Real Name: Jacob "Savage" Jackson

A war veteran of various unspoken Southeast Asian and Central American conflicts, Jacob "Savage" Jackson finally retired to Paragon City after decades of service to the CIA. In Paragon, he worked as private security until the draw of lucrative "freelance" work for different criminal elements promised excitement and fortune.
Overview
Agent Jacob "Savage" Jackson is a Threat Level 30+ Dual Pistols / Kinetics (Ki Manipulation) Corrupter. He has no "super" powers so to speak of as his origin is that of a natural. His skills all come from dedicated training in the art of "Ki Manipulation" and his time spent working for the CIA. Despite his record showing an honorable severance from the agency, he is officially classified as having gone rogue, albeit a low level threat. That, among other reasons, is why he currently operates out of the Rogue Isles as a gun for hire.
For most of his career as a mercenary, he operated alone. The cost of doing such business eventually caught up to him when his office and home were both set ablaze by an aggravated third party during one contract, and he realized to work in the City of Villains, you need someone or something to act as a backbone. That backbone for him is now Titan Industries. He still pursues work outside of Titan contracts, but now has people to turn to if things get too dicey.
Jacob Jackson's past before and after the agency is largely open to the public, having been a public servant and raised middle class. While it is known he worked for the CIA for nearly a decade, his record of service is largely classified. The declassified portions list the areas of operations (bases located in and around Southeast Asia and Central America) and his codename "Savage," but the nature of his field work is strictly hush-hush.
For the Office of Ms. Liberty. "CONFIDENTIAL"
Wrote on the tab of a manila folder reads "Savage Jackson." The cover is bare, save for the red ink from a large stamp reading "CONFIDENTIAL." Inside, there are several documents. The first is a printed letter, signed at the bottom by Manticore. It reads,
"FOR THE OFFICE OF MS. LIBERTY ONLY"
Megan, this isn't the full file on the villain known as "Savage Jackson." You won't get that file without some high level government clearence. Let's just say, getting what I have now resulted in more than a couple visits from the Malta Group. Tread carefully, this guy doesn't appear to be a high level threat but I'd hate to see what might happen if he was provoked.

Excerpts from the dossier of Agent Jacob Jackson, Codename "Savage"
While at first it appears Agent Jackson was just another faceless man for a faceless agency, he showed an impressive aptitude for combat during basic training. He was adopted into a black ops division specializing in "guerrilla operations." After his training, he was dispatched to an undisclosed location in Southeast Asia.
The rest of my copy of his dossier is mostly blacked out, due to my security clearance. He bounced around between Southeast Asia and Central America, received high praise from his superiors and left the organization on good terms. The only interesting tidbit of information left was that Agent Jackson uncovered and procured the art of "Ki Manipulation", as he called it, during his stay in Southeast Asia. He described it as taking one's energy and changing it, either benefiting oneself or handicapping his enemies. It wasn't magical in origin, but could only be passed on to other certain agents. Jackson is quoted as not wanting to become a "full time trainer" for this art and was more or less forced to resign due to a lack of assignments. The agency kept in touch with Jackson while he was in Paragon, but not for long.
Darkwater Security and the Underground
After arriving in Paragon City, Jackson quickly joined Darkwater Security, a private security firm specializing in providing meta-human countermeasures. He was employed less than a year. Darkwater was exceptionally cooperative in providing information on Jackson, but there isn't much. His jobs were handled professionally, they didn't have any problems with him. He quit and on his exit survey, stated the reason for terminating his employment was a lack of interest and excitement.
After asking around, I found some locals willing to share what they knew about Jackson after Darkwater. Apparently, he went into business for himself as a private investigator / bounty hunter. The clients I could reach were also satisfied, but I noticed a disturbing trend as time went on. He became less of a vigilante and more of a .... criminal.
He started taking jobs for organized crime, his last being for the Family. From what I can gather, he was to protect a Consigliere that was being targeted by a vigilante, someone known as Crimson Law. During transport, Crimson Law attacked the Family's convey and brutally killed the Consigliere. Jackson was critically injured, but managed to survive. While in the hospital, the Family went to "discuss" this failure with Jackson. A group of heroes happened upon the mob and arrested them, making the Family believe Jackson was actually undercover. He managed to escape the city shortly afterward, taking his business to the Rogue Isles.
The Rogue Isles
Information begins to become scarce at this point, as I'm forced to rely on my Wyvern agents' investigations. Jackson started the same sort of business in the Isles as he had in Paragon, but as more of mercenary. He operated for months on his own until the Family caught up with him, torching his apartment and office. He struck back on his own, and for a while, it was a violent battle. Some sort of agreement must have been reached, as hostilities have since ceased. But we assume this event, along with the fact that Crimson Law is an Isles native, must have provoked Jackson to join a villain organization. In just the last week, my agents have seen Jackson entering and exiting the Titan Industries main office. I believe you already have my breakdown on their operations.
A Personal Note
I don't know what sparked your interest in this villain, Megan. I'm not going to ask. But... let me suggest a few things. This guy has CIA training, the ability to disable your powers and ties with all sorts of organized crime. Not to mention his current financial backers. So, let me reiterate. Tread carefully. Our government doesn't consider him a serious threat to national security, but they also haven't tried to bring him in. We both know if he was easily kill-able, it would have been done. Black Ops agents don't usually retire, especially ones that go rogue.
If he's content to be a simple mercenary, then let him do just that until he gets himself killed.

