When the spellcasting hero Justice Wind finally grew too old to continue fighting crime, he took off his bright red cape, and imbued it with all of his magical power, and gifting it with the power of speech and sentience. The cape now floats along Paragon City's busy streets, keeping watch for any crimes being committed, and "deputizes" ordinary citizens to fight with the tremendous superpowers it can grant them.
