History
Early Years
Bill is the son of the legendary Air Force General Charles Downing, who led the US Military response to the Rikti Crisis in the Midwest Sector. Bill's older brother Brad was a close friend of Sam Allen while the Downing's were stationed at Wright-Patterson AFB in Ohio. Brad was killed in the initial Rikti Invasion while serving in the Air Force at Edwards AFB in California.
Bill took the death of his brother hard, and rebelled against the military culture in which he was raised. His father, also distraught, launched himself into his work, and the two became estranged. Bill was kicked out of every school his father could get him into during his junior high years.
Change
Eventually his father, appalled at his son's behavior, sent him to live with an old friend in Japan, who he knew from serving in Japan with the USAF many years before. Bill was sent to live in a remote hillside in Japan, where he was taught discipline, respect, and control. He eventually became an exceptionally accomplished Martial Artist and returned back to the US to resume his life and normal studies.
General Downing, now working at the Pentagon, was able to get Bill into the prestigious Paragon Scholastic Academy, thanks to a favor from his friend, US Senator Bob Kemp, whose own child Jim Kemp was attending there.
The Circle's Attack
The Circle of Thorns invaded the Academy. They were supposedly just holding the children of infleuntial people hostage, but there purpose was far more sinister. They were intending to sacrifice the teenage niece of the US President, and replace her with a clone, so that they could get past the President's security and assasinate him. The president is guarded not only by the usual secret service, but is also shadowed by a speical detachment of Longbow operatives to deal with any super-powered threats to the President's security. Unfortunately his niece does not get that extra treatment, a weakness the CoT were trying to exploit.
There was little security at the school, and the super hero response to the attack was week because it coinceded with a major villianous assault on Bloody Bay that sent the Freedom Phalnax and many of the city's leading heroes to push back against Arachnos. There was also several Rikti invasions throughout the city.
A team of Armour Clad heroes (("The Steele Brigage"??)) were the initial responeders but the Circle had an overwhelming amount of firepower and they were able to hold off the determined heroes.
Hearing of the situation, Captain Sammy responded to the crisis. His young cousin Mary Martin and his lost love's little brother Luke Lewis attended the school. He was also close with the Kemp family. Jim's older brother Billy Kemp also responed to the crisis, with his team, The Med Unit. Mary's older brother Matthew Martin showed up with his team The Sideshow. Gail Lewis and a team of heroes called the Elementals also arrived.
While all these heros slowly arrived outside, Bill and Jim Kemp slowly started sabotaging the Circle from within. Jim had been hiding some developing super powers, and Bill relied on his extensive discipline and martial arts training. They joined up with several other students, including Luke Lewis and Mary Martin who were also concealing developing super powers.
As night fell, the assembled group of over 30 heroes outside began to take it to the Circle. Combined with the efforts of the small team of teens inside, they were eventually successful in stopping the crisis.
Night Force
Now the assembled heroes are known collectively as Night Force, after that first manic battle they fought together. The 6 teens from inside the school banded together to form the Youth Squad. While the heroes usually still operate in thier squads, they mutually aid each other and work out of the Night Force Secret Base. Various members help out other squads and many friendships have developed. Whether as 6 seperate teams of 6, a full team of 37, or in small groups of one to three, Night Force is a team to be reckoned with.
