As part of a joint effort by Longbow, Crey Biotech and Wyvren, PROJECT: DOMINION combined cosmic energy manipulation with a supersoldier program in order to combat the growing Arachnos threat in the Rogue Isles. Lucas Creed, a wannabe super-villain possessing latent technopathic abilities, was subjected to painful experimentation by the most nefarious scientists employed by Crey Biotech. In 2005, the facility was mysteriously destroyed and experimental teleportation and anti-gravity technology stolen. Resurfacing soon after, Lucas Creed started pulling schemes beyond his previous capacity. Able to manipulate the cosmic energy that the scientists imbued into his body, Creed is driven by an insatiable need to "improve" his body with better and stronger technology. However, the more alterations he makes to his body, the less humanity he retains. Now, very little remains of Lucas Creed. He has become Steel Dominion.

ORIGINS

It is believed that Lucas Creed was born in the late 1960's to Grant & Toni Creed, a.k.a. the villains Gravyn and Dark Respite. The Creed clan have been contributing to the villain populace in the Rogue Isles for generations. Growing up in a violent, volatile environment with sometimes mentally unstable family members easily create a monster out of any child. Falling into crime at an early age, young Lucas started with petty theft which quickly escalated to manslaughter. Showing an aptitude for technology, the patriarchy of the Creeds believed him to have latent technopathic abilities. Lucas, as was customary for many of the Creeds, became an enforcer and hitman for the Family.

Lucas caught the ever watchful eyes of Rogue Isles Longbow Intelligence agents by using his technopathic skills to "convince" lost debtors to pay up. It wasn't long before agents came calling to his Family employers. Making deals with Wyvren, the Family betrayed Lucas Creed to maintain their autonomy in the Rogue Isles. In November 2005, Lucas Creed was kidnapped by a squadron of Longbow and Wyvren agents. Once subdued, a Crey BioTech vehicle was spotted leaving the vicinity.

In January 2006 Lucas Creed burst onto the Rogue Isles scene, wreaking destruction and havoc in his wake. Seemingly on a warpath for Crey, Longbow and Wyvren; Creed started garnering increased attention from even Arachnos' watchful eye. Calling himself the Steel Dominion, Creed seemed driven by an insatiable need to "improve" his body with better and stronger technology. If it was cutting edge from Crey or Arachnos, Creed had his hands in it. From January 2006 to January 2008, Steel acquired a reputation for destruction and an association with any new form of technology. The different technologies that he grafted onto his body increased his intelligence a thousand-fold. If things had been different, they said, Lucas Creed would have become a brilliant inventor and expert in the field of technological advancement - Perhaps even surpassing Dr. Aeon himself!

PERSONALITY

Rude, condescending, insane...There are many words used to describe Steel Dominion - By both allies and enemies. Steel maintains a high degree of superiority in all his interactions. In his opinion, the only person worth his time is himself. Although highly anti-social, Steel Dominion is still a cybernetic genius. All the modifications done to his body, Steel has done himself. Many scientists postulate Steel Dominion's genius intellect is a direct result of the cosmic energy that permeates his body and empowers his attacks.

DEATH & REBIRTH

In January 2008, after nearly three years of wreaking havoc with the heroes of Paragon City, Steel Dominion disappeared. A rumour surfaced that the hero Ascendant "apprehended" Steel...However, the rumour ultimately proved unfounded because such acts were contrary to esteem of Ascendant as a hero of the city.

The truth turned out to be even more unbelievable: Steel Dominion had escaped Primal Earth to Praetoria! Hiding out in the wilds of Praetorian Earth, Steel Dominion was re-inventing himself. Utilizing cutting edge nanotechnology that he accrued from the remnants of Praetorian civilization outside Emperor Cole's purveyance, Steel Dominion was able to create new offensive weapons that increased his arsenal beyond the cosmic energy his body already conducted.

In September 2012, rumours began to spread that Steel Dominion was back on Primal Earth. Sightings are so far unconfirmed.
