{Player's Note: One of my first superhero creations who existed well before the City of Heroes franchise was even a glimmer in Cryptic's collective eye, the Clay Pigion is a character close to my heart. Starting off as a silly oneshot character created on a lark, he's been through many incarnations over the years, some more serious then others, and over time eventually became one of my personal favorites. Ever since his debut in Paragon City back in 2007 he's undergone a metamorphosis and a fantastic amount of character development, largely which I can attribute to my interactions with the CoH world and community.
The Clay Pigion's story has grown alongside that of the Paragon City and it's inhabitants, both players and NPCs. The story hooks written by the Paragon Studios staff have lead to adventures and developments which I couldn't have imagined back when I created the character so many years ago. I also need to give credit to Alex Dai for finally giving life to what for so long had been an image in my mind. In the works I commissioned from him, he found the essence of the character and brought it out in a way that I never could have.
So thank you to Paragon Studios, and Cryptic and the Community for helping to bring my character to life. I do hope you enjoy this entry and glimpse into his world.}

Greetings Y,
Please find attached the reports concerning the on going surveillance of Subject 7115, Clay Johnson, or as he is know by the name he entered at the Superhero Registry, "The Clay Pigion"...why anyone would actually choose to name them self after one of those flying feathered rats escapes me. Add to the fact that he spelled Pigeon wrong on the registry sheet and one would be forgiven for thinking that they were dealing with a rank amateur undeserving of our attention.
Despite the ridiculous moniker, the "Pigion" should not be underestimated. No one operates as a hero as long as he has without picking up a few tricks along the way. Subject 7115 is a dangerous opponent who has participated in operations that have at one time or another taken down powerful foes including the Clockwork King, Nemesis, Vanessa DeVore, Protean and other Omega-class beings. He ranks number thirty seven on the Arachnos eliminate-on-sight list, and has gone toe to toe with Tyrant and the Praetorian Court and walked away to tell the tale. A deadly hand to hand combatant with Black Ops training and access to an arsenal that would make a third world dictator weep for joy, needless to say Clay Johnson has more then earned that A-6 classification.~B
Background
The Early Years: Canada, Pre-2004:
Not much is known to us about the early life of Clay Johnson prior to his registration as a hero in June of '07. What we do know is that he was born in Calgary, Canada, during the oil boom in the mid-1980's. His childhood was nothing special, he had an average middle class family with the average middle class upbringing that goes with it. Though his school report cards do indicate that Clay was a bright student and excelled particularly at history and sports. He was head-hunted by the Canadian Military at a high school job faire when he showed a particular aptitude for strategic analysis to the observant CAF Recruiting Officer working the faire. Clay joined up shortly after graduation and flew through basic at the head of his class. It is during his second year in the military where things start getting interesting. The last records we have on him from the time period indicate that he received a promotion to the rank of Corporal and was assigned to Fort Steelhead as a communications liason officer. Shortly after he arrived at the Fort his record was sealed behind a wall of red tape that we're still trying to wade through.
(The only reason we know that he was at Fort Steelhead at all is due to some hardcopy personnel files that we acquired from the estate of a retired CAF Colonel. The late Colonel Karl McDougall esq...Oh don't look at me like that! He died of completely natural causes...a bullet to the temporal lobe.~B)
Heroic Rise: Paragon City, 2007-2012
Subject 7115 was first noticed by Field Ops back in April '08 in the old Outbreak zone. Our Operatives assigned to the area observed the Clay Pigion subdue numerous quarantined individuals with little difficulty. He proved so effective that it was recommended by PPD Staff that he recieve the Isolator Citation for his assistance in containing the threat of further contamination. Subject was flagged as a person of interest, with an eye towards potential recruitment.
After passing through the gates of the containment zone, we lost track of 7115 for about a year. We received sporadic reports from time to time of him fighting the usual rabble. Trolls, Hellions, Skulls...you know the drill. It should be noted that he seemed to take a particular delight in thwarting the plans of the Circle of Thorns. What he has against the cultists we can only guess at this point, but where ever the Thorns turned up, it is a sure bet that Subject 7115 won't be far behind. (Should we seek to actively eliminate the subject, we have a multitude of information on Circle of Thorns schemes that we can use to bait him in for assassination.~B)
It is starting in the last few years where information concerning Subject 7115 has become much more readily available. Following a string of operations against Crey Industries in late '10 that cost the Corporation a large amount of manpower and resources, the Clay Pigion went on to wage successful campaigns against the Carnival of Shadows and their Freakshow thralls, the resurgent Rikti, Malta and was even part of a team that dealt an unlikely blow to Lord Recluse in the parallel dimension simply known as Recluse's Victory. (Given how Arachnos has defeated the Freedom Phalanx in that dimension and taken over the world, this is no mean feat...if the Recluse in that dimension is anything like the one in ours, he'll be seeking to remove that particular black mark from his past...a potential ally perhaps? ~B)
Capabilities
Clay Pigion Base of Operations
Returning from his dimension hopping foray, the Clay Pigion found himself with enough clout to establish a small base of operations within the Kings Row District. Unfortunately we have been unable to infiltrate the base itself, as we suspect that the subject has used some sort trans-dimensional portal technology he acquired in Recluse's Victory to move the interior of the base to a pocket dimension directly accessible only by the subject himself, and those granted permission.
Others seeking access must request to do so through the Paragon City portal system...which has proven to be a frustratingly effective deterrent to unwanted incursions. (We have recently had a breakthrough on this front. Operatives observing some of the Pigion's regular allies have noted that certain large coalition leaders seem to have access to the Subject's base through their own teleporter technology. We are pursuing this as a potential weak point. The only downside is that in order to gain access to said technology, we'll have to invade a base full of angry super beings...~B)

Conclusion
Despite our best efforts, little is known to us about Clay Johnson prior to his arrival in Paragon City. What we do know he has served with at least one Elite Para-Military Unit. Further more, while we have been unable to find any proof of the Pigion having been involved with any clandestine intelligence organizations, given the knowledge and skills he has demonstrated in ferreting out our own operations it is clear that the subject has received significant Spec Ops training from somewhere.
His record shows every indication of being purged, and whomever did it is very, very good at what they do. Clay Johnson knows some very dangerous people. (My question is, are they his friends, or something else entirely...and can we exploit that somehow? ~B)
