Scooter is the leader of Power's Apex, the elite branch of Power's Allegory, of which is he is also a top leader and public relations face. His career in showbusiness has allowed him to become one of the primary funders of the PA umbrella of supergroups.

Personality

Scooter has mastered the art of having two faces, depending on the need at the time. As a celebrity and Public Relations officer, Scooter shows the personality he is known for; which is to say of a happy-go-lucky playboy, always happy to flirt with a camera and incidentally drop some good words about his supergroup or current movie project. Often sharing the spotlight with him will be his usual date, Helen Clays, the Shining Spirit. The two heroes, quick both in combat and with a smile, are a delight to superhero tabloid fans everywhere.

Behind closed doors, however, Scooter will often play the role of strategist and even spymaster. His largest concern is Arachnos and its ongoing plans and schemes. In the past he has been known (to a few) to recruit teams of relatively unknown heroes to do quiet work in the Rogue Isles. He also has a few operatives in the Isles that he sometimes contacts for work, such as the vigilante Ms. Judgment and the mercenary La Espina. Although he avoids lethal force when fighting crime himself, he takes the view that the struggle with Arachnos is a full-blown war, and requires harsher tactics. For this reason most of this work is keep quiet even from other Power's Allegory members.

Powers

Scooter gets his name from the energy field that he can 'scoot' around on at high speeds, or at least which he used to use. Now that he has learned to replace his flesh with energy fields, he is unbound by normal physical limitations - were it not for the slow speed of thought, he would be able to move at a significant fraction of the speed of light. Unfortunately, were he to try he would simply crash into a lot of things and/or people. As an energy being, he does not age and does not need to sleep or eat, and it is questionable as to what would actually be able to kill him (Fellow PA'er War Smith has shown that certain energies can be harmful to him, however). He can phase shift through solid objects. He once flew by lifting himself on fields, now he simply lifts himself. He has some limited ability to absorb energy around him and add it to his own. However, his mutation at this high level is very unstable and tends to change every few months. Recent reports indicate he has lost his ability to phase, while his fields have strengthened.

Character History & Trivia

This is my main Hero, who I created at launch and hit 50 about 6 months later. He's been respecced a few times to cover for new APPs and ED, and was originally a soloist "Offender" build who didn't take the teammate buff fields until 47 and 49. Since ED however his soloability has been decreased, but either way he's been almost entirely retired from play since hitting 50.

Character concept from pre-launch, pre-AT days was more like an energy/FF scrapper, who could create weapons from energy fields (much like a Green Lantern). He also has a bit in common with the Flash and Wonder Man.