Assault on Savage Jackson's Base - Debriefing
Underneath the manila folder containing Jackson's background is a detailed report covering the mission undertaken to flush Jackson out of his private base of operations. The fact an order was issued for his take down before Ms. Liberty had even read the background details requested from Manticore proves the Vindicator's "shoot first, question later" mentality.
Overview of the Operation
Ms. Liberty, as requested here is the details of the operation against Jacob "Savage" Jackson. To begin with, we deployed shortly after Jackson and Mr. Masterson attacked our own Vindicator base to find leads on both of these villains. Our target was the lesser threat, Mr. Jackson. After scouting the Isles, we found he was often seen in Sharkhead Island the most. As such, we began questioning the locals in an attempt to find the whereabouts of Jackson's residence. While property records revealed his apartment easily enough, it was clear he didn't spend much time there. Further questioning led us to believe a Dean MacArthur knew the details of a secret operation being led by Jackson. A quick interrogation was all it took to get said details.
Apparently, thanks to Mr. MacArthur, Jackson had aquired an illegal cloning facility from another villain. After recruiting mercenaries from the 5th Column and the Sky Raiders, scientists from Crey Industries and engineers from an unknown "Mane" group, he had a fully functioning base of operations. We knew a direct assault wouldn't be easy and as such, composed a team of Longbow and Wyvern commandos led by the heroes Infernal and Valkyrie.
The Assault
We arrived to find the base already under attack, as the various mercenaries had apparently began in fighting. Pressing deep into the lab, we finally found the room Jackson had contained himself in. A fire fight ensued and while it should had been over relatively quickly, we found Jackson possessed powers beyond that of a "natural" which you were led to believe. He vastly weakened Valkyrie and Infernal while boosting his own strength, resulting in the elimination of most of my squad. Finally, Valkyrie managed to get in a lucky strike and incapacitate Jackson.
Interference
While we were gathering evidence to use against him and assessing the damage to the facility, the villain Leo Masterson broke into the facility and assaulted what remained of our group. I'm sure you would have reports of what took place during his "capture" from our fellow squad if any of them had lived to file it... needless to say, Leo Masterson was too powerful for own diminished strength, let alone a full take down group. He did, after all, defeat five Vindicators back to back.
Infernal and Valkyrie were no exception. Their medical teleporters activated successfully and thankfully Leo must have regarded us as minor threats, no further casualties took place once we handed Jackson over. Leo and Jackson escaped, as did we since damage to the facility during the fight between Masterson, Valkyrie and Infernal had taken the already weakened facility to a state beyond saving.
In closing
Thanks to our compatriots in Nerva, we successfully escaped the Isles without drawing the attention of Arachnos. While damage to the team was significant, we are still operational following a handful of new recruits. My personal opinion, Ms. Liberty, is to leave Jackson and Masterson alone for now. While Masterson is clearly untouchable by most meta-humans even, Jackson still packed a bigger punch than any of us expected. Not to mention after this failed operation, any attempts to track Jackson will more than likely be met with hostility on behalf of Masterson and possibly Titan Industries. - Warden Collins
Cease and Desist
A new addition to Ms. Liberty's desk is a cease and desist order directly from S.A.M. and by association, the FBSA. It is mostly filled with legal jargon, but points of interest include orders to stop any and all actions against Jacob "Savage" Jackson. No reason is given, other than he is under "extended assignment" and is interestingly enough signed by Special Agent Molly Wynn, a high ranking officer within the FBSA but also at one point in time, Jackson's commanding officer inside the CIA.

Author Notes
For a character I had considered deleting time and time again (after all, he's basically a Kinetics version of Jace Revant), Jackson has found new life as an RPer. While originally a throwback to super agents like Race Bannon (and his modern re imagining, Brock Sampson) or James Bond, he has influences in several other mediums of well. The Southeast Asia aspects of his career were somewhat modeled after the CIA's dealing in Black Lagoon's fictional Roanapur city. Likewise, Central America was based off elements from Tom Clancy's "Clear and Present Danger."
Design is mostly original... I can't pin a single influence as to what inspired his visuals. Somewhat Deadpool meets Punisher... I guess.
