstruck in certain situations. This in turn often results in his taking reckless actions. He often speaks his mind, whether for good or for ill, sometimes not considering his words, eloquent though they might be.

Strengths

That brashness, born of inexperience, often lends itself to the tasks R.R. must perform. A wild heart with a pair of rocket boots and a rocket pack is a dangerous and remarkable combination, and in Clancy's case, they lead him to victory as often as calamity. The instances of victory, though, are dazzling to see. It's his determination to succeed in a world filled with heroes and villains armed to the teeth with powers great and mysterious that is his real asset. Clancy recognizes that he's a very small fish in a very big and swelling ocean, but his tenacity and desire to do good makes him, if not unique, then special.

Much of his free time is spent at the University, either in study or in his capacity as a student teacher.

Weaknesses

It's not hard to imagine how the ability to fly using homemade rocket boots and a rocket pack, soaring off into the skies with a high-tech Longbow assault rifle, and fighting the forces of evil in the streets and in the skies would change someone. It's even easier to understand how that's simply not a good idea for most of humanity. Clancy is barely an exception. While he is physically fit, coordinated, and has good reflexes, he's truly someone who caught a shooting star. Whether it was his destiny to become a hero or not, he wasn't born with mutant powers, blessed with a knowledge of the mystical arts, or gifted enough to alter his gene sequence to heighten his strength. He's an average Joe carrying a rifle and shooting through the air.

Clancy's devoted to the cause, but he's greener than St. Patrick's Day beer. He makes blunders and mistakes, overestimates his own skills or underestimates his opponent's. He's not the most skilled marksman, and even though his ordinance is non-lethal, the collateral damage he's caused is cringe-worthy.

Acquaintances Affiliations and Friends

In his real life at the Steel Canyon branch of Paragon University, Clancy keeps a relatively low profile (thanks in no small way to the fact that he secretly siphoned materials and equipment from the University to make his equipment). Accordingly, while he knows faces and names on campus, few rank highly enough to be friends. Of the faculty, he does have a good working relationship with Montague Castanella[6], who often requests his services as one of the university's archivists.

He does hold other denizens of Kings Row in a friendly light. Among them is his part time rival and former mentor Paula Dempsey[7], whom he uses as a reference point and sounding board in many of his jobs. Additionaly he was at one time involved with Linda Summers[8], a reporter based out of Kings Row, the two having met at a camera store. He keeps in touch, occasionally as himself and sometimes as The Rocket Rebel.

Beyond being on a first name basis with many of his neighbors in The Gish, and working alongside many heroes either in his supergroup, Blasters United, Clancy has no real, steady friends.

Love Interests

Not really existent. Clancy's interested in possibly pursuing romance, but his entrance into the world of heroics has confused his already rickety sense of self-identity. He rarely feels totally certain of himself in his new circles, often associating women with powers greater or more mysterious than his own with "out of his league."

Kings Row

Born and raised in The Gish, Clancy is devoted to his neighborhood, and makes and effort to patrol it every day. If villainy rears its ugly head in Kings Row, Clancy devotes himself to stomping it out. The people of Kings Row have had to put up with decade after decade of squalor and poverty, being sidelined while the city fathers devote efforts in refurbishment and clean up projects to the more wealthy districts. That they have become the den of some of the most despicable gangs and that their citizens have been targeted by the sinister designs of the Circle of Thorns it something Clancy knows he can help stop.

His primary targets are the Skulls and the Circle of Thorns, the former terrorizing Kings Row with their horrible grave robbing and the latter abducting and inflicting magical torment upon the people. It was, in fact, these two groups, to say nothing of the Vahzilok, that motivated Clancy to become a hero. Other villains might have more power, more influence and control, but the actions of these three groups in particular fomented the rage of justice in Clancy. While he continues to use non-lethal rounds, he does not use them sparingly on these villains.

Sky Raiders

Beyond the dangers his home neighborhood faces, there's nothing that proves to be a greater foe to Clancy than the Sky Raiders![10] His first run in with this fiends of the air occured shortly after his first test flight of his rocket boots. While cruising (somewhat haphazardly) across the skies of Paragon City, he was ambushed by a patrol of them. Unprepared and unequipped for the attack, Clancy's new boots and his burgeoning comfort and skill in using them were put to a dangerous test as he attempted to escape. Roaring around the skyscrapers, down across the streets, the chase lead Clancy halfway across the city to Independence Port. It was perhaps his skill that caused the Sky Raiders to continue pursuit, desiring a challenge and angered by his constant evasion of their fire.

As he soared across the harbor, Clancy broke the pursuit of two of the attacking trio by threading between freight ships, causing the less agile pair to careen against the hulls and drop into the water. The final Sky Raider was more tenacious and skilled, and clung on viciously. Clancy realized that unless his opponent was stopped soon, it was just a matter of "when", not "if", he was going to be captured or, likely, worse. Developing a scheme, he slowed his speed, allowing the machete wielding Raider to close the gap. Then, just as he was about to be overtaken, he performed a mid-air flip, cutting out his rockets at the apex. The Raider had just passed underneath him when, coming upright, Clancy engaged the boots once more, this time directly over the Raider's jetpack. Clancy's rocket boots melted through circuits and steel. The Raider's jetpack shorted in a shower of sparks and smoke, sending it's wearer tumbling into the waters.

Since then, Clancy has made it his business to take the fight to these tyrants of the air in especial, and his dogfights with the Raiders has done a good bit to cement something of a reputation for Clancy. He has even fought and driven off the dastardly Captain Castillo[11] in a desperate and fantastic combat in the air. Clancy's victory gave him a dash of fame and celebrity, and earned him the ire of the dangerous Castillo.

As long as the Sky Raiders continue their reign of terror in the skies, either in Paragon City or across the globe, The Rocket Rebel will stand vigilant in opposition!
